PURR is a priority 2, targeted analysis financed by ESPON. The stakeholder demand origins from five stakeholder regions; Notodden (NO), Cambrian Mountains (UK), Dumfries and Galloway (UK), North Yorkshire (UK), and Amata/Vidzeme (LV). The aim of the project is to analyse the Potentials of Rural Regions (PURR). The analysis is based on the original Tender from ESPON, where the stakeholder driven project was presented in some detail. By being quite detailed, ESPON left very little room for interpretation by the applicants. This was also emphasised by the TPG in the application for the project. In the Inception Report and the Interim Report, the TPG based its analysis very much on inputs from the stakeholders, who were asked to contribute in providing qualitative and quantitative information, as well as to provide feed-back on methodological issues. The focus in the Interim Report was therefore the stakeholder regions, and the proposed methodology was highly inductive or bottom up (BU). On the basis of discussions with ESPON the TPG revised the Interim Report (the re-submitted report is abbreviated IR) and the methodology to more clearly combine ESPON data, typologies and other results with the BU methodology already proposed. This paper presents a comprehensive techno-economic evaluation of the hybrid fiber-coax (HFC) networks and the multichannel Ethernet passive optical networks (EPONs) as two main next generation broadband technologies. The focus within this study is the comparison of these technologies in the case of their deployment in the rural area. Moreover, this paper analyzes how these technologies could be profitably deployed and what could be the optimal migration path for the operators in Europe.

Natura 2000, the European Network of natural protected sites, is mainly aimed at halting biodiversity loss by long-term conservation of the most valuable and threatened species and habitats. By creating this network we aim for both the conservation of species and habitats, and the parallel continuation of human activities such as agriculture, hunting, forestry, etc. The main objective of this paper is to analyze the link between the Natura 2000 network and rural development policy. Firstly, this paper attempts to explain how the Natura 2000 network is organized, what its current situation is and what are its strengths and weaknesses inRomania. Secondly, financing opportunities through rural development policy were analyzed. This paper’s conclusions are a basis for discussions on how rural development policy could support the development requirements of the Natura 2000 network in the future.

As already described in Del. 2.1 Vorarlberg has a long tradition of immigration, based on a prospering industrial development. Hence, for decades people with migrant background have become a relevant backbone of Vorarlberg's workforce, a statement that was mentioned in several interviews (WP3) before. For the analysis in this chapter we chose four different small and medium sized companies in key sectors of the foundational economy, including a construction enterprise, a hotel, a hairdresser and a long-term care facility for elderly people. The long-term care facility for elderly people is a non-profit enterprise owned by the association of municipalities of Vorarlberg. It fits a number of criteria which refer to the definition of EMES, an international research network on social enterprises (Nyssens and Defourny 2013). The care facility is an activity that produces care services and has an explicit aim of community benefit. As the ownership is distributed among the municipalities (although there is a CEO speaking for the municipalities), one may say that decision making power is not based on ownership. Additionally, we conducted interviews with managers of social enterprises, respectively with organisations who work in the area of socioeconomic enterprises employing "transit-workers" in the so called "second" labour market, relevant for many persons with migrant background.
