2022, DESPESAS PÚBLICAS E RESTRIÇÃO ORÇAMENTÁRIA NOS ESTADOS BRASILEIROS: UMA ANÁLISE PARA O PERÍODO 2004 – 2018

Abstract

Brazil is a country whose state organization is based federalism, state responsibilities are divided among the federated entities, Union, States and Municipalities. The public budget contains discretionary expenses and mandatory expenses, the objective of this study is to verify the impact of public debt on mandatory expenses that have their minimum and maximum limits proprosed by law, for this, the behavior of public spending in the period from 2004 to 2018 was analyzed. The method used was the tabulation of data according to the levels of indebtedness of the states and econometric models of panel data to verify the correlations between public debt and mandatory expenditures. Investment expenses were also considered in the analysis, as they are directly impacted by personnel expenses. The results obtained show that debt has an impact only on mandatory expenses that have their minimum and maximum limits fixed, for expenses such as investment, debt has no impact, it is being restricted by the allocation of personnel expenses. Another observed data shows that health expenditures are correlated with GDP, in contrast to education expenditures, which have not been shown to be related to GDP. In summary, it was observed that the states have allocated their resources respecting what the law determines for health, education and personnel expenses with regard to their minimum and maximum limits. Although debt has shown correlation in econometric models, it is not showing a significant impact on mandatory expenditures. Throughout the reading, it will be possible to verify the literature review on federalism, main laws regarding public spending and the results obtained from data on state spending for the observed period.
