Romanian Elections

In(satisfacțiile) unei populații naționale, legate de calitatea propriilor instituții, sunt parte constitutivă a sărăciei/bunăstării sale subiective. Materialul de față este consacrat măsurării relative a satisfacției instituționale a românilor, în 2023, pe baza datelor de sondaj de tip Eurobarometru. Viața generală din țară, activitatea economică, ocuparea populației și democrația sunt estimate de către un eșantion reprezentativ de români și agregate într-un indice sintetic. Pentru a înțeleg calitatea unei astfel de măsurători am aplelat la validări multiple, pe date diferite în timp, cu indicatori diferiți, pentru fiecare dintre țările Uniunii Europene.

Fotografie pe dagherotip Începând de azi când scriu aceste rânduri și până la prima dată a noului calup electoral (în care prezidențialele au drept nucleu alegerile parlamentare) mai sunt exact două luni și două săptămâni. Într-un fel, s-ar zice că mai e o groază de timp, dar numai mâine nu-i poimâine și aşa, alegerile aproape că bat la uşă. Acesta e motivul titlului pe care l-am ales, pentru că fotografiile de dagherotip sunt cvasi irepetabile: după ce le-ai făcut, nu le mai poți copia de pe aceeași placă fotografică. Așa și prezentarea mea, ea este, probabil, bună în clipa de față, dar va fi cel mai sigur distorsionată în ziua de 24 noiembrie.

Acest post reprezinta partea I (din II) a unui eseu ce isi propune sa trateze o serie de idei non-triviale conexe actului de a vota (participarea la alegeri ca votant), intr-un sistem electoral si social apropiat de o democratie electiva (inclusiv o democratie reprezentativa), asa cum a fost definita aici: [1]. Am decis sa realizez aceasta segmentare a materialului din doua motive: (i) pentru a permite in continuare parcurgerea atenta a unui singur material in decurs de doar cateva minute – evitand astfel amanarile pentru „un moment mai potrivit” si (ii) pentru a putea organiza discutiile si comentariile ce vizeaza ideile aferente fiecarei parti intr-un mod mai simplu, evitand confuziile.

Intrebarile al caror raspuns dorim sa il exploram sunt:
Ce este votul? – Discutia se va axa, in mod evident, pe idei non-triviale, incluzand Decalaje uzuale intre modelul mental si realitatea actului de a vota si Efectele concrete ale votului.
De ce am vota? Avand in vedere deficientele, riscurile si limitarile evidentiate in sectiunea anterioara, care ar fi totusi motivatia pentru a lua parte la acest exercitiu? Discutia va face referire, tangential, la tema PUTERII (a surselor de putere, in particular, si a modului in care ea „curge” intre actori autonomi), focalizandu-se pe doua aspecte: (i) participarea la vot (fara a candida si indiferent de rezultat) prezinta oportunitati de sporire a puterii individuale si colective in anumite privinte si (ii) rezultatul votului produce consecinte!.
Votam, dar cu cine? Altfel spus, cunoscandu-si valorile, viziunea personala despre viitor si propriul interes, cum poate un individ utiliza exercitiul votului pentru a obtine maximul de impact (in sensul dorit de el)? Sunt discutate, printre altele, principalele dileme cu care se confrunta un votant – alaturi de modul in care acestea pot fi speculate, si sunt descrise cele 3 caracteristici principale ale unui candidat, pentru ca, in final, sa fie prezentate o serie de elemente utile de avut in vedere pentru a decide, chiar si intr-un mediu informational precar si plin de dezinformari, care este alegerea [cu probabilitatea cea mai mare de a fi] buna, avand in vedere efectele sistemului electoral precum vot strategic sau candidatura strategica.
Am votat, acum ce? Vor fi reluate succint motivele pentru care simplul act de a vota este insuficient (chiar si in cazul victoriei candidatului preferat) si vor fi discutate parghii de putere si influenta ulterioare votului.
Poate votul schimba ceva? In incheiere este propusa o reflectie pe baza unor cazuri istoric in care votul a a avut sau nu impact asupra directiei societatii.

Toate informatiile prezentate in acest eseu au caracter general, fiind utile indiferent de filozofia (i.e. ideologia) sau valorile personale individuale, ele servind exclusiv la intelegerea corecta a fenomenului votului si imbunatatirea modului in care acesta poate fi utilizat pentru a promova viziunea proprie.

