While in this twenty-first Century (XXIe), questions are rising about the banking system governance and the "post-crisis governance reforms", it is useful to revisit the founding debates of the governance of the twentieth century (XXe). In this area, traditionally, we follow Berle and Means (1932) by tracing separation between shareholders and managers. However, Adam Smith’s banking system view already highlighted the importance of strategic choice of bank executives (risk) in the emergence of crisis phenomena. These strategic choices refer to the relationship between shareholders and managers. From his analysis, one can safely conclude that the way in which ‘Ayr’ bank is managed, that is the role of its governance, constitutes a key determinant of the excessive risk and the fragility of this bank. депозитів; 2) сукупність інституцій, які забезпечують ефективне функціонування систем страхування депозитів; 3) система страхування вкладів як ланка у забезпеченні фінансової безпеки країни, підкріплена пруденційним регулюванням, наглядом і контролем. Проаналізовано кількісні параметри страхування депозитів у країнах ЄС i констатовано єдиний підхід до визначення рівня фінансових ресурсів для системи страхування вкладів у розмірі 0,80 % від обсягу застрахованих депозитів, а мінімальне його значення може становити не менше нiж 0,50 % в окремих країнах за узгодженням з ЄС. Окреслено проблемні аспекти формування і використання фінансових ресурсів у вітчизняній системі гарантування вкладів. Обґрунтовано, що важливим елементом функціонування систем гарантування депозитів є не лише механізм формування фінансових ресурсів, а й рівень їх використання, розмір страхового покриття i відшкодування. Зазначено, що система страхування вкладів в Україні вимагає реформування в напрямі забезпечення фінансової стабільності й наближення до європейських практик. Страхування депозитів у вітчизняній практиці існує в непрямому варіанті і базується на резервуванні залежно від депозитної бази банківських установ і валюти вкладу. Виявлено основні загрози і небезпеки фінансовій безпеці України у сфері гарантування депозитів, зокрема недостатність сум можливого відшкодування за рахунок коштів ФГВФО до загальної суми вкладів, скорочення загальної кількості вкладників фізичних осіб та необхідність підвищення максимального розміру страхового відшкодування в напрямі дотримання вимог вступу до ЄС. Запропоновано перспективні напрями реформування системи гарантування вкладів в Україні з позицій безпеки на основі дотримання принципів формування ефективних систем страхування депозитів, визначених Базельським комітетом з питань банківського нагляду та уточнених Міжнародною асоціацією страхування депозитів (IADI). Ключові слова: вклад (депозит), система страхування депозитів, фінансова безпека, фінансові ресурси, Фонд гарантування вкладів фізичних осіб (ФГВФО), рівень покриття депозитів.

1 Liberalismo económico, teoría y mitos ¿Que es liberalismo económico? ¿ Es una teoría económica, parte de la ciencia política, una creencia o un mito?. Lo que conocemos hoy como liberalismo económico no es el mismo de hace dos siglos. Como muchas otras cosas, ha sufrido cambios en su concepción y en su aplicación, en la teoría y en la práctica. No obstante ha mantenido, a través del tiempo, ciertos rasgos y características que lo siguen singularizando. En-tre estas, está la de considerar al mercado como el elemento fundamental para regular no solo la producción y comercialización de bienes y servicios, sino también la distribución del ingreso y el bienestar de toda la población de un Estado o Nación. El planteamiento central es que los individuos en pleno uso de su libertad buscarán siempre su máximo beneficio y en ese proceso toda la sociedad se beneficiará. Es decir, el liberalismo económico sustenta que la economía de mercado constituye la mejor manera, no solo de garantizar el crecimiento económico, sino también el de mejorar el nivel de vida de la población de una sociedad dada, incluyendo a los más desamparados. 1 En síntesis, se trata de un sistema basado en la propiedad privada, en donde las decisiones de producción y/o comercialización se hacen, de manera autónoma, por los agentes económicos,(individuos y empresas), con elúnico objetivo de obtener ganancias y/o beneficios, bajo la señal de los precios que da el mercado en un contexto de competencia. 2 El estímulo para los consumidores es obtener máxima satisfacción al menor precio. La teoría establece que los individuos cuentan con la suficiente información 3 sobre los distintos productos, sus precios y sus respectivas calidades que les permite, siempre, tomar la mejor decisión, por lo que los productores siempre se esforzarán por mejorar su calidad y precio para mantenerse en el mercado y seguir teniendo una aceptable tasa de ganancia. Si analizamos con detenimiento esta lógica del mercado, unos buscan maximizar su ganancia en función de las necesidades de los individuos. El productor obtendrá mas ganancias mientras el precio sea mas alto, pero no tanto que el consumidor no pueda o no quiera pagarlo. En el lado contrario se encuentra el consumidor en donde buscará siempre obtener un producto, bien o servicio con el que obtenga la mas 1 Los términos economía capitalista, economía de mercado o liberalismo económico se usan indis-tintamente, (Una economía de mercado no capitalista, es decir, una economía de mercado compuesta de productores independientes o empresas auto gestionadas, es un concepto que nunca se ha per-sonificado históricamente). 2 La competencia perfecta es uno de los supuestos clave que hacen funcionar las mal llamadas leyes de la oferta y la demanda, que en la realidad pocas veces o nunca se cumple. 3 Los mas recalcitrantes defensores del liberalismo económico aceptan que la información que requiere un consumidor para tomar sus decisiones está muy lejos de cumplir las características asumidas en los libros de texto de teoría económica.

