Osmanlıların hakimiyeti altındaki Bilâd-ı Şâm tarihsel coğrafyasının sahil kesimindeki Trablusşam Eyaleti’nin sınırları dahilinde yer alan Trablus, Cebele, Lazkiye, Tartus ve Banyas  iskeleleri doğu-batı ticaretinde önemli bir yere sahiptir. Trablus kadılarının tutmuş oldukları siciller bu iskelelerde yapılan ticaretle ilgili malumatı ihtiva etmeleri bakımından Doğu Akdeniz ticaretinin kaynakları arasında yer alır. Söz konusu kadı sicillerine, birkaçı müstesna, Türkiye’deki kütüphane, araştırma merkezi ve arşivlerde rastlamak mümkün değildir. Bu bildiride, bu kaynak üzerinde yapılan incelemeler sonucunda varılan bilgilere dair birtakım gözlemler paylaşılmıştır. Yapılan incelemelerde, Trablusşam Eyaleti’nin paşa-sancağı olan Trablus’ta görev yapmış olan kadıların tuttukları kayıtlardan 17. ve 18. yüzyıllarla ilgili olanlar üzerinde durulmuştur.
Trablusşam şerʻiye sicillerinde kayıtlı olan belgeleri genel olarak ikiye ayırmak mümkündür. Belgelerin büyük bir kısmı, kadıların Trablus ahalisinin günlük hayatıyla alakalı olarak baktıkları davalara ait kayıtlardan oluşur. Diğer belgeler arasında eyaletteki mukataalara ait iltizam hüccetleri, vakıfların işleyişi ile alakalı belgeler ve bizzat valilerin idarî-malî kontrolle alakalı yazışmalarını yansıtan kayıtlar yer almaktadır. Ayrıca valilere veya kadılara merkezî hükümet tarafından gönderilen ferman, berat, nişan, sebeb-i tahrîr hükmü suretleri gibi evâmir-i sultânî kategorisinde değerlendirilmesi mümkün olan kayıtlara hemen her ciltte rastlamak mümkündür. Söz konusu belgelerin içerikleri incelendiğinde, tütün, zeytin yağı, sabun, pamuk pamuk ipliği gibi ticari emtianın ihracında nasıl bir vergilendirmeye gidildiği, iskelelerdeki ticari faaliyetin güvenliği için ne gibi önlemlerin alındığı konuları hakkında verilere rastlanabilmektedir. Ayrıca bu defterlerden, gümrük ticaretinde devlet kontrolünün sağlanmasında hangi hususlara ehemmiyet verildiğine dair malumat edinmek mümkündür.

إن مؤسسة الوقف العثمانية مثلها مثل باقي مؤسسات الدولة والمجتمع، كانت إمتداداً للمؤسسات الوقفية  المتوارثة من الدول الإسلامية السابقة وخاصة السلجوقية والعباسية. إلاّ أن التطبيقات العثمانية في مجال الأوقاف قد إتسعت كثيراً وشملت مختلف جوانب الحياة الإجتماعية والدينية والتعليمية والصحية حتى غدت مؤسسة الأوقاف وعوائدها المالية تشكل العنصر الثالث من عناصر النظام المالي للدولة العثمانية.

In this paper, we will look at the building activities in the holy cities
and on the Hajj route of the Ottoman Sultans. Our point of departure is the
inscriptions that were placed on the buildings. In 16th Century Ottoman Empire was governed by 5 Ottoman Rulers. Hereunder
is a list of of inscriptions in the name of this Sultans that is known to exist.
This information is based on my previous research which I have compiled in a Catalogue of Inscriptions in Arabia. Th e catalogue numbers are based on this
study.

Th erefore, there are some 59 inscriptions that give evidence of the ottoman building activities in the Arabian Peninsula in 10th century AH / 16th Century AD.

The Ottoman Empire is in contact with the East African coast from 16th century onward. The Ottoman Empire tries to revive its reputation as the ultimate protector of Islam in the world by establishing contact with Muslims worldwide. During the reign of Sultan Abdulhamid II intensive contacts are initiated on this issue. Egypt paid a great hospitality. Barghash Sultan wants also to go to Pilgrimage to Mecca. Sultan Abdulhamid II writes a letter to the governor of Hijaz to recive sultan with great honours. The relations expands later with formal establishment of an embassy by Ottoman state in Zanzibar. Sultan Seyyid ali bin Hamid brings a visit to istanbul in 1907.