Motivul pentru care acest eseu a fost redactat si publicat inainte de altele care ar avea precedenta in ordinea topologica fireasca (e.g. cel referitor la Libertate si Moralitate) este acela de a trezi interesul pentru aprofundarea chestiunii realitatii sociale (pe care multi o iau ca „un dat imuabil”) si de a sublinia importanta practica a intelegerii complexitatii mediului inconjurator, complexitate ce se incearca a fi evidentiata in aceasta serie de eseuri.

THE POLICE OFFICER'S SOLUTION TO MORAL DILEMMAS AND DILEMMAS CONNECTED TO THE ENFORCEMENT OF LAW The procedural justice theory states that if legal authorities show respect to moral values and laws, citizens will collaborate with them and will better obey the law. Starting from this idea, the study analyses-based on an applied questionnairethe way in which police officers solve moral problems and choose between moral and legal, between legal and illegal. The results show that police officers are not trained to understood moral and legal problems or to make the right choice: 40.8% of the police officers would sacrify five persons to save one; 68.3% did not recognize that they did not know a person who even did not exist; 26.3% would condemn a person who committed a crime, while 45.3% of them would condemn persons who, possibly, have moral responsibility for that crime; less than 12% did not try to intervene when being fined for the non-compliance to the traffic law, 83.1% would choose to pay the fine and only 59.5% understood the sense of the traffic law. These data put under question the way of selection and training of the police officers.

After PSD has lost the presidential elections in 2014, we are in a new context in which we need to discuss the possible decisive erosion of PSD electorate. We will analyze sociological data to see to what extent this possible erosion is based on something real or is just wishful thinking of PSD opponents. Is the Romanian Left ready for a political comeback or we will see a period of decreasing support for PSD? Is PSD support base aging and getting smaller? We tried to answer these questions by making a simple analysis of the evolution of Romanian Left in the past.

În forma publicată, lista electorală reflectă unele aspecte sociale importante privind profesiile urbane și distribuția stradală, precum și unele aspecte administrativ-politice referitoare la introducerea votului universal masculin și recunoașterea drepturilor cetățenești pentru străinii stabiliți în oraș.

The article analyses the process which led to the nominalization of Klaus Iohannis as candidate in the presidential election campaign representing the Christian Liberal Alliance. The adhesion of the National Liberal Party to the European popular party, the retreat of PNL's president Crin Antonescu from the presidential race and the ascent of the mayor of Sibiu on the political stage, represent the analytical aim of this study, trough statements and media articles. The causes and the stakes of the change of the political affiliation of the Liberal National Party and the reasons of the adhesion to PPE which led locally to the fusion with the Liberal Democrat Party, will be shown by analyzing the statements of the political actors involved in the negotiation and in the political compromise that named Iohannis as the candidate of the right wing, who was already convinced since fall 2014 of winning the elections. 2016 Elections were held in Moldova, the USA and Romania, The which have highlighted the fact that was won the vote democratic. Even the losers have been the Actors Considered to be more political and democratic reformers, benefiting from strong support of the press. Elections from Republic of Moldova have had a predictable outcome, while the US were contrary to the Expectations of the Population and the media. Parliamentary elections of Romania were predictable, the only surprise being parties entered that new parliament, while others have obtained out below expectations due to fragmentation of the political spectrum of the center-right. The paper deals with how phenomena with relevance at macro level have turned at the individual level into attitudes and beliefs having influence on political support. We consider that comparison with the model of western countries as well as the discrediting of old regimes are "external sources of political support. If the two sources mentioned (comparison with western model and discrediting of the communist regime) were considered by and large as initial boosters of political support, in time, they might lose their significance in the process of democratic consolidation. The question is how much importance do they still bear for political support. Is there any other similar phenomenon currently developing that can contribute in the same manner to the legitimacy of the new democracies? We try to find research evidence that an important source of political support can be identified at the macro level, which is the integration process of the former communist countries in the EU. ...

The rapid growth of the technology from the last decades led to the collateral development of many other sciences. One of the most important inventions was the Internet and the web technologies with a tremendous impact on the society. Statistics, as a social science, at its turn in ongoing development has only to gain from that. Lately, the on line sampling technique greatly developed. Each web site of a certain importance includes in various forms of the questionnaires. These vary from a mere question to lengthy ones and are a part of daily life of those who access the World Wide Web. The main question is how feasible are the results derived from these samplings as the main issue is the representativiness. A nonrepresentative sampling is a futile one. It is a more convenient solution to post a question on the web page and to wait for an answer from the page’s visitors? But how representative is this answer for the target audience? The mating system parameters were studied in a natural stand and in a seed orchard of the Balkan endemic, Pinus peuce Griseb. by means of isozyme gene markers. The results indicate that the multilocus estimates of the outcrossing rates are low relative to other widespread conifers but concord to these reported for other pine species with limited area of distribution. No significant differences were detected between the natural stand and the seed orchard estimates. Multilocus estimates of outcrossing rate were within the range 0.77-0.79, while mean single-locus estimates were lower (0.69-0.73). The results indicate that at least 20% of the progeny of Pinus peuce is due to self-fertilization. Possible reasons for the results observed and the implications for tree breeding and gene conservation are discussed.

