* Western views of the Russian Armed Forces traditionally hold that Russian military pay is disastrously inadequate. * But headline figures for Russian military pay scales bear little relation to what servicemen actually earn. * This is because pay for all servicemen is made up of two parallel basic components, plus a large number of allowances, extras, and increments. * It is therefore almost always misleading to generalise about Russian military pay.
Military Service in Russia - No New Model Army
* Pay and conditions for Russian servicemen, especially those on contract service, have seen substantial recent improvements. * Continuing high-profile reporting of rights abuses and violence masks initiatives taken to improve rights and welfare. * The move to one-year conscript service will disrupt the system of dedovshchina; but it is unlikely to uproot this kind of bullying altogether as it is not a purely military phenomenon in Russia. * The Russian Armed Forces are not adapting fast enough to the challenges of recruiting professional servicemen.

This paper deals with a wide choice of issues related to Russia's military-industrial complex, defence policy and military procurements in 2009. The year of 2009 saw an unprecedented acceleration of the genuine military reform. This can be ascribed first to the fact that in the wake of the war with Georgia in August 2008 the tandem of the Russian leaders (the RF President, who also is the Commander-in-Chief, and the Prime- Minister) has de facto granted Mr. Anatoly Serdyukov, the RF Defense Minister, carte blanche not only on continuation, but acceleration of the modernization of the Defense Ministry and the Armed Forces; second, this can be explained by the Minister’s personal qualities and his commitment to pursue a real reform of the Armed Forces. But the time for the reform implementation has been missed.

Throughout the post-Soviet period, there have been continuous discussions in Russia about the need to abolish compulsory military service and create a professional army in its place. Although three Russian presidents declared their determination to reorganize the armed forces, however, all attempts to create an entirely contractual military have failed. Today there are some signs that the military is modernizing, supported by reports that professional Russian troops are participating in operations in Ukraine. In order to create a fully combat-effective professional military, however, a number of major reforms are needed. The soldier’s legal status needs to be raised, service conditions for contract soldiers should be improved, and authentic civilian oversight should be established over the military.

In Fall 2010, the last group of students enrolled in the Russian Military Academy of the General Staff (MAGS). This important military educational institution, which has existed in some form or another for almost two centuries, will cease to exist as an academy in 2012. This research note provides a description of graduates of the MAGS, utilizing survey data collected between 2000 and 2008. This data revealed key sociodemographic characteristics of MAGS students as well as service motivations and value sets.