Images of Islam’s holiest place, the Ka’ba and the city of Mecca, have been very popular throughout the centuries. These images have been put on different materials, such as stone, ceramics, paper, and cloth (Blair 2013: 160–168). The Hajj exhibition Longing for Mecca, the Pilgrim’s Journey held at the National Museum of Ethnology in Leiden exhibited many samples of representations of the holy city of Mecca and the Ka’ba.1 A key piece was a particularly important and special eighteenth-century painting from the Uppsala University collection in Sweden, of which no other comparable contemporary drawings exist (Mols
2013: 120–121).
The painting by an unknown artist appears to be a realistic and astonishingly exact drawing of Mecca and the Ka’ba in the years 1710–1712 (figure 1). It contains unique and very important information about the cultural topography of Mecca and its urban fabric at the beginning of the eighteenth century. The painting shows a topographical view of Mecca with the Great Mosque in the centre, the houses immediately surrounding it, the different neighbourhoods of the city, and the surrounding hills and mountains. The street patterns of Mecca
can easily be recognised, as can many buildings that are marked by a red brush to identify their names. In the middle of the large open court of the Great Mosque stands the Ka’ba, the holiest sanctuary of Islam.

ÖZET Bu çalışmada, Kanuni Sultan Süleyman tarafından hazırlatılan ve yürürlükteki kanunların yanı sıra, 1522 yılındaki Osmanlı taşra idarî teşkilatını da gösteren bir kanun-nâme mecmuasından hareketle, Osmanlı İmparatorluğu'nun bu zamandaki idarî yapısı, eyalet, sancak ve kazalarıyla tespit edilmiş ve yöneticilerinin maaşları hakkında da değerlendirmeler yapılmıştır. Buna göre, Osmanlı İmparatorluğu 1522 yılında, idarî bakımdan, Rum-ili, Anadolu, Karaman, Rum, Diyarbekir, Şam ve Mısır olmak üzere, yedi eyâlete (vilâyet ya da beylerbeyiliğe) taksim edilmiştir ve her eyâlet muhtelif sancaklardan meydana gelmektedir. Sancaklar ise adlî-idarî birimler olan kazalara ayrılmıştır ki, bu zamanda imparatorluk dahilinde 506 kaza idaresi yer almaktadır. ABSTRACT This study examines administrative structure of the Ottoman Empire through identification of provinces, sanjaks, kadâs and the salaries of administrators in 1522. The qanunnâme, which was used for this study, was prepared on the request of Süleyman the Magnificent. It indicates administrative structure of the Ottoman Empire in addition to the Ottoman laws. According to this qanunnâme, the Ottoman Empire administratively divided into seven provinces (eyâlets or beylerbeyiliks) namely: Rumelia, Anatolia, Karaman, Rum, Diyarbekir, Damascus and Egypt. And each province consisted of a number of sanjak. Moreover, sanjaks were divided into kadâs which were legal and administrative units. At that time 506 kadâs administrative units were exist in the Ottoman Empire.

“Millet” is an Arabic word, which means “nation”, “nationality”, but in the
Ottoman Empire it had a different meaning, pointing to religious and national origin, and more specifically, to non-Muslim communities.
In the 15th century, the Ottoman Empire created Millet system, and non-Muslim population was divided into three ethnic-religious communities: Greek Orthodox, Armenian Apostolic and Jewish. Formation and activity of the Millets, of course, was
due to a number of internal and external political factors of Empire.
The Millets enjoyed legal autonomy in community life. As the head of each religious community was Millet bashi (head of community), that is the patriarch or the rabbi. The head of the Armenian Millet was Armenian Patriarch of Constantinople, whose powers were extended to the entire monotheist communities of the Empire. Ottoman sultans, retaining the right of a final decision, had granted certain priorities to Armenian patriarchs over the gouvernance of the Armenian religious and secular
communities of the Empire. The evidence of this are the Arabic, Ottoman Turkish and Armenian documents (sultans’ berats, fermans and correspondence) preserved in the archive of Catholicoses of St. Etchmiadzin, in Matenadaran Collection.

