Government Contracts

The Public Procurement Act (PPA) 2011 and the Public Procurement Regulations (PPR) 2013 make up the current main legal framework and the latest outputs of the procurement reforms that Tanzania has undertaken since 1990s.1 More or less like its predecessors, the PPA 2011 has not enabled the government (the procuring entities) to achieve value for money in terms of economy, efficiency and effectiveness.2 Based on an intensive scholarly research work (draft paper), the author submits that there is a major systemic weakness of the law which require policy and legislative actions to unlock the potential of public procurement to delivery of the best value for the limited public monetary resources. The author recommends major reforms to the law centered on redefining the policy goal of public procurement along with setting up a coherent legal system consistent with the policy goal.

Explores the process small businesses employ when contracting with the federal government.  This article provides the government's definition of a small business and the types of small businesses that the government categorizes, as well as the process of registering with the government, bidding on contract, and an overview of the administrative requirements involved in the contracting process.
