Bug in uploading item !

Hello Everyone,
Is there any bug in uploading item ? I can not find any primary button to upload file .
How to fix it? Another thing I have seen another post that flash player could solve the problem. I have the latest version of flash player, and I have tried with another browser , But could not find the button. Please give me a solution .

I have a different problem. When I upload a zip file, it show 48 years old and then system doesn't recognize the file as zip ...That is in Chrome and Firefox
Any help?
