Integration of the Kosovo road network in the Pan-European network, means, first of all, to establish a road system and infrastructure that is in accordance with the requirements and standards of Pan-European road networks, and secondly, to use / promote the geographical position of the Kosovo main road network, making it able to meet the requirements of Pan-European road networks. Beside the fulfillment of the constructive/ technical / geometrical requirements towards the road infrastructure, the road transport network needs to guarantee to its users a high, uniform and continuous level of services, as well as road commodity and safety. In this thesis, there is also treated the position of the Kosovo road network, the main road directions of Kosovo and its compatibility with the needs of the Pan-European connection, the roads and corridors of the Balkans in context to the Pan-European corridors. In the continuation of the thesis, through the Software Trans CAD, there is conducted the analysis and the modeling of the Kosovo and Balkan road network, the analysis of the best connection and the shortest roads of Balkan countries. The identification of obstruction and the presentation of possibilities for the orientation of the flux of goods in a shorter road, in the function of reduced transport costs. Development of the classic branches of transport until after the year 1999 was a characteristic of economic policies in Kosovo, which came as a result of improper functioning of the market economy and non-application of modern technologies. Despite the great importance that the multimodal transport has for Kosovo, till today initial steps have been taken with the approval of the sector strategy for the multimodal transport 2015-2025 by the Kosovo Government, respectively by the Ministry of Infrastructure. The aim of this strategy is to set priorities in terms of infrastructure, as well as in terms of legal regulation. This paper addresses this topic in Kosovo for the first time, among other things notes the newly established circumstances in Kosovo after the war in 1999, which led to the change of policy development in the field of transport in order to adapt to the newly created circumstances and approximate with EU integration processes.
The aim of this article is to present the main problems of public transportation in Kosovo after 2008 when the province's parliament announced the declaration of independence. We focus on the plans and documents that were signed between 2008 and 2010 in an attempt to compare them with the real impact of investments made in the last five years. We show how the conflict between Belgrade and Prishtina has influenced public transportation and examine the prospects for problem-solving in this sector. To do this, we employ a neo-institutional approach to the document analysis as the main research method.

Road infrastructure and tourism represent positive implications for mutual relations and constraints. Today, the impacts of road infrastructure on tourism and vice versa are more visible than ever before. Tourism influences road infrastructure through intensive construction and modernization of the road network, increase and modernization of means of transport, increase in the number of passengers and goods, as well as the introduction of new forms of transport organization. The development of road infrastructure in Tourism affects the mastery of long distances, reducing the duration of travel for tourist purposes. The positioning of commercial destinations depends mainly on three basic elements: availability, attraction and organization. Through a developed road network, it is possible to physically own long distances from markets in the origin-destination (OD) relationship, so the destination through a quality road network becomes easier to access, better organized and more attractive, better positioned , and the most famous. The synergistic effect of road infrastructure and tourism is reflected in the fact that joint investments, and coordinated in tourism and road capacities, provide greater financial effects than the effect that can be achieved with separate investments of the same capital in one and the other activity, therefore this phenomenon deserves consideration in the case of investments in road and tourist capacities. One of the limitations of Transport and Tourism is environmental pollution and the low level of road safety which, not only poses major social and economic problems but directly threatens the development of tourism. Due to the lack of roads, or the poor condition of the existing roads and due to the low level of road safety, in some tourist destinations there may be a decrease in traffic for tourist needs. This means that a developed tourism must be preceded by a developed road infrastructure.

One of the key elements in achieving sustainable economic development of the country is transport, including roads and other infrastructure. The strength and role of the services has grown in developed countries, but has brought a new investment cycle in countries of Balkan, including Kosovo. The transport sector is introduced to us as an economic branch, with a capacity to generate new jobs and possibilities for employment. The level of the destruction of environment is in direct link with the transport sector. Changes needed to be done in order that the transport sector would be able to respond on the demand of the domestic economy and society, but also be able to meet the standards that are implemented in Europe. The adjustment will have to be based on the resources country has, and possibilities to find the loans with accepted interest, that will finance the development of the sector. Introduction of the new approach to management will result with identification of all qualitative and quantitative dates' about the actual situation and the objectives for future.

