Key Takeaways

  • Pets Best offers the best cheap pet insurance, based on our evaluation of 12 policies.
  • The average cost of pet insurance is $46 per month for a dog and $23 per month for a cat for a policy with $5,000 of annual coverage with a $250 deductible and 80% reimbursement level.
  • The best way to find a good price on a plan is to compare pet insurance quotes among multiple companies.

Pet insurance can help alleviate the financial and emotional distress in an emergency situation. Casey David experienced this when she came home from work one day and noticed her dog, Butter, was in a lot of pain and yelping when he tried to relieve himself. Casey rushed Butter to the nearest emergency room where he was diagnosed with bloat (GDV), a life-threatening condition causing his stomach to expand to three times its normal size.

“I was terrified and would’ve done anything for him to get better. The total cost was around $3,000, but my pet insurance reimbursed me about $2,800. I pay about $50 per month for the insurance—worth every penny!”

Having pet insurance can be the key factor whether you can afford to treat your pet instead of taking a massive hit to your credit card, or worse, forgoing treatment entirely. We wanted to find out which pet insurance companies can provide valuable coverage at a good price.

Our Expert Take

The Pets Best Essential policy combines very competitive prices with solid coverage, along with a good selection of deductibles.

Pets Best’s three tiers of accident and illness plans have different levels of coverage and prices so you can pick one that best fits your budget. Cost-conscious pet owners can also find an accident-only plan. The Essential plan includes coverage for behavioral therapy and dental illnesses, but it doesn’t include coverage for vet exam fees. You’ll have the option to buy one of two different tiers of wellness plans to cover routine vet expenses like vaccinations and vet exams. You’ll also have access to a 24/7 pet telehealth line.

Pets Best has the ability to pay your vet directly for approved claims if your vet signs its Veterinarian Reimbursement Release form—which can help keep your out-of-pocket expenses low. You won’t find this benefit at many pet insurers. If you are a CareCredit cardholder, you can use your card to pay for the vet bills. Once your claim is approved, Pets Best can automatically reimburse directly to the CareCredit credit card.

Our rating is based on Pets Best’s Essential plan. For broader coverage (at a higher price), consider the Pets Best Elite or Plus plans.

Based on our survey of Pets Best customers:

  • They are very satisfied with their purchase.
  • They are somewhat likely to recommend Pets Best to a family member or friend.

Among the Pets Best customers who have made claims:

  • They were somewhat satisfied with the overall claims process.

Our Expert Take

We like that Lemonade pet insurance combines very competitive prices with a solid offering of discounts. You may be eligible for savings such as multi-pet discounts, bundling your pet insurance with other Lemonade policies (like renters, home or auto), animal shelter and humane society discounts, an annual payment discount, and discounts for partnerships with veterinarian clinicians, affinity groups and employer benefits.

While Lemonade pet insurance has great pricing and the potential for further savings through discounts, pet owners may be disappointed to find that you’ll have to pay extra for coverage for vet exam fees, dental illness, behavioral therapy, physical therapy, prescription medications and end-of-life expenses. Many pet insurers include some or all of these coverage types in their base policies. So consider whether a low policy price is worth the trade-off in benefits.

Based on our survey of Lemonade customers:

  • They are extremely satisfied with their purchase.
  • They are extremely likely to recommend Lemonade to a family member or friend.

Among the Lemonade customers who have made claims:

  • They were satisfied with the overall claims process.

Our Expert Take

Healthy Paws is a solid choice if you’re looking for low prices and coverage for alternative therapies such as acupuncture, chiropractic treatments, hydrotherapy, physical therapy, laser therapy and massage therapy.

But some pet owners may be disappointed with Healthy Paws’ limited customization options. Choices for reimbursement levels and deductibles are related to your pet’s age and other factors. You’ll need to get a quote to find out what your options are since Healthy Paws does not disclose the exact deductible schedule.

Healthy Paws has a 12-month waiting period for hip dysplasia. Vet bills for hip dysplasia are not covered if your pet is age 6 or older at the time of policy purchase. There’s also an upper age limit of 14 to buy new plans. You’ll miss out on some other coverage options, such as behavioral therapy and the option to buy a wellness plan.

