Abstract
The Government White Paper, Learning to Succeed, reiterated a commitment both to expand the number of higher education places by 100,000 and to improving the skills base of the workforce. Learning and Skills Councils for further and adult education and Regional Development Agencies will combine to place the acquisition of skills at the heart of all post-16 education, in which higher education will have a part. The National Council for Education and Training Targets has set a goal of 28% of adults with level 4 (HE diploma/degree) qualifications by 2002 as part of its attempt to create "an England which is both competitive and socially inclusive". The expansion of higher education is thus predicated on it delivering "a skills and employability dividend". In its research on the matter, the Committee of Vice Chancellors and Principals is similarly emphatic, while acknowledging the broader role of higher education:
