E-governance is more than just a government website on the Internet. The strategic objective of e-governance is to support and simplify governance for all parties; government, citizens and businesses. The use of ICTs can connect all three parties and support processes and activities. In other words, in e-governance electronic means support and stimulate good governance. Therefore, the objectives of e-governance are similar to the objectives of good governance. Good governance can be seen as an exercise of economic, political, and administrative authority to better manage affairs of a country at all levels. It is not difficult for people in developed countries to imagine a situation in which all interaction with government can be done through one counter 24 hours a day, 7 days a week, without waiting in lines. However to achieve this same level of efficiency and flexibility for developing countries is going to be difficult. The experience in developed countries shows that this is possible if governments are willing to decentralize responsibilities and processes, and if they start to use electronic means. This paper is going to examine the legal and infrastructure issues related to e-governance from the perspective of developing countries. Particularly it will examine how far the developing countries have been successful in providing a legal framework.

An abridged definitive conceptual framework is presented for Electronic Governance (eGovernance). The framework relies on the time-proven principle of introducing a concept by progressing from the 'known' to the 'unknown'. It takes note of the need to define Electronic Governance from the more well-known concept of Good Governance that predates it. The framework is informed by the author's several years of experience in an advisory role in the concepts, planning and implementation of eGovernance in Commonwealth member countries. eGovernance is presented as a natural progression from Good Governance and as contextually inclusive of Electronic Democracy (eDemocracy), Electronic Government (eGovernment) and Government Electronic Business (eBusiness). Making the transition to eGovernance is presented in terms of a taxonomy of levels of evolution of eGovernance, with selected examples of distinct service delivery clusters. Trustworthy computing is introduced as the convergence between computing, the legal and the psycho-technical within the context of the processes and structures of the deployment of eGovernance systems and related technology systems. This gives provenance to the imperative for the need for a trusted business environment, a legal framework and valid laws of evidence, thus linking technology perspectives to building cyberlaw capacity for eGovernance.

E-Governance been the utilization of information and communication technologies to improve information and service delivery to the citizen and every other stakeholders has been on the rise in so many countries, the important of e-governance cannot be overemphasize and sideline, it has been a growing trend. Internally, it has been helpful in keeping records, eliminating bureaucracy and increasing government efficiency. For the sake of this paper, we would be considering what good governance is, the growing trend of e-governance and why it is vital in governing processes. Although the application of information and communication technology in most African countries have not been promoted due to so many reasons. In recent years, there has been a worldwide wave of using e-government as a mechanism to improve government's efficiency through transparency, openness and increasing interactions across governments, citizens, and the civil society organisations.
New information and communication technologies can make a significant contribution to the achievement of good governance goals. This 'e-governance' can make governance more efficient and more effective, and bring other benefits too. This paper outlines the three main contributions of e-governance: improving government processes (e-administration); connecting citizens (e-citizens and e-services); and building external interactions (esociety). Case studies are used to show that e-governance is a current, not just future, reality for developing countries. However, most e-governance initiatives fail. Countries therefore face two challenges. First, the strategic challenge of e-readiness: preparing six identified pre-conditions for e-governance. Second, the tactical challenge of closing design-reality gaps: adopting best practice in e-governance projects in order to avoid failure and to achieve success. A vision for change is therefore outlined of which more details are given in a related paper (Heeks 2001a). of government by processing data. Information and communication technologies have become important tools for ensuring good governance as it makes service delivery easy, fast and economic. As any other under developed country Bangladesh has much potential to use this ICT based opportunity to bring changes in livelihood and standard of living of city dwellers. The present issue is directly related to ICT development which is one of the priority issues in this world, named as E-governance. It's objective is to promote efficient, open and transparent governance in public services and to bring the operations of public institutions closer to the people they serve, and reinforce a culture of information free flow between the two parties. Part of United Nations Organization (UNESCO) has taken some initiatives as e-governance projects for African municipalities especially the notable ones are e-governance project implementation at Lusaka City Council – Zambia project, Government to Citizen (G2C) services delivered from the CICs.
The concept of e-Governance (e-process of Governmental works and services) was originated in India during 1970s. Electronic Government is a form of organization that integrates the interactions and the interrelations between G2C, C2G, G2G, G2B and G2N for transparency, efficiency and integrity in Government functions, easy information access and reduction of redundancy and duplication. This paper also discusses the necessary criteria for e-Governance implementation, present scenario of e-Governance in different states of India and Central Government perspectives, application of e-Governance, delivery models, architecture of e-Governance and many more.
