– ONE STRATEGY

ABOUT THE NCS

In 2023, ACA published Nailing Construction Productivity, which highlighted the productivity challenge and why urgent action is needed. The report showed we know how to improve productivity — but barriers have been holding us back. Our solution: a National Construction Strategy (NCS) focused on removing these barriers.

By mid-2024, all states, territories and the Commonwealth agreed to develop this strategy for transport infrastructure delivery, coordinated by the Commonwealth Department of Infrastructure.

WORKSTREAMS

The work is structured around four key workstreams, each with a lead jurisdiction:

  1. Data Collection & Benchmarking – Queensland (Department of Transport and Main Roads): Developing new, industry-relevant productivity measures that are easy to collect.
  2. Procurement– Victoria (Victorian Infrastructure Delivery Authority): Improving efficiency through standardised procurement processes and a stronger focus on value for money.
  3. Culture – NSW (Infrastructure NSW & Transport for NSW): Driving cultural change to attract and retain a more diverse workforce, aligned with the objectives of the Culture Standard.
  4. MMC & New Technology – ACA-led: Promoting innovation and modern methods of construction by removing barriers to technology adoption.
