Digitalization and increasing demand of e-government services are not changing only the way the citizens can use public services, but also the nature of work of many municipality employees. At best this kind of digitalization can offer added value in the form of enhancing the work of the municipality personnel. In this paper, we study the effects of adopting an e-government service on work in municipalities. Based on an empirical investigation of five municipalities we propose flow efficiency as a key metric to grasp the added value of digitalization of a public service, as it reveals the most valuable activities as well as the potential bottlenecks. Flow efficiency measurement gives therefore a better indicator to be used in e-government process development than e.g. simple throughput time especially when evaluating the effects of digitalization on knowledge work productivity. Innovations in the field of telecommunications and technological development in information processing affect the provision of public services. One of the main priorities of governments is to achieve greater efficiency in the provision of public services and e-government is one of several measures implemented. Our study aims to determine how e-government and efficiency affects the provision of public services in general, and also by functions. We apply a different model to calculate efficiency of the provision of public services and by function. Our empirical analysis, which included correlation and multiple linear regressions, was applied in 2012-2014 for a single cross-section of 35 economies. The results show a significant relationship between e-government and efficiency. Furthermore, we obtain a significant relation between Online Services, Telecommunication Infrastructure and Human Capital with efficiency in the provision of public services.
Measuring E-government Efficiency, 2014
Many public administrations use ICT both to facilitate procedures related to public services, to promote economic transparency and to improve effectiveness and efficiency. Nonetheless, the development, in the implementation e-governments by the public administrations, has been very different. In fact, although public administrations have developed websites, their efforts to improve performance regarding public sector services and online government information remain irregular. Therefore, this pilot study presents the opinion of this category of stakeholder at the municipal level. In order to examine the public manager' perceptions of e-government efficiency, survey of the public manager of municipal government are carried out. Specifically, this study highlights the opinion of the efficiency of Spanish municipal governments, municipalities situates in the biggest region of Andalusia.

E-Government reforms provide promise for streamlining bureaucratic processes in public sector organizations in today's fast-changing digital landscape. Nevertheless, there are still issues with carrying out these programs successfully. This research looks at how e-government reforms can help cut down on inefficiencies in the bureaucracy and looks at innovative ways to use technology to improve public service delivery. A thorough literature assessment identifies key obstacles to implementing e-government programs faced by public sector entities. These obstacles include technological complexity, reluctance to change, and resource limitations. The method used is a systematic literature study, including publications published between 2015 and 2024. Reputable databases such as IEEE Xplore, ACM Digital Library, ScienceDirect, and Google Scholar are the source of data for this review. Utilizing data analytics, adoption of cloud computing, and system integration are strategic ways to take advantage of e-Government technologies. The results emphasize how complex e-government transitions are and how organizational change, stakeholder involvement, and strategic alignment are required to reach their full potential. Ultimately, this study advances knowledge on bureaucratic reform and e-government changes, guiding practitioners, politicians, and scholars attempting to understand contemporary governance models' intricacies.

Although the question of measurement is crucial when defining any concept, little attention has been devoted to a comprehensive view of information and communication technologies (ICTs) applications, spanning qualitative and quantitative assessments. Due to the lack of a clear definition of e-government, many differences can be noted in the way in which digital policies have been interpreted by academics and practitioners. The phenomenon of digitisation of the public sector is an irreversible process that affects both the way public institutions are organised and the communication relationships between people and institutions. The COVID-19 pandemic represented a challenge and a strong impetus in accelerating the digitisation process of public administration at the global level such that it is currently difficult to make a clear distinction between governance and e-governance. The purpose of this research is to investigate the impact of the intensification of the digitisation process of public services in increasing the efficiency of governments at the level of the member states of the European Union, based on a cluster analysis. A robust least squares regression method was used to estimate the effects of the three dimensions of the e-government development index (EGDI) on government effectiveness. The results of the analysis highlighted the fact that the skills of the population in using online services determine the increase in a double percentage of government efficiency in intensively digitised states compared to states where the digitisation of public services is less developed. The development of the telecommunications infrastructure also has a significant positive impact on the efficiency of the government. However, online services offered by public authorities have proven to negatively influence government efficiency in both clusters.
Advances in Electronic Government, Digital Divide, and Regional Development
Information and communication technologies (ICTs) know a steady evolution that leads to the development of digital technologies. These affect human lives and organizations' activities. In particular, they have become ubiquitous in the public sector almost throughout the world. The extensive use of ICTs in public administration (PA) contributes to the emergence of digital government. It is perceived as a means of public value creation and represents a part of a paradigm shift in public management. This chapter intends to review the milestones of PA reforms in a developing country, namely Tunisia, to highlight how it is using ICTs to create public value. A content analysis of data on public sector reforms and e-government strategies is performed. The results show progressive ICTs deployment by Tunisian PA over time. They illustrate a search to public value creation through the digital government.
Public administrations of all over the world invest an enormous amount of resources in e-government. How the success of egovernment can be measured is often not clear. E-government involves many aspects of public administration ranging from introducing new technology to business process (re-)engineering. The measurement of the effectiveness of e-government is a complicated endeavor. In this paper current practices of e-government measurement are evaluated. A number of limitations of current measurement instruments are identified. Measurement focuses predominantly on the front (primarily counting the number of services offered) and not on the back-office processes. Interpretation of measures is difficult as all existing measurement instruments lack a framework depicting the relationships between the indicators and the use of resources. The different measures may fit the aim of the owners of the e-governmental services, however, due to conflicting aims and priorities little agreement exists on a uniform set of measures, needed for comparison of e-government development. Traditional methods of measuring e-government impact and resource usage fall short of the richness of data required for the effective evaluation of e-government strategies.
To strengthen democracy, promote government efficiency and effectiveness, discourage wastes and misuses of government resources, public administrations have to promote a new stronger level of openness in government. The purpose of this manuscript is to describe an innovative approach for the governance of public systems and services, currently applied in the Italian public administration domain, which could be easily replicated in other countries as well. Two initiatives, to collect and provide relevant public information gathered from different and heterogeneous public organizations, to improve government processes and increase quality of services for citizens and companies, are described. The cases adopted have been validated through a case analysis approach involving the Italian Agency for the public administration digitalization to understand new e-government scenarios within the context of governmental reforms heavily influenced by the principles of Open Government Model.

Innovative solutions in the public sector improve the efficiency and quality of egovernment services, promote rapid interaction between the public and private sectors. Innovative solutions are implemented by integrating technologies into the public sector. The success rate of integration of websites and mobile applications depends on the simplicity and effectiveness of their use by citizens. The basic point of technology efficiency is usability, which has been assessed in this study on the basis of respondents’ questionnaires about the usability of the mobile application “Action”.
