There are two forms that are the most popular; those would be the ani-GIF which is limited by palette and Flash which has many versions and should be used carefully if you want to avoid the exclusion of certain visitors.
Many years ago Microsoft made a program called GIF Animator that was small and rudimentary, but free. Others exist such as Ulead GIF Animator, UnFREEz, PhotoScape, Movies 13 and ImageForge. I am certain other exist. It has a limited number of colors available so it is unsuitable for photorealistic images.
Flash was originally Shockwave Flash and is a product of Adobe now. The player is available free and generally uses SWF files. Limiting content to only newer versions will crash browsers (at worst) or exclude visitors (at best.) It is capable of photorealism, and can even have video converted to its format. Available in the Creative Studio suite (CS2, CS3, and CS4) or standalone. There are products that will convert ani-GIFs to SWF such as GIF2SWF.
Others exist like slideshows, Windows Media files, AVI files, etc. that often are seen and some require a player within which they play.
