The field trial was conducted to establish the reliability in producing similar results between evaluators of the proposed new tools for Monitoring and Evaluation (M&E) of the nutrition plans and programs in the Local Government Units (LGUs). To do this, orientation activities were conducted to familiarize the 46 M&E team (MET) members evaluating the provincial, municipal, city, and barangay levels in two regions with the proposed tools during the field trial. After the event, the perceptions of the MET members of the tools were gathered by asking them to rate the tools through a self-administered questionnaire, and by noting their written and verbal commentaries about the proposed system. During the field trial, each MET member, as well as the member of the Project Team (PT), individually evaluated the LGUs using the tools. Secondary data on the LGUs performance scores using the old system were also gathered. The MET members' perception was examined based on the median rank of their ratings and content analysis of their insights about the tools, whereas the reliability of the tools was assessed based on the interrater reliability of the MET members' scores for the LGUs analyzed through paired samples t-Test, Pearson correlation coefficient, intraclass correlation coefficient, and technical error of measurement. The weighted scores of the MET and PT members were also compared. Moreover, the difference in the generated scores between the old and the new system was determined. The findings revealed that the MET members generally have a positive perception of the new system but raised some issues and concerns. Although the reliability of the tools was generally observed, actions are warranted for improvement. The tools generated statistically different scores when used by MET and PT members, and when compared to the existing system. Steps should be taken to improve the reliability of the proposed tools.

This paper presents a method, called SIAM, for assessing the "social soundness" of projects, programs, and policies (with emphasis here on the first two). It is based on work by R. 0. Mason. I. I. Mitroff, and J. R. Emshoff. SIAM was applied initially as one part of a computer-assisted framework for the socioeconomic assessment of highway infrastructure plans. It has since proven useful in a wide range of projects and programs. A development project at the planning stage is a future scenario. Its final form and impact will be conditioned not only by its structural and economic characteristics. but also by the characteristics of the environment in which it is embedded. It is vital therefore to assess not only a project's technical and economic viability, but also its strategic viability involving sociopolitical considerations. A project embodies certain expectations about the present and future behavior of a variety of interests. These assumptions are implicit in the technical design and projected impacts, including the estimated benefits. The success of the project hinges on the validity and stability of these assumptions. SIAM provides a procedure for the comprehensive identification of relevant stakeholders. stakeholder-project linkages, and for identifying the critical assumptions implicit in the technical design of the project and in its economic assessment. 'Although the logic of SIAM is equally applicable to project, program or policy planning. only the term "project" will be used in this paper. While service-learning has distinguished itself in the literature as a problem-based experiential alternative to dominant classroom-based, subject-centered pedagogies, there is a strange absence of research based on program planning theory. This work introduces program planning theory to the field of service- learning and reports findings from a comparative analysis of service-learning case studies that led to the development of a relational model for understanding program planning theory and incorporating it in service-learning research and practice.

Contemporary recommended practices in early childhood assessment strive to gain a holistic picture of child learning  and  development  to  inform  screening,  eligibility,  and  program  planning  decisions.  These  practices  have traditionally  focused  on  competencies  reflected  in  developmental  domains  with  limited  attention  to  the approaches-to-learning used to acquire those competencies. In this article, we call for the examination of early childhood constructs that impact a child’s ability to learn and develop, such as executive function (EF), mastery motivation, self-regulation and self-determination,  specifically  in the infant-toddler  period.  With  EF  defined  as  a  wide  range  of  central  control  processes  in the  brain  that  link  and  categorize  information  that  is  discernible  in  cognitive,  motor,  and  behavioral  responses  [1],  we propose  a  model  of  EF  as  the  core  construct that drives and unites these learning processes and describe how the model can be applied to Part C early intervention screening, assessment, eligibility determination, and program planning, as well as identify future directions in research and personnel preparation