Based on our survey of Healthy Paws customers:

  • They are extremely likely to recommend Healthy Paws pet insurance to a friend or family member.
  • They are extremely satisfied with their purchase.

  • They were extremely satisfied with the overall claims process.

How to Find Affordable Pet Insurance

When you’re looking for an affordable pet insurance policy, make sure you understand how the pet insurance deductible works, says Dr. Alison Mason, a Forbes Advisor Advisory Board member.

“Does the plan have an annual deductible that is reset every year or is there a deductible per medical issue for life? Both have benefits, though I prefer the latter for my own pets. But most importantly, it’s best to have a plan that has unlimited illness and emergency coverage after your deductible is hit,” says Mason.

Review the Pet Insurance Policy With Your Vet

Adjust Your Deductible, Reimbursement and Coverage Levels

The details of your policy will affect your cost. For example, unlimited annual coverage costs more than a plan that provides only $5,000 of annual coverage. You can also lower costs by choosing higher deductibles and lower reimbursement levels.

Buy When Pet Is Young

I recommend buying a pet insurance policy as soon as possible. If your pet develops a condition like arthritis or heart disease before you buy pet insurance, those conditions won’t be covered and you’ll have to foot the vet bill yourself.

Get Coverage for Vet Exam Fees

I would look for pet insurers that include coverage for vet exam fees in the base coverage. Not all insurers include this coverage. Without it, you’ll have to pay the vet exam fee for visits for accidents and illnesses.

What Factors Affect Pet Insurance Costs?

Pet insurance companies use a variety of pricing factors when setting rates, such as the factors below.

Dog Cat Icon
Type of pet: Dogs are generally more expensive to insure than cats.
Dog Icon
Pet breed: Certain breeds that are predisposed to hereditary problems (such as a French bulldog) will typically mean higher vet costs. Also, larger dogs are generally more expensive to insure.
Age of pet: Older pets are more likely to require veterinary care than younger pets and are more expensive to insure.
Doctor Icon
Your location: The cost of vet care where you live will impact your pet insurance costs.
Document Icon
Your coverage selections, such as annual coverage limit, deductible amount and reimbursement level will affect your cost. For example, a lower deductible will result in a higher cost.

Is Cheap Pet Insurance Worth It?

To find out if cheap pet insurance is worth it, we recommend looking at the pet insurance benefits you want versus focusing solely on price. Our analysis found that the average price of a policy for dogs with unlimited annual coverage, a $250 deductible and 80% reimbursement level is $66 per month. You may find pet insurers that cost lower than the monthly average, but they don’t all offer the same benefits.

For example, a policy from Lemonade with $100,000 in annual coverage, a $250 deductible and 80% reimbursement level averages $48 per month, which is a very competitive price. But you won’t find coverage for vet exam fees, or behavioral or alternative therapy included in its base coverage. You’ll have to pay out of pocket for these expenses or pay for add-on coverage, which will drive up your monthly cost. You also won’t find a 24/7 vet telehealth line with Lemonade.

If these coverage benefits are important to you, we’d recommend going with a more expensive company like Embrace pet insurance ($75 per month) that includes these benefits in its base coverage. Embrace also has a 24/7 vet telehealth line which can be invaluable if your pet gets sick in the middle of the night on a weekend.

I’m on a tight budget. Are there any alternative pet plans that cover vet costs?

Chloe C., Barto, Pennsylvania

You can find a standalone pet wellness plan from companies like Banfield, Pumpkin and Wagmo. Wellness plans cover vet costs like annual checkups, dental cleaning and vaccinations, but they don’t cover accidents and illnesses. I recommend you compare prices for standalone wellness plans versus the cost of pet insurance plans with wellness. You may find that you get a much better bang for your buck and broader coverage with pet insurance.

Is there a pet age limit to buy pet insurance?

Georgina E., Reston, Virginia

Yes, some pet insurance companies have an upper age limit to buy new policies. For example, ManyPets and Healthy Paws have an upper age limit of 14 to buy a new plan, but if you buy a plan before your pet’s 14th birthday, you can have lifelong coverage. Some pet insurers, such as Pets Best, do not have upper age limits.