This course seeks to familiarize students with the vast literature on borderland studies, with weekly sessions of readings and discussions will explore how the historiography on the study of borders and borderlands has advanced over the past century. Chronologically designed, the course will trace the changing relationships the states had in the monitoring of space and territory, with insights into the workings of modern governance that we take for granted today. The course will largely focus on the Ottoman Empire and the post-Ottoman Middle East, paired with key texts that will encourage students make comparative readings. Thematically, the course will deal with a myriad of aspects that relate to borderlands, bringing state-centered approaches with those that put borderlanders at the center stage of analysis, ranging from interstate competition, border infrastructure, mobility controls, and cartography to colonization, refugees and resettlement, and migration; trade and tariff policies, commerce and entrepreneurs, smuggling, transportation and mobility, tribal communities, ecology and environment, identities and politics of difference, rumors and conspiracies, and pilgrims. As such, each week students will get exposed to different periods, scholarly traditions, and regions, helping them improve their empirical knowledge and analytic skills. While students will learn how to approach border zones as an object of historical inquiry, the course will also help them design individual research agendas that are informed by the most recent insights from the field of borderlands studies.

Öz 1560'lardaki Cezâ'ir-i Arab isyanı yöresel ama geniş çaplı bir sefer sayesinde bastırıldı. Seferin hikâyesini Feridun Bey Szigetvar seferi üzerine yazdığı kitabın sonuna yaptığı bir eklemede anlatmaktadır. 1565-1568 yıllarını kapsayan Mühimme defterleri de önemli ayrıntılar içermektedir. Feridun Bey, kapıkulundan 2.000 yeniçeri ve birkaç yüz topçu da yöresel güçlere ek olarak yollandığı için olacak, dikkatle hazırlanan bu seferberliği "Sefer-i hümâyûn" diye adlandırmaktadır. Kalkışmanın bastırılması geçmişteki suçlar için katı cezalar kadar ilerdeki sadakat için mükâfatlar da içeriyordu. Bunun da ötesinde hem Şah Tahmasb ile hem Basra körfezindeki Portekizlilerle ilişkiler de dikkatle izleniyordu.

This paper investigates the pre-modern urban development of Medina during the Ottoman reign within the framework of the Ottoman administration of the Arab provinces. Specifically, the spatial organization of Medina is investigated based on multiple visual, cadastral and historical sources. Although Medina was remote from the center of political power, it maintained an articulated significance for the Ottoman state structure, as much as the major provincial cities. This is evident in the continuous Ottoman role in staging its own image in Medina by introducing typical Ottoman hallmarks of urbanization. However, the spiritual significance of Medina, in turn, molded the applied methods of spatial organization, which had to be attuned to the religious sanctions and sensitive loci of worship. By the end of the Ottoman presence in Arabia, the resulting urban character and texture of the city reflected a fusion of spatial innovations with deep-rooted tradition, which shaped a lasting historical image of Medina.

JaNet investigates the economic and sociopolitical role of the Janissaries in the 18th and early 19th centuries through their examination as a complex of interconnected networks in the ‘extended Mediterranean’ (including major Black Sea and Danubian ports). By studying the Janissary corps, the project brings forward a radically new historical analysis concerning, on the one hand, the role of Muslims in the Ottoman and wider Mediterranean commercial economy – a role largely ignored by the bibliography – and, on the other, the processes that led to the creation of diasporas and the dissemination of people and ideas among various Muslim communities in the area.