Resumen Es generalmente aceptado que la relación entre la crisis económica actualmente en desarrollo y la pandemia de enfermedad por coronavirus es de tipo causal, esto es, se afirma que la pandemia ha causado la crisis. El objetivo de este trabajo es argumentar que este vínculo no cumple con los requisitos para ser definido como una relación de causalidad y se propondrá la noción de relación develadora para dar cuenta de la interacción entre ambos sucesos. El trabajo se desarrolla de la siguiente manera: en primer lugar, se sitúa el problema dentro del campo de la filosofía de la economía. En segundo lugar, se desarrollan los argumentos para mostrar que la relación entre coronavirus y crisis no es de tipo causal. En tercer lugar, se recurre al concepto de alétheia para construir la noción de relación develadora. Finalmente, se establece que el rol del virus ha sido des-ocultar la incapacidad sistémica del orden mundial para hacer frente a diversas amenazas, incluida la actual pandemia.

В статті розглянута макропруденційна політика центральних банків, висвітлено алгоритм прийняття рішень щодо застосування макропруденційних інструментів та їх класифікація, пов’язаних із забезпеченням фінансової стабільності системи та окремих її елементів. Проаналізовано ефективність використання основних макропруденційних інструментів  в екстрополяції на пом’якшення проявів системного ризику. Визначено напрями взаємодії макропруденційної та грошово-кредитної політики.

Hace poco tiempo una querida amiga norteamericana me confesó su asombro por la situación de Colombia. " No entiendo-me decía-, con el país que ustedes tienen, con el talento de sus gentes, por qué se ve Colombia tan acorralada por la crisis social; por qué vive una situación de violencia creciente tan dramática, por qué hay allí tanta injusticia, tanta inequidad, tanta impunidad. ¿Cuál es la causa de todo eso? ". Por un momento me dispuse a intentar una respuesta, pero fueron tantas las cosas que se agolparon en mí que ni siquiera supe cómo empezar. Sentí que aunque hablara sin interrupción la noche entera, no lograría transmitirle del todo las explicaciones que continuamente me doy a mí mismo, tratando de entender el complejo país al que pertenezco. Por otra parte, entendí que muchas de mis explicaciones no le habrían gustado a mi amiga, o la habrían puesto en conflicto con su propia versión de la realidad. Es frecuente para nosotros oír de labios generosos la deploración de esas desdichas y el asombro ante nuestra incapacidad para resolverlas. El primer asunto es, pues, preguntarse si de verdad la sociedad colombiana vive una situación excepcionalmente trágica, si es tan distinta esta realidad de la del resto de los países, o al menos de los países del llamado tercer mundo. Mi respuesta es que sí. Colombia es hoy el país con mayoríndice de criminalidad en el planeta, y la inseguridad va convirtiendo sus calles en tierra de nadie. Tiene a la mitad de su población en condiciones de extrema pobreza, y presenta al mismo tiempo en su clase dirigente unos niveles de opulencia difíciles de exagerar. Muestra uno de los cuadros de ineficiencia estatal más inquietantes del continente, al lado de buenosíndices de crecimiento económico. Muestra fuertes niveles impositivos y altísimos niveles de corrupción en la administración. Muestra unas condiciones asombrosas de impunidad y de parálisis de la justicia y al mismo tiempo una elevada inversión en seguridad, así como altísimos costos para la ciudadanía en el mantenimiento del aparato militar. Muestra las más deplorables condiciones de desamparo para casi todos los ciudadanos, y sin embargo es un país donde no se escuchan quejas, donde prácticamente no existen la protesta y la movilización ciudadana: una suerte de dilatado desastre en cine mudo. En este trabajo estudiamos similaridades y diferencias de las regiones al momento de sus ciclos económicos utilizando métodos bayesianos. Encontramos que (1) los ciclos experimentados por la mayoría de regiones son similares a los de la nación, (2) las recesiones se inician en regiones de la Costa con un importante sector minero en su estructura de producción, este grupo tiene una probabilidad de contagio de recesión de 10,05 % luego de un mes hacia otras regiones y (3) identificamos regiones económicas endógenamente agrupando las actuales según similaridades en sus ciclos económicos, estructura de producción y concentración de mercado crediticio. Los episodios recesivos identificados son coherentes con la literatura previa que utiliza datos agregados.