Is the entire cost of services covered by a wellness plan or just a percentage?

Linda P., Salem, Oregon

Pet insurance wellness plans generally cover up to a certain amount for specific routine services, like annual exams, vaccinations and blood work. For example, Pets Best’s EssentialWellness plan covers up to $30 per year for flea/tick prevention. You will have to cover any costs that go above that amount.

Methodology

To find the cheapest pet insurance, we collected data and scored each pet insurance company across several categories. Only pet insurers offering annual maximum coverage of $100,000 or unlimited were scored so that comparisons were fair among companies. If a company has more than one top-scoring policy, we show only the policy with the highest score.

  • Pet insurance rates for mixed breed dogs (30% of score): We calculated average rates for medium-sized mixed breed dogs ages 3 months, 2 years, 5 years and 7 years for plans with unlimited coverage, a $250 deductible and 80% reimbursement level, or the closest options available. Lower costs earned more points in our analysis.
  • Pet insurance rates for purebred dogs (30% of score): We calculated average rates for French bulldogs, German shepherds, golden retrievers, labrador retrievers and poodles ages 3 months and 3 years for plans with unlimited coverage, a $250 deductible and 80% reimbursement level, or the closest options available. Lower costs earned more points in our analysis.
  • Direct payment to vet (5% of score): Pet insurance companies that have the ability to pay a vet directly earned points. In order to receive points, this feature must be stated on the pet insurer’s website.
  • Routine wellness plans (5% of score): Insurers that offer optional wellness plans earned points.
  • Multi-pet discount (2% of score): Many pet insurance companies offer a discount if you insure more than one pet. Insurers that offer a multi-pet discount earned points.
  • Behavioral therapy (2% of score): Insurers that cover behavioral therapy in their base policies earned points.
  • Alternative therapy (2% of score): Insurers that include alternative therapies such as acupuncture, chiropractic care and hydrotherapy in their base policies earned points.
  • Dental illness (2% of score): Insurers that include coverage for dental illnesses, such as gingivitis and periodontal disease, earned points.
  • Pays veterinary exam fees (2% of score): Policies that cover the vet exam fee received points. Not all insurers cover exam fees, even if the fee is for an illness or accident-related visit that’s covered by insurance.
  • Likelihood to recommend pet insurers to others; satisfaction with customer service and price; satisfaction with claims process (20% of score): We surveyed 1,300 American pet owners with insurance that have purchased a new policy within the last 12 months, 100 per company. Affordable Pet Insurance Frequently Asked Questions

At what age is pet insurance the cheapest?

We’ve found that the best price for pet insurance is around your pet’s first birthday until around age six, according to our analysis of pet insurance costs.

For example, a policy with unlimited annual coverage, a $250 deductible and 80% reimbursement level costs $51 per month for a dog age 2. A similar policy costs $95 per month for a dog age 7.

Do cheap pet insurance companies cover routine care?

Pets Best and ManyPets are among the cheap pet insurance companies we evaluated that offer optional wellness plans for routine care. This includes wellness exams, vaccinations, and flea and heartworm prevention.

Not all pet insurers sell wellness plans as an add-on.

Is there a disadvantage to buying cheap pet insurance?

Some cheap pet insurance policies do not offer valuable coverage benefits such as a 24/7 vet telehealth line, coverage for vet exam fees or optional wellness plans.

We don’t recommend focusing solely on a pet insurance company’s price. We suggest identifying pet insurance companies that offer the coverage benefits that you want. Then you can compare pet insurance quotes among multiple companies to find the best price.

Should I buy wellness care add-ons?

If you want coverage for routine and preventative pet care, you should buy a wellness care add-on. The best pet insurance wellness plans for routine care cover expenses such as blood and fecal exams, dental cleanings, flea and tick prevention, routine wellness exams and vaccinations.

A pet insurance wellness plan is usually an added cost on top of your pet insurance plan. The average monthly cost for a pet insurance wellness plan is $24 per month for a dog and $22 for cats. For instance, if your monthly pet insurance cost for a dog is $44 per month and you buy a wellness plan for $24 per month, your total pet insurance premium will be $68 per month.
