The purpose of this study is to identify the level of empowerment of dry-land farmers and develop a model of strategy for empowering them. This study was done in Wonogiri Regency, Central Java Province, Indonesia. The level of empowerment is approached descriptively, while the development of an empowerment strategy uses the Analysis Hierarchy Process (AHP) method. The results shows the level of empowerment of dry-land farmers in those area is still low indicated by the power of access to economic (credit, market information, and technology) and non-economic (lobbying and stakeholders) where each value is less than 50% based on the results of the Focus Group Discussion (FGD) and in-depth interviews with keypersons. The empowerment strategy can be carried out by developing production, capital procurement, production technology assistance, and improvement of dry land agroecosystems.

Agricultural development has not yet created empowered farmers in Indonesia. Most farmers living in eastern Indonesia are peasants with low access to development resources. This condition causes most of the peasants to be classified as poor citizens. This research was meant to formulate improvement strategies for empowerment of the peasants. This research entitled Implementation Model of Poor Farmers Empowerment Program (Case Study of Commodity Development in District Strategic Area in Bone). This study aims to answer the problem that the implementation of District Strategic Areas (KSK) program, not always in line with what is planned, or not in accordance with the vision with reality. This study will identify how the behavior of organizational and inter-organizational implementation in determining the success of the Commodity Development Program in the District Strategic Area (KSK) in Bone. The method used in this study is descriptive qualitative and relevant types of research. Data validation is done by the triangulation technique. A qualitative approach by observation and in-depth interviews are used to obtain valid data and information. The District Strategic Area (KSK) is an area that has potentials and prospects to activate local economic activities in districts, in order to reduce poverty, reduce unemployment, and spur regional development to reduce regional disparities.The results show that the activities recorded in the development of district strategic areas in Bone District as a coordinated, aspirational and democratic program have not been fully realized. Growth of development at the local level, especially among poor farmers in terms of organizational and inter-organizational capability as the responsible program, has not shown any commitment and coordination with related institutions in a program.

Empowerment is a structured and planned process to increase the ability and independence of farmers in farm management. The study aims to analyze the program forms and the empowerment levels of lowland rice farmers. The research was conducted from April to December 2020 in Abenggi Village, Landono District, South Konawe Regency, Southeast Sulawesi. The location determination is done purposively, considering that the majority of the people work as farmers. The research population was 280 household lowland rice farmers, and the sample was 15% of the total members of the farmer population of 42 respondents. Empowerment of farmers is needed with the aim of farmers having expertise that can help their activities towards independent farming and able to compete, able to establish cooperation with fellow farmers and with institutions of agricultural science or technology. This research is a study that uses a qualitative approach with a qualitative approach with phenomenological design to reveal the description of the efforts made by field agricultural extension officers in empowering farmers to improve the performance of farming in the "Mugi Rahayu" Farmer Group in Tegalsari Village, Jetis District, Ponorogo Regency. Empowerment of farmers in the farmer group "Mugi Rahayu" was carried out through extension activities carried out by field agricultural extension workers. Extension activities are carried out routinely to deliver material that is felt to be the learning needs of farmers in recognizing problems and finding solutions to existing problems in accordance with the characteristics and potential of the land owned. Empowerment of farmers through extension activities carried out through a series of processes consisting of planning, implementation and evaluation. The series of processes are carried out jointly between farmer groups, extension agents, and farmers as learning targets. Improving the performance of farms is not only seen from the addition of the amount of farm income every harvest period, the empowerment of farmers can also be seen from the ability of farmers to recognize problems and seek problem solving independently.

This paper aims at analyzing current situation in Entikong as a border region of Indonesia-Malaysia. Economically, this region is dominated by agricultural sectors and mostly harvested valuable commodities were traded in border by farmers from Entikong. This study employed a phenomenological qualitative approach for describing problems faced by farmers and the efforts related to farmers’ household empowerment for improving their quality of life. The data were collected through observation, interview, and documentation, and it was analyzed by using the steps of verification and triangulation, data reduction, data display, and conclusion drawing. Kabupaten Aceh Jaya is a very potential Aceh patchouli production center. The development of the patchouli industry sector in Aceh faces serious challenges, especially the capacity building of farmers towards good agriculture practices, and innovation and technology. This study aims to identify the level of empowerment of farmers and the affecting factors. The study employed a questionnaire survey to 88 samples from 383 populations. Data analysis used a descriptive method and chi-square test. The results show that a low level of farmer empowerment is predominantly. This study aims to investigate the profile of members of the livestock farmers group, supporting factors, obstacles, needs and determine the empowerment model through beef cattle breeding business. This research was conducted in Karanganyar Regency, Central Java Province, Indonesia. Sampling was done by convenience sampling of 62 respondents. The data collection through observation, interviews and Focus Group Discussion. The research data obtained were analyzed descriptively and needs analysis. During recent years the concept of farmer empowerment has been put on the agenda and now is a part of Indonesian's government program. Empowerment of farmers' group considered necessary because, in agricultural development, farmers' group are the key development resource and subject in developing their agricultural efforts. This paper aims to explore the farmer's group empowerment strategies to improve their income. The paper is based solely on the reviews of literature on the topic of farmer's group and empowerment to explore the phenomena in the agricultural sector. Based on the findings, the paper proposes the farmers' group empowerment strategies such as farmer's group learning and innovation and information and communication technology (ICT) have a positive influence on improving their income.