Abordo el tratamiento del Proyecto de Reforma a la Ley de Arbitraje en materia de Inversiones Extranjeras planteando la problemática acerca si Bolivia debe o no seguir el }framework' de la CIADI. Finalizo con una serie de conclusiones y propuestas para futuros trabajos en materia de inversiones y arbitraje del estado.

In today’s world the possibility of competition in the money market is unthinkable, the central bank regime is thought as if it were the only viable. Historically this has not been the case: Most monetary economists of the past have discussed the appropriate role of the state in the money market.  In general terms it is possible to identify certain schools of thought through time. It is the aim of this thesis to accurately describe and analyze the main points of each one and to provide a rough classification of them: 1) First of all, from times of Plato and Aristotle to the XIV century we can acknowledge the existence of two postures – Free minting, which ascribes a mere supervisory role or no role at all to the state and State Minting which pronounces  that the government has the duty and the obligation to intervene in the coinage trade; 1.1) A transitory period in the XV and XVI centuries in which the discussion is centered around the nature of “interest” and  the banking industry; 2) A period that goes from the XVIII to the XIX centuries. The role of the banking business has been accepted and the debates are conformed around the inter dependence of the monetary and financial systems.  Three different schools emerge: a Free Banking School which adheres to the principles of Laissez-faire in the money market;  a Central Banking “rule bounded” School which states that it is necessary to have a central monopolist entity that could keep the national metallic reserves by which it could provide a stable and redeemable money supply ; a Central Banking “discretional” School that manifests that money is endogenous to the economy, yet a central bank is needed for financial stability purposes.  2.1) We can identify a second transitory period in times of the Belle Époque of capitalism (1870-1930) which correctly takes the name of “monetary orthodoxy” and accepts the need of a Central Bank both to provide sound money – via a gold standard- and because its role as the lender of last resort of the economy; 3) A third period comes about the end of the great depression to our own time. First, a renewed Central Banking “discretional” School gains prominence and articulates a second role for the Central Bank: to actively pursue policy objectives (economic activity and employment). For which it is necessary to adopt a fiat monetary system;  given the 70´s stagflation problems,  a rehabilitated Central Banking “rule bounded” school emerges and pin points the importance of stabilizing consumer prices via an unchanging fiat money supply; as alternative to this school, a Modern Laissez-Faire School appears which emphasizes the possibility of free market solutions to the money market via several options  - Hayek-Klein , a fiat private competition system; Selgin-White, a modern free banking approach; and Salerno-Huerta de Soto and Greenfield-Yeager as heterodox approaches.

El presente ensayo funge como una introducción básica al debate sobre las
corrientes de Banca Central y Banca Libre, esta última entendida en su
concepción general de “permitir competencia en la oferta monetaria.” Se
presentan de manera sintética algunos casos históricos de Banca Libre, se
estudia el origen de la Banca Central, y se le define como el modelo en el que
un banco se vuelve banco de bancos, y se provee el panorama a grandes
rasgos de las ideas más prominentes dentro de la corriente de la Banca Libre.