ucrarea de faţă este consacrată studierii interdependenţei proceselor economice, politice şi sociale în Moldova, precum şi a influenţei unor caracteristici social-demografice şi personale asupra formării orientărilor sociale şi politice ale populaţiei. Articolul este alcătuit pe baza rezultatelor studiului ştiinţific întreprins de Asociaţia Sociologilor şi Demografilor din Republica Moldova, în luna septembrie 2008, în baza unei selecţii naţionale reprezentative (au fost chestionaţi 1 586 respondenţi în 88 de localităţi, marja de eroare nu depăşeşte 2,6%) şi este dedicat legităţilor transformărilor de piaţă radicale şi dezvoltării proceselor democratice. Autorii au adunat un bogat material empiric, menit să caracterizeze situaţia socială ce s-a creat în cadrul noilor state independente, după destrămarea URSS.

The article targets the explanation of  the variation in voting profiles of local communities, on the one hand,  and community culture and voting memory on the other hand for the first tour of the presidential election in Romania from November 10th, 2019. The community culture that could be relevant for  the voting patterns is measured by migration abroad experiences of all the about 3200 rural communes and cities of the country, by their  modernity/development levels , and also by their regional location.
The multivariate analysis supports the ideas that the voting patterns at local level are highly stratified. The political right oriented candidates are mainly supported in more developed and modern local  communities. Poor and rather isolated communities, far from large urban centres, are favourable mainly to left oriented candidates. The high migration abroad experience at local level is a disfavouring factor for the left oriented  vote. Communities with large diasporas have a specific voting pattern of right and diversity political orientation. The memory of the vote form the presidential elections from 2014 was, caeteris paribus, of  significant impact for the vote in the 2019 elections.
The five  main voting patterns at local level  are highly regionalised in the country.

Democrația (în traducere "demokratia" = puterea poporului) este un regim politic în care cetățenii își exprimă voința în mod direct sau prin intermediul unor reprezentați aleși să decidă în numele lor pentru o perioadă limitată de timp. Un regim democratic presupune respectarea drepturilor omului, pluripartidismul și separarea puterilor în stat, având ca principii de bază votul universal și suveranitatea națiunii.

Se spune din ce în ce mai des că, în zilele noastre, norocul este exact ca trenul. Ajunge în gară şi ai şansa să-l prinzi o singură dată! Lucrul nu este atât de uşor pe cât pare. Pe lângă a fi iute de picior, profilul norocosului ar fi cu siguranţă mult mai sărac dacă nu s-ar caracteriza şi prin interes, constanţă în acţiune şi chiar atenţie. A fi atent nu se rezumă numai la a feri parul din dreptul nasului sau la a deschide uşa cu capul, cum se mai practică prin unele culturi tradiţionale, ce-i drept străine nouă. A fi atent înseamnă centrarea pe scop şi consecvenţa în soluţionarea problemelor. Nu o singură dată ni s-a întâmplat să rătăcim un lucru şi să-l căutăm precum acul în carul cu fân. Să fie de vină starea de bine în care ne aflăm? Nici vorbă, şi am fi tentaţi să continuăm spunând: a fost posibil doar din cauză că nu am fost suficient de atenţi! Vă propunem un test structurat pe 8 minute din momentul în care începeţi să lucraţi. Important este să vă relaxaţi şi să vă concentraţi atenţia asupra sarcinilor de lucru. Aveţi în faţă un tabel care cuprinde 100 de numere însoţite de 100 de litere. În tabelul prezentat pe tablă, primul număr din prima coloană este 100. Îl căutăm în tabel şi, după ce îl identificăm, notăm în foaia de răspuns, în dreptul cifrei 100, corespondentul lui, respectiv litera D. Procedăm la fel şi cu celelalte numere din coloanele cuprinse în foaia de răspuns. Din momentul în care timpul alocat pentru test a expirat, încetaţi răspunsurile. Adunaţi rezultatele înscrise în fiecare coloană şi stabiliţi scorul final.