Demographic expansion, urbanization, industrial development, occupation of fertile lands, uncontrolled construction, air, water, soil pollution, health problems, narrowing of areas, recreation, sports, etc. affect the quality of life. Based on these indicators, research was conducted on the analysis of railway infrastructure as a component that will affect the minimization of some problems related to the quality of life in our country in the 2021-2022 period. Based on data, authentic information, and achievable results with this paper, we aim to provide knowledge about the railway infrastructure, its condition, potential and the benefits it would have if it were transformed, operated, developed, and managed based on the concept of integrated and sustainable management of the traffic sector. As a result, based on the practices of developed countries, the statistics referred to in the official reports, the factors that have de-functionalized the property located within the urban areas as a result of the urban transformation and the possibilities of urban-suburban transport development prove that: with the regeneration of the railway on two lines examined in our study, properties will be integrated into the urban development. On the one hand, alternative financial resources are provided to the railway company, by operating the facilities for various services, paid parking spaces, commercial advertising, and recreational spaces. On the other hand, alternative transport is provided according to the conditions; transport can be developed with special bus lanes, with Metrobus (Bus Rapid Transit) and along the line within the urban area with bicycle paths.

Može se posmatrati da je, s jedne strane, želja savremenog čoveka za bezbednim transportnim sistemom neograničena, dok su resursi (prirodni, kapital, rad i znanje) sa kojima čovek raspolaže ograničeni. Odnosno, čovek predstavlja nesavršeno biće koje je sklono greškama i pogrešnim odlukama. Njegova želja je da smanji greške prilikom odlučivanja u svim segmentima organizacije i upravljanja sistemom ili učestvovanjem u sistemu, uz obezbeđivanje potreba za efikasnim i pouzdanim transportnim sistemom, kako bi se rizik u drumskom transportu sveo na minimum. Istraživanje u ovom radu, pokazalo je da je u periodu od 2001. do 2010. godine došlo do pada broja poginulih i povređenih u Republici Srbiji i dobijena je korelacija sa rastompadom realnog BDP. Na osnovu istraživanja potvrđena je pretpostavka da Srbija još ne upravlja sistemom bezbednosti u drumskom saobraćaju već se stanje iz godine u godinu menja "stihijski" i u određenom stepenu korelacije zavisi od kretanja obima transporta, rasta-pada BDP ali i od političke volje.
Road transport infrastructure development program of the region: improvement of main areas, 2023
As evidenced by the research results of Chapter 1, the practical component of financial relations in the conditions of recovery and post-war transformation processes, high variability of the environment requires the maximum involvement of every member of society in the functioning of the financial system and the accumulation of the financial potential of Ukraine. Road transport infrastructure is a powerful lever, therefore the search for ways to improve the main directions of its development program is a priority vector. Insufficient provision of the transport infrastructure with the resources necessary for its functioning leads to a decrease in the efficiency of its development, and the unbalanced development of modern types of transport in conditions of limited resources. The role of transport infrastructure in the system of socio-economic development of the region is determined. A detailed author's definition of the term "transport infrastructure of the region" is provided. Factors influencing the transport infrastructure of the region and the economic consequences of their implementation are systemized. The supporting subsystems of the motor transport infrastructure were studied, and on this basis the definition of the category "motor transport infrastructure" was given. A management system for the region's motor vehicle infrastructure has been developed. The stages of the formation of the program for increasing the efficiency of the development of motor transport infrastructure have been determined. Variations regarding the formation of the basic principles of the program for increasing the efficiency of the development of the motor transport infrastructure of the region re analyzed. Ways of improving directions for increasing the efficiency of managing the development of motor vehicle infrastructure at the state, regional and local levels are proposed and substantiated.

