Technological solutions for e-learning suits are presented: The solutions are based on integration of informational resources in the global network as integration of information services. Concepts for the integration of resources and tools in Web are considered. Web service integration is addressed by the application of emerging standards and technologies. Examples of good practices for virtual learning platforms with Web services are discussed.
The study aims at creation of virtual learning environment(VLE) using the context of web services .Now-a-days eLearning is gaining a wide spread acceptance since its inception. Much of the effort is placed on developing rich educational content & create global platform in which Information and Communication Technologies (ICTs) are used to transform education. Therefore education system need to be redesigned in a better way for which amalgamation of web services with eLearning is considered to solve the complex problems. The author tries to describe the web services architecture with the incorporation of eLearning that has defined a new way of learning. With the emergence of computer technology and urbane softwares, there is every possibility of enriching learning experience of students. Gamification, StoryBoard, Bring Your Own Device (BYOD), Localization are considered as supporting services for boosting up knowledge management process. Group Discussions, Twitter chats, Skype calls are performed in social learning. Web 2.0 services such as as blogs promote content creation, wikis make user enable of creating editable contents.

The present paper focuses on means of creating integrated web e-learning services by providing learning and dedicated information systems facilities within a web portal. The information system facilities are obtained by integrating into a global web portal the dedicated services and synchronizing databases based on various technologies (php / postgresql, asp / MS sql). The study aims of creating a knowledge society (KS) through e-learning (EL) with the support of web services. EL system with its elements is the matter of discussion at the beginning of the study. For effective EL system, integration of web services with EL system is essential which is emphasized in the paper. Web 2.0 services such as blogs promote the content creation, assessment and evaluation, wikis makes the user enable of creating editable contents in the form of highly searchable knowledgebases. Paper deals with the convergence of the Internet and education, which create Internet-enabled learning. New challenge "e-Learning" eliminates barriers of time, distance, and socioeconomic status, allowing people to take charge of their own lifelong learning. While a large set of e-Learning tools have already reached a quite mature level of usability, their integration within curricula is mostly in an exploratory stage handled by pioneer educators and multidisciplinary research group. The key questions include how to cope with the new tools that appear every days and how to concurrently renew adequately the courses pedagogical scenarios as well as the study programs. E-learning platforms and their functionalities resemble one another to a large extend. Recent standardization efforts in e-learning concentrate on the reuse of learning material, but not on the reuse of application functionalities. Our LearnServe system builds on the assumption that a typical learning system is a collection of activities or processes that interact with learners and suitably chosen content, the latter in the form of learning objects. This enables us to subdivide the main functionality of an e-learning system into a number of stand-alone applications, which can then be realized individually or in groups as Web services. The implementation of these services enables a reuse of functionalities of an e-learning platform. The LearnServe system is based on common standards, both in the area of e-learning and in the area of Web services. The realization in a distributed fashion leads to a number of challenges including the maintenance of content and services, but has, on the other hand, potentials like direct integration of e-learning services into business applications or the access of learning services by different devises if there is an appropriate client for that device.

This paper describes a service-oriented approach for the integration of third-party external applications and resources into an existing open source e-Learning environment. We detail the architecture for creating customized learning environments composed of existing open source applications and systems. As a result, a Web services-oriented framework for e-Learning systems is proposed, providing a flexible integration model in which all the learning components and applications are loosely connected. Web services provide a suitable deployment environment to realize dynamic and interoperable e-Learning systems by facilitating application-to-application interaction.

This paper discusses a new approach to build infrastructures for E-Learning systems for Learning Software Organizations on the basis of Web Services. A requirements context is developed to determine which type of E-Learning applications that can be Web Service Enabled. This is illustrated with a case study on an Encapsulated Software Teaching Environment. Additional facilities, such as didactical agents and deep personalization to facilitate Learning Software Organizations are discussed at the end.

Considering the current stage of development, where the nature of work is changing and moving towards virtual organization of activities, the educational process also undergoes deep changes. The effect of these changes is widely known as e-learning. The importance and marginal utility of e-learning become obvious against the background of world crisis. These are only a few reasons behind the unsurprising adoption of e-learning on global scale. Yet, the simple implementation of e-learning solutions is not enough to guarantee the success of this modern education technology. A successful solution will have to combine the human resource with the modern service-oriented technology. In this paper we will present the most important aspects of implementing a successful e-learning solution. They are: the current stage of implementing e-learning solutions in Romania and worldwide, modern technologies for e-learning, successful projects and case studies, conclusions and future research.