This Chapter interrogates the logics and technologies underlying the governance of elections in Africa. It defines elections, their nature and logics. It argues that elections are tools, which integrate electoral processes and systems to deliver on the people's choice of who will govern them. 'Free and fair' presuppose the existence of a 'free and fair' electoral commission, 'free and fair' machineries to run the elections, 'free and fair' systems and procedures for the conduct of those elections. It interrogates the role of stakeholders, before, during and after the elections and argues that elections reflect the independence and sovereignty of any nation. The Chapter presents a 5Vs framework of Volume (how many vote); Velocity (Speed) – the regularity of the elections; Value (the value of the elections as perceived by voters; Veracity (the trustworthiness and authenticity of the systems and outcomes); and Variety (diversity of voters and diversity of political parties). The Chapter argues that the prerequisites to hold free and fair elections include political will from the polity; transparency; a politically educated citizenry capable to act; unity in diversity (there can be many parties and tribes), faith and trust in the electoral systems, political parties and themselves; astute and smart systems and processes and bureaucracy.

Dinamica partidelor populiste de extremă dreapta: O analiză comparativă în Franța, Austria, Marea Britanie și Ungaria Introducere În cadrul acestei lucrări, ne propunem să descriem dinamica partidelor populiste, de extremă dreapta din Europa secolului XXI, printr-o analiză comparativă a patru state reprezentative: Franța, Austria, Marea Britanie și Ungaria, în care vom urmări caracteristicile particulare ale fiecărui partid (contextul apariției, istoria și valorile promovate), precum și care sunt asemănările și diferențele dintre acestea. De asemenea, dorim să evidențiem și posibilele riscuri sau amenințări cu care ar putea să se confrunte comunitatea europeană, ca urmare a acestei dinamici.

Odată cu schimbările de pe scena politică, alegerile parlamentare din decembrie 2016 trimit la o întreagă serie de întrebări legate , în principal, de compoziția socială a votanților și de tipurile de cultură care au susținut opțiunile electorale. Partidul Social Democrat (PSD), partid tradițional de lume rurală , a ajuns să aibă un grad de urbanizare a electoratului (52%), practic egal cu cel înregistrat de către Partidul Național Liberal (PNL) (53%). Această egalitate în grad de urbanizare ar putea fi și marcator de diminuare a diferențelor dintre compozițiile electorale pentru cele două partide? Care este " distanța " socială dintre electoratul PNL și cel al nou apărutei formațiuni, USR (Uniunea Salvați România)? Cu peste 80% alegătorii din mediul urban, USR are deja un alegător de tip liberal mai bine structurat decât PNL? Care dintre partidele care au participat la alegerile din decembrie 2016 au câmpurile electorale de maximă specificitate sau structurare în plan social? La întrebări de acest gen încerc să răspund în continuare printr-o primă explorare a datelor disponibile la nivel de localitate (comună sau oraș), rezultate din înregistrarea opțiunilor de vot la alegerile din decembrie 2016, așa cum sunt ele raportate de Biroul Electoral Central.

In my article I will try to examine some methodological assumptions proposed by Anthony D. Smith regarding the study of nations and nationalisms and discuss the relation between the ethnie and nation in his work in order to asses the implications they have on the wider theoretical model proposed by ethno-symbolism.

Exit-polls and presidential elections in Romania: 2009 & 2014. The surprising failure to provide transparency

Since birth, in 1930s, public opinion polls were associated in public representations with electoral estimates (Converse, 1987:S12). Surveys inform policy and influence political responsiveness (Druckman, 2014; Page & Shapiro, 1987). However, diversification of survey modes and investigation techniques, as well as lack of transparency with respect to methodology, makes surveys, particularly the electoral ones, to become less luster, while a raising skepticism towards the polling industry is to be found (Hillygus, 2012). Data collecting agencies tried to react by setting up more restrictive professional standards, particularly with respect to methodology. This is also reflected in academic papers, with scholars arguing that focus on method might be the future of social science (Savage, 2013). In a context where the exit-poll lose their informational role due to technological advances, and retain merely entertainment goal, hampered by very high costs (Greiner & Queen, 2012), this paper focuses on how such surveys were presented after the Romanian presidential elections in 2009 and 2014. I consider the standard in the field, as depicted by the ESOMAR/WAPOR guide to opinion polls. Compliance with the respective requirements is considered as key to avoid manipulations, particularly in post-communist societies (Kharchenko & Paniotto, 2010). The findings shed light on surprising failures to comply with the WAPOR/ESOMAR guide, which increases vulnerability particularly when predicted ballot outcomes are not accurate. I argue that, in order to generate confidence in surveying as a tool, one needs transparency, accountability, and methodological accuracy.