Bu kitap, erken modern dönemde farklı toplum kesimlerine mensup Kudüslülerin mahkemede ve çevresinde gelişen gündelik etkileşimlere yansıdığı şekliyle vakıf pratiklerini daha geniş bir Osmanlı bağlamında incelemektedir. Buna göre, öncelikle kent kimliğinin görsel hafızasını oluşturan ve kentteki toplumsal, ekonomik ve kültürel hayatı şekillendiren vakıflar “vakıf ağı” kavramı çerçevesinde tanımlanmaktadır. Tanımlanan bu vakıf ağı içerisinde Osmanlılaşma ve yerel kimlik arasında gelişen ilişkilerde; yerel seçkinlerin kendi aralarında gerçekleştirdikleri makam satışları ile vakıf mülklerinin uzun süreli işletilmesindeki öncelikli konumları tartışılmakta ve devletin taşra ortamında iktidar dağılımında oynadığı role dikkat çekilmektedir. This article examines the institutional history of a modest collection of Islamic artifacts belonging to the Archaeological Museum, which was established in 1868 at the American University of Beirut, Lebanon (AUB). The study focuses on a set of five glazed Ottoman-period tile revetments, which the Museum claims came from the Dome of the Rock in Jerusalem. These tiles are currently displayed as centerpieces in the Museum’s “Islamic Section” opened in 2015. The newfound attention to these tiles, which have been a part of the Museum’s collection since at least the 1950s, is largely informed by the Museum’s changing institutional narratives about its past life as a biblical collection connected to AUB’s then-missionary program as the Syrian Protestant College (est. 1866). This article demonstrates how a small Lebanese museum, like the one at AUB, has continuously reshaped its narratives about and approaches to its collection of Islamic artifacts vis‑a‑vis its history as well as shifting local and regional socio-political concerns since the late 19th century.

A study of Islamic law and political power in the Ottoman Empire’s richest provincial city.

What did Islamic law mean in the early modern period, a world of great Muslim empires? Often portrayed as the quintessential jurists’ law, to a large extent it was developed by scholars outside the purview of the state. However, for the Sultans of the Ottoman Empire, justice was the ultimate duty of the monarch, and Islamic law was a tool of legitimation and governance. James E. Baldwin examines how the interplay of these two conceptions of Islamic law – religious scholarship and royal justice – undergirded legal practice in Cairo, the largest and richest city in the Ottoman provinces. Through detailed studies of the various formal and informal dispute resolution institutions and practices that formed the fabric of law in Ottoman Cairo, his book contributes to key questions concerning the relationship between the shari‘a and political power, the plurality of Islamic legal practice, and the nature of centre-periphery relations in the Ottoman Empire.

The article aims to reconsider the history of Ottoman Transjordan during the second half of the nineteenth century. Istanbul's decision to impose its direct control over this province triggered a process of evolution and change within local political spaces. The traditional balance of power was altered and tribes were forced to accept the authority of the Ottoman Empire. States and tribes were not the only political actors. Christian religious institutions also participated in the dynamics of change. The article reconsiders the history of a Christian village of Transjordan, Madaba, to describe the complex relationship between tribes and Christian religious communities during this period of change and evolution. The section Karak highlights the main aspects that characterized the refoundation of Madaba. In the section The Exodus and the Rebirth of Madaba, the exodus of several Christian tribes from Karak to Madaba is analyzed to explain the overlap and intertwinement between the different cultural horizons and sociopolitical logics of the two actors. The section The Village of Madaba analyzes some episodes of daily life in Madaba to detail the consequences of the interaction between tribes and religious communities. Finally, the functioning of the local sociopolitical space on which the Hashemite emirate was later founded is explained. The religious community-tribe dyad was, in fact, part of the transition from “the tribe to the state.”