This paper presents a possible solution for an integrated passenger transport organisation on the Zagreb-Velika Gorica route with the emphasis on connecting Velika Gorica railway station to the Town of Velika Gorica. In this paper, the organisation of integrated transport of passengers has been analysed from a theoretical point of view, and detailed transport demand was analysed on the Zagreb-Velika Gorica route. The transport demand analysis included demographics, routes, timetables, rolling stock, and prices. As part of the proposed solution, a new bus line was introduced, the timetable of the railway and bus adjusted, the speed of the train was increased, and an integrated timetable was introduced. With the aim of increasing residents' ecological awareness of citizens, a case study also introduces bicycle hiring at several places in the town.
A tanulmány arra tesz kísérletet, hogy egy kistáj példáján (Mecsekhát) keresztül, a működésbeli, alaktani és történeti szempontok alapján összefoglaló jelleggel bemutassa a községi úthálózat jellemzőit és vizsgálati lehetőségeit. A cikk további célja, hogy ráirányítsa a figyelmet a kérdéskör jelentőségére a történeti és földrajzi diszciplinák körében, különös tekintettel arra, hogy az úthálózat-vizsgálatok általában a főútvonalakra és a közúthálózatra koncentráltak. A vizsgálat alapját 18-20. századi kéziratos térképek, tájmorfológiai megfigyelések és néprajzi gyűjtések adják. A tanulmány négy községi úttípust különböztet meg és mutat be: a) gazdasági utakat, b) közlekedő utakat, c) dombháti utakat, d) országutakat, derékokat. A működésbeli szempontok alatt ismerteti az útirányok alakulásának sajátságait, az úthasználat és -karbantartás jellemzőit, a csomópontok jelentőségét és az utak helyi terminológiáját. Alaktani aspektusból aktív és fosszilis úttípusokat különböztet meg és megismerteti az utak bemélyülésének folyamatát. The railway network presents a special communication function, which keeps humanity closer. The first developments of the railway network in Kosovo date back to 1874 when the first train entered this area from Thessaloniki through Skopje. This paper aims to provide some data generated during the year 2020 regarding the railway network in Kosovo and its connecting facilities. Construction of railway lines, stations, tunnels, bridges, watersheds, protective walls, canals for surface water drainage has an average lifespan of 92 years. The total length of the railway network is 336.68 km, in which are built 23 tunnels with a total length of 9789.5 m. 26.1% of them are of medium depth, while 73.9% are of shallow depth from the ground surface. 66.07% of the railway lines are active, while 33.42% are non-functional. This paper will address the general issues concerning the contract of multimodal transport , such as the notion, meaning, terminology, presentation and development, then the elements of the contract, contract forms, and the manner of concluding the contract. The legal defi nition of multimodal transport contract is given in the United Nations Convention for International Multimodal Transport of Goods, Article 1, and paragraph 3. This convention defi nes the contract for multimodal transport as follows: " The contract for multimodal transport is a contract whereby the multimodal transport operator undertakes , against payment of freight, to perform or to procure the performance of international multimodal transport. For the realization of multimodal transport activity, the participating parties will clearly defi ne their rights and obligations with the contract that they will conclude, for the multimodal transport of goods. The contract for multimodal transport of goods is a special category regulated by the provisions of the above-mentioned Convention , but in certain cases the provisions of national laws, which regulate legal relations between the operator of multimodal transport (MTO) and third parties that he has engaged in the transport process, are applied. Law on Obligational Relationships as lex gene-ralis does not contain special provisions that regulate the multimodal transport contract, but the provisions of this law, regulating the contracts in general and the freight contracts in particular, apply to this contract.
Problems and prospects of development of the road transport complex: financing, management, innovation, quality, safety – integrated approach, 2021
The monograph focuses on the problems and prospects of development of the road transport complex on the basis of the integrated approach. In Ukraine, the road transport system is one of the priority ones. However, its priority status is reflected only in numerous regulations. In such conditions the necessity of realization of scientific achievements and practical recommendations of development of the road transport system as a whole is actualized. The integrated approach to financing, management, innovation, quality and security has been applied. In order to eliminate the regional imbalance in the development of the state, as an urgent measure, methodological principles of support for weak regions have been substantiated and developed, which envisages its implementation in the short term. It is proposed to determine the rating of the best educational institutions in the region on the basis of mathematical modeling. Relevant clusters of educational institutions of the region have been established and systematized, taking into account their sectoral significance, form of ownership, efficiency of state funding and the amount of own revenues. Methodological support for quality management of transport and logistics services has been developed, which includes a certain procedure and a set of appropriate methods for implementing this activity based on the application of the scenario approach and algorithmization of procedures for obtaining possible states of operation of modern transport and logistics sector objects. A set of functional subsystems of an enterprise by analogy with the systems of a living organism, the activity of which is interdependent, which ensures the stability of the «living organism» of the enterprise to the influence of external conditions has been formed. The process of determining and assessing the competencies of employees on the basis of the modern assessment technology «Assessment Center» has been formed. The program of development of corporate social responsibility at internal and external levels of implementation taking into account features of various groups of stakeholders is offered. The combined safety management system «behavior + transport status + infrastructure + permanent monitoring + post-accident services» is offered. The proposed theoretical, methodological and applied aspects of the development of the road transport system are of theoretical and practical interest to scientists, entrepreneurs and government agencies.

