Helping Local Agencies Advance Rail Safety Projects
The Capitol Corridor Joint Powers Authority (CCJPA) created the Rail Safety Incentive Program to help communities address rail-related safety issues along the Capitol Corridor route. The program provides CCJPA-funded consultant support to help agencies plan and develop safety improvements.


What the Program Provides
Agencies can access CCJPA’s on-call consultants, at no cost, for help with:
- Site safety assessments
- Conceptual designs and cost estimates
- Coordination with Union Pacific and other partners
- Grant and funding application support
- Review of plans or proposals
Who Can Participate
Cities, counties, and other road authorities along the Capitol Corridor route.
Projects should:
- Address a documented safety need at a public crossing or trespass site
- Improve safety for pedestrians, cyclists, or motorists
- Show local commitment to moving the project forward
Program Priorities
- Higher-risk crossings and trespass areas
- Agencies new to the program
- Projects that are ready to advance