1860 yılında Cebel-i Lübnan ve Şam’da yaşanmış olan Müslüman-Hristiyan çatışmaları nedeniyle Doğu Akdeniz’de Osmanlı devlet otoritesi ve kamu düzeni ortadan kalkmıştı. Çatışmalar neticesinde Osmanlı Arap coğrafyasına, Napolyon’un Doğu Seferi’nden sonra ilk defa yabancı bir ülkenin askerî birliği bölgeye ayak basmıştı. Bunun üzerine Babıali, sadece Osmanlı Arap vilayetlerinde değil, bütün Osmanlı vilayetlerinde genel bir idari reform gerçekleştirdi. Babıali tarafından 1864 yılında hazırlanan Vilâyet Nizamnâmesi ile Osmanlı taşrasındaki idari yönetim modernleştirildi ve bu doğrultuda, Şam, Trablusşam ve Sayda valilikleri birleştirilerek Suriye Vilayeti oluşturuldu. Yeni idari sistemin bölgede sağlıklı bir şekilde uygulanması için de tecrübeli vali Mehmed Râşid Paşa, 1866 yılında Suriye valiliği görevine tayin edildi. Râşid Paşa’nın valilik görevine atandıktan sonra ilk önceliği vilayet içerisindeki barış ortamını daimî kılmaktı. Bunu yapabilmek için birtakım merkeziyetçi politikalara imza attı. Merkeziyetçi politikaların yanı sıra vilayetin iktisadi hayatını kalkındırmak için de birçok girişimde bulundu. Râşid Paşa tüm bu faaliyetleri icra ederken, Suriye vilayeti dâhilindeki nüfuz sahibi kişi ve kabilelerle yakın münasebetler kurarak, bölge ahalisi üzerinde devlet otoritesinin kurulmasını sağladı. Bu faaliyetlerinin dışında, bölgedeki yabancı konsolosların arasından, siyaseten ortak menfaatlere sahip olan ülke konsoloslarıyla dostane ilişkiler kurmaya özen gösterdi. Aynı zamanda menfaat çatışması yaşadığı konsoloslarla da ciddi problemler yaşayarak vilayet içerisinde siyasal bir denge kurmaya özen gösterdi. Bu makalede, 1866-1871 yılları arasında beş yıl boyunca Suriye valiliği görevinde bulunan Râşid Paşa’nın valilik döneminde yarattığı etki ve bu etkinin uzun vadeli sonuçları incelenecektir.

In 1860, due to the Muslim-Christian conflicts in Mount Lebanon and Damascus, the state authority and public order in the Ottoman Levant disappeared. As a result of the conflicts, the military unit of a foreign country entered the region for the first time after Napoleon's Military Expedition. Thereupon, the Sublime Porte carried out a general administrative reform not only in the Ottoman Levant but also in all Ottoman provinces. The administrative system in the Ottoman provinces was modernized with the regulations prepared by the Sublime Porte in 1864. In this direction, the governorships of Damascus, Tripoli and Sidon were merged into new established Province of Syria. Experienced governor Mehmed Rashid Pasha was appointed as the governor of Syria in 1866 to see the implementation of the new administrative system in the region. The first priority of Rashid Pasha right after his appointment was to perpetuate the peace environment in the province. In order to do this, he followed a centralist policy. In addition, he made many attempts to develop the province’s economy as well. While Rashid Pasha was carrying out all these activities, he established close relations with the influential people and tribes within the Syrian province, and as a result of the efforts, he ensured the establishment of state authority over the people of the region. Apart from these activities, he look out to establish friendly relations with the consuls of the countries who have joint political interests among the consuls in the region. At the same time, he sought to establish a political balance within the province by experiencing serious problems with the consuls with whom he had a conflict of interest. The purpose of this article is to present a perspective on the influence of Rashid Pasha during his governorship and the long-term consequences of this effect.

Hz. Ömer'in 17/638 yılındaki fethini müteakip İslamlaşmaya muvazi bir şekilde ulema, tarihi süreç içinde kendine has gelenekleriyle bir sınıf olarak Kudüs'te zuhur etmiştir. Yavuz Sultan Selim devrinde Türk egemenliğine giren şehirde her yönüyle kökleşmiş ve önemli bir aktör olan ilmiye, toplumsal hayatın merkezinde yer almaktaydı. In July 1914 the excavation of one of the most significant capitals in human history, Assur, ended successfully. After a division of finds, the objects were dispatched to Berlin on the eve of WWI.
Assur is currently the most important reference site for coin finds in northern Iraq. They constitute an independent source for the history of the settlement, the Tigris region, and for the coin circulation after fall of the Assyrian empire in 614 BC, from the Achaemenid to the late Ottoman empire. They fill an important gap in the history of Assur, whose name in the post-Assyrian period is hardly attested to. For the Arsacid period, the coin finds highlight the surprising permeability of the border from the Roman provinces to Arsacid north-eastern Mesopotamia.
With the Sāsānian conquest in about 240/1, life in Assur apparently stopped. For the following 1,600 hundred years we can distinguish at least three separate settlement phases, and almost each phase correspond to changing names for the city. While we do not know what the settlement between the 7th and 8th century was called, in the 12th and 14th centuries it was referred to as al-ʿAqr. For this period, we have more literary references to its history, at least compared with the preceding 1,800 years. The coin finds, together with the textual references, allow for an insight into the political and economic development of “a large village”. For the 17th and 18th centuries, the coins point to a revived settlement, now under the name of Qalʿat Shirqāt.