The paper emphasises the necessity of developing multimodal transportation solutions in Croatia. Croatian transport infrastructure is not at a satisfactory stage of development, and, due to Croatia’s geographical position, the development of multimodal transportation is a beneficial factor for the development of the country’s economy. European Union recommends multimodal solution as less polluting and more energy efficient. Further, it is shown that the modernisation of transportation system in Croatia, by developing a multimodal transportation system, represents a comparative advantage factor for Croatian economy. The methods used are a comprehensive literature research, methods of analysis, synthesis and comparison method, as well as methods of collecting secondary sources of research. The aim of the paper is to point out the importance of developing multimodal transportation as a significant factor for economy development as well as contribution to raising awareness of this problem.

In the last decades, the development of transport infrastructure has been necessary because of the population increase and expansion of urban centres. Infrastructure development leads to modification and changes in areas characterized by high human population density. The lack of adequate transport infrastructure inhibits local economic and social performance. In the period of economic stability (from 1970 to 1990), important roads that increased the connectedness of the Kolubara District (Western Serbia) with other parts of the country and the surrounding countries were built, but there is still a need for the construction of new roads. In order to examine the attitude of the local population in regard to transport infrastructure, a survey was conducted using a questionnaire consisting of closed questions. This topic is one that has not previously been examined. The data obtained were analyzed statistically and showed that local people have a positive attitude towards the existing infrastructure and towards the construction of new roads. There are statistically significant differences between the attitudes of the local population in different municipalities. The results from this research offer an opportunity to develop guidelines which can influence traffic development in these and similar areas.

This paper gives a particular attention to the handling of the multimodal transport operator's liability in view of the new legislation in Kosovo, in terms of comparison with international legislation. From the research carried out in this area of transport, it has been found that, over the last decades, the international transport of goods has become more sophisticated and effective, and has increased rapidly because of the increased use of containers. Containers have advanced the flexibility to focus more on an integrated movement of goods instead of the movement specifically associated with a certain mode of transport. Unfortunately, this technical flexibility has been accompanied by a severe rigidity in the legal field in Kosovo as well. Although the transfer of goods from one type of transport to another type of transport has been greatly facilitated as a result of the container revolution, developments in the area of international and Kosovo legislation in the field of transport have not followed this pace. The recommendations on the necessity of a better regulation of the liability of the multimodal transport operator in the new legislation in Kosovo have been given at the end of this paper.

In order to revise the existing classification of rural roads in Serbia, which is rather old and defined on administrative criteria, the research developed a proposal for functional classification and categorization of primary rural roads. This resulted in four classes of rural roads based on their basic function and, with the introduction of five spatial accessibility levels, road classes are subdivided in eight road types. Based on the Serbia State Spatial Plan data, centers of gravitation together with border crossings are classified in four categories and desire lines of major transport function levels are defined. Based on this information and traffic count data the proposal of new primary rural road network in Serbia reduces the total length of the existing one with approximately the same overall accessibility level. Proposed categorization of rural roads as primary, regional and local ones is founded on functional classification and coincides with reorganization of governmental structure in Serbia.

In the last few decades in the Republic of Macedonia, and especially in some parts, there have been significant changes in the population, especially in areas with primarily agricultural population. Bearing in mind the total knowledge of the influence of the wider geographical area on the development of the larger urban agglomerations, it is quite certain that the development policy so far in our country regarding the construction of the road network in the village was not sufficiently in accordance with real needs and opportunities, i.e. did not rest on wider and longer-term perceptions and processes. According to the dynamics of the movement of the structure of the non-agricultural population, which is expected to continue in the future, the issue of building, expanding and modernizing the road network in the villages is an inevitable need. Local authorities have an important role in regulating most of transport strategies that contribute towards facilitations and integrations of local needs and services. Take into consideration that this issue is part of Cohesion Policy of EU, Macedonian authorities must keep abreast with regional policy of rural development. Transport policy is not some miraculous tool with which to solve some rural development problems. It must work in unison with national development programs, physical planning, investment, region and economic policy, legal regulations and other areas. It must move in step with the implementation of these programs and respond with vitality and responsibility to the changes taking place in society. We must all acknowledge that, in many respects, our quality of life depends on the success of our transport policy.
