The extended economic and social competitive environment in which enterprises and organizations operate, increase the need for flexible and user oriented approach to management. Issues to Consider by Bill Edgar s information technology has matured, a tremendous A opportunity has arisen for university libraries to reinvent themselves by regenerating their resources, challenging their competition and reforming their traditions. As Lisa Tyson (2003) points out, "Reliance on technology to deliver information to clients who consider the physical library building the last resort has steadily pushed the boundaries for libraries in recent years. Instead of an internal focus with an emphasis on clients coming to the library for a physical item, libraries must now provide the means for the client to obtain what they need when they need it," primarily through the provision of networked, digital information (p. 318). In this model, university librarians' collaborative, integrative workoften through the effective use of cross-functional groups such as teamshas emerged as a powerful means to deliver library users' access to rapidly expanding digital content. Since teams are becoming the preeminent means by which librarianship will be practiced in the digital environment, understanding how they can be effective has become critical to librarians. Therefore, it is vital to understand what issues must be addressed to manage teams effectively as they provide library users access to digital information. This article raises four issues for university library managers to consider as they guide these teams. Using examples for each, it identifies key attributes of some relevant social phenomena (indicated in italics) that managers must influence. The following are the issues:
The rapid changes in the Greek Library scene in the last decade and the need for librarians to work in a more complex and demanding environment create responsibilities for library schools to design and implement new programmes, adopting a new learning theory. A literature review indicated constructivism as a theory that could be used to create a new educational environment that will allow student-centered and collaborative learning, and facilitate interaction. In order to identify the competencies and skills required of library managers as perceived by practitioners, the authors conducted a survey. The population of the survey was the staff of Greek libraries, the data collection method was a census and the instrument was a structured questionnaire. Descriptive statistics, as well as ANOVA one-way, Pearson's parametric correlation and multiple regression were run to determine the present and needed managerial competencies and skills of Greek librarians.

Society is rapidly evolving, information progress is sometimes difficult to predict, and libraries, millennial institutions, are constantly facing unprecedented challenges. The management of a library has to be in harmony with the analysis of the users needs, knowledge society trends and strategic planning. How should a management strategy tailored to the current labor market be built? But, mainly, how can human resources in libraries be managed in a digital era, artificial intelligence, Internet of Things, robotics? What new skills should a 21 st century librarian develop? Is the library an attractive job for the younger generation?The continuous professional development of specialists from the info-documentation structures is a subject of great interest, therefore, the current situation and optimization solutions are presented. It also identifies, without exhausting the subject, how modern management techniques such as leadership or organizational culture can improve human resource management in libraries. The work starts from actual data and figures, but places great emphasis on modern work methods to be used for obtaining results. The study focuses mainly on Romanian public libraries, but it cannot be done outside the context of all libraries regardless of type or geographic position, therefore it contains various references from international specialty practice. The paper has been carried out with the view to analyze the various Managerial attributes and aspects of library profession, which in fact had been very much there since the inception of profession but the realization towards horning the skill was somewhat missing. One can easily see, how efficiently like any competent manager a librarian organizes knowledge and puts it to use as per the expectation of clientele. In the present era, as we know services are totally either based on technology or by management skills, and to have both has become inevitable. Profession of librarianship has become equally challenging and to survive under the prevailing conditions and to make ones presence felt is equally difficult. In this paper we have tried to workout and assess the managerial attributes of a library professional.

Chapter 2: Literature Review This dissertation draws upon three bodies of scholarly work to address the research question. These streams are: strategic decision--making, organizational theory, and the library leadership literature. Select works from these bodies of literature are discussed fully within the literature review section below and subsequently referred to throughout the dissertation. Chapter 3: Design of the Study/Methodology This section presents the design of the study, its participants, key research questions, and the research method used to collect and analyze data. An ethnographic approach to data gathering was used for this study in which 34 top managers and their CEOs from six academic/research libraries were interviewed on strategic decisions made in their libraries during the past three years. A series of follow up questions were asked of participants for each of the strategic issues identified. These included, for example, how the issue came to their attention, their role in the decision, their degree of satisfaction with the decision outcome, the degree of influence they felt they had on the outcome, and identification of others who were involved and their perceived roles. Chapter 4: Findings This section contains responses to two sets of questions asked of participants. (See Appendix 1, Interview Schedule). The first set of responses pertains to the library organization, individuals who on the library's organization chart are considered to and CEOs. A brief discussion of aspects of the TMT such as identity, interactions, team building strategies and composition, are next offered to provide some perspective of the cultural context in which top managers operate. The final chapter of the dissertation offers further commentary on how the findings of this research provides insight into the research question and how these might contribute to the field of library leadership. Limits of the study are identified followed by some reflections on new areas of inquiry that are opened up by this study.