As the supreme head of the judicial hierarchy, Ebussu{ud not only reconciled secular and religious laws, but also promoted his patron's public image as "Caliph of God on earth," with all its attendant implications for universal sovereignty. He proclaimed this notion through the honorific titles he accorded Süleyman in the dedicatory prefaces of Ottoman Turkish and Arabic texts that circulated among the empire's literate elite, and through monumental epigraphy, most notably the foundation inscription of the Süleymaniye Mosque in Istanbul (discussed below), which he composed in 964 .180 This grandiose mosque complex was built between 1548 and 1559, just around the PAGE 60 time the sultan's tile revetments transformed the Dome of the Rock with an external decorative skin bearing powerful inscriptions dated 952 (1545-46) and 959 (1551-52). The subsequent recladding of the Dome of the Chain with tiles in 969 (1561-62), followed by the refitting of the Dome of the Rock's four gates with bronze-plated wooden doors in 972 (1564-65), marked the last stages of Süleyman's refurbishment of the Haram al-Sharif. Primarily focusing on the raised platform of the precinct, these successive renovation projects had been initiated in 935 (1528-29) with the installation of a new set of stained glass windows around the octagonal walls of the Dome of the Rock, the Qur}anic quotations of which I shall interpret in the next section, along with the sultan's other religious inscriptions superimposed on the building's palimpsestous surfaces.(181) Before turning to these Quranic texts, however, let us take a look at the public image that Süleyman constructed by means of Arabic historical inscriptions in Jerusalem and its Haram. Ebu Medyen el-Ğavs’ın torunu Şuayb bin Muhammed bin el-Şuayb ve Şeyh Ömer el-Mücerred tarafından Meğaribe Mahallesi’nde kurulan vakıflar, Kudüs’te mukîm Mağribli Müslümanlar ile Mağribden gelen misâfir ve mücâvirlerin yeme-içme ve konaklama gibi çeşitli ihtiyaçlarını karşılamak üzere birer zâviye ihtiva etmekte idi. Gelirlerinin bir kısmını kırsal kaynaklardan elde eden bu vakıflar kentsel bazı gelirlere de sahipti. Hayrî ve mülhak bir yapıya sahip bu vakıflar şehir ekonomisi ile karşılıklı bir etkileşim halinde idi.Çalışma, vakıfların muhasebe defterlerini analiz ederek, kurumun 19. yüzyılın ikinci yarısındaki mali durumunu incelemektedir. Tarımsal ve kentsel gelirlerinde zaman zaman artışlar olan Ebu Medyen el-Ğavs ve Şeyh Ömer el-Mücerred Vakıfları,ilgili dönemde fiili işleyişini kesintiye uğratan bir mali bunalım döneminden geçmemiştir. Vakıfların mali durumu, kentsel koşulların vakıfları mali çöküntüye götürecek bir kötüleşme yaşamadığını da göstermiştir.

Bu makale, Hicaz ve Yemen Vilâyetleri örneğinde Osmanlı taşra idaresinde meydana gelen vali-kumandanlık ikiliğini konu edinecektir. Çalışmamızda, vali ve kumandanlık ikiliği olarak adlandırdığımız, vilâyet dâhilindeki üst yetkililerin arasında yaşanan yetki çatışmalarının, vilâyetin idaresine olan etkilerinin boyutları üzerinde duracağız. Yukarıda sözü edilen ikilik, belirtilen zaman çerçevesinde iki farklı örnekle açıklanacaktır. Makalenin ilk bölümünde,  Hicaz Vilâyeti örneğinde konu işlenecektir. Ahmed Ratib Paşa on üç yıl boyunca hem komutan hem de vali olarak Hicaz Vilâyetini yönetmişti. Bir vilâyetteki idari ve askeri yetkilerin bir kişiye verilmesi istikrarı sağlamıştı. Ancak bu durumun kusurları yönleri de bulunmaktaydı. Makalenin ikinci bölümünde Yemen Vilâyeti örneğine geçilecektir. Yemen Vilâyetinde durumlar farklıydı. Ele alınan süre zarfında dört farklı vali bölgede görev yapmıştı. Bazı durumlarda vali ve komutanlık makamları bir kişiye verilirken, bazı dönemlerde de bu makamlar iki farklı kişiye verilmiştir. Bu noktada, vali ve kumandan ikiliğinin bariz örneği olan Hilmi ve Abdullah Paşa arasındaki yetki çatışmasından bahsedilecektir. Sözü edilen her iki uygulamanın da vilâyetin idaresine farklı sonuçları olmuştu. Makalenin sonuç bölümünde ise vilâyetlerin idaresinde yapılan tercihlerin, neticeleri üzerinde durulacaktır.

This article will deal with the governor and commander duality that occurred in the Ottoman provincial administration in the case of the provinces of Hicaz and Yemen. In our study, we will focus on the extent of the impact of authority conflicts between the top authorities within the province, which we call governor and commander duality, on the administration of the province. The above mentioned duality will be explained by two different examples within the specified time frame. In the first part of the article, the subject will be covered in the example of Hejaz Province. Ahmed Ratib Pasha had ruled the Province of Hejaz as the commander and governor for thirteen years. Giving administrative and military powers to a person in a province provided stability. However, this situation also had flaws. In the second part of the article, the example of Yemen Province will be started. The situations were different in the Yemen Province. During this time, four different governors served in the region. In some cases, the governor and command authorities were given to one person, while in other periods these authorities were given to two different people. At this point, the conflict of authority between Hilmi and Abdullah Pasha will be mentioned, an obvious example of the duality of the governor and commander. Both practices had different consequences for the administration of the province.  In the conclusion section of the article, we will compare the effects of preferences made in both provinces.

Das Aufeinandertreffen der gegenwärtigen Transformationsprozesse und der urbanen Geschichte Mekkas und Medinas ist eine umstrittene Angelegenheit. Als heilige Stätten hatte sich ihre historisch geprägte städtische Form weitgehend ihrer religiösen Bedeutung angepasst. Die gegenwärtigen drastischen Veränderungen ihrer urbanen Gestalt gehen allerdings einher mit einem sich gefährlich vertiefenden Bruch mit ihrem kulturellen Erbe. Diese Kluft ist das Ergebnis mehrerer Faktoren, die zusammenwirkten, wie etwa von Maßnahmen staatlicher und privater Unternehmen, von permanentem und zeitweiligem Bevölkerungswachstum sowie von ökonomischem Wettbewerb und Entwicklungsproblemen Saudi-Arabiens. Die daraus resultierende Erosion des städtischen Erbes hinterließ nicht nur fragmentierte Städte, sondern hat auch starke soziale Verwerfungen zur Folge.

The confluence of current transformation and urban history of Makkah and Medina is a contested issue. As sacred shrines, their spiritual significance implied certain propriety of their urban form coined by their history.  Yet, the current drastic changes of their urban form represent nothing  but a dangerously widening gap with their heritage. This rupture is the outcome of several contributing factors such as state and private enterprise actions, permanent and transient population growth, economic competition and development challenges in Saudi Arabia. The resulting urban heritage erosion not only left fragmented cities behind, but it came also at a high social cost.

Relying primarily on Ottoman archival documents, this article sheds light on previously unknown aspects of the spy networks and intelligence activities of the imperialist European countries such as England, France and Italy in the Ottoman Arab provinces of Syria, Lebanon, Palestine, Iraq, Najd, Hejaz and Yemen from 1908 to 1914. Also the article covers the responses of the Ottoman Empire and its local administrators against these activities.
