Philosophy of information: range and tenets

First Paragraph: At the core of the philosophy of information is the ‘ti esti’ question that inaugurated several branches of philosophy from Plato onwards. Just what is information? The term is undoubtedly vague and still an important part of the modern linguistic landscape. We live in the “information age,” we read “information” in the papers, we can gather “information” on, say, the salt gradients of the currents in the Pacific Ocean, and we can talk about the amount of “information” that can be delivered over a wireless connection. Yet, as several philosophers have pointed out, we can scarcely say precisely what the term means. Given that it is also used differently across different fields of study (biology, communications, computer science, economics, mathematics, etc.), it is a hallmark of the philosophy of information to undertake this clarifying task, if the term “information” is to be informative at all. So, first and foremost, this research area examines the term in its multiplicity of meanings and clarifies its many uses.

Philosophers have recently begun to address the new intellectual challenges arising from the world of information and the information society. Consequently, a new and vitally important area of research has begun to emerge, the philosophy of information (PI). This paper is the first attempt to analyse the potential nature of PI systematically. The paper aims to explain (1) what PI is (2) how PI has emerged (3) why there should be a new philosophical discipline such as PI, what PI's scientific goals are and, finally, (5) what interpretations of PI are possible, either as a philosophy of science/technology or as a philosophy of information design. It is argued that PI is the philosophy for the information age, as it offers the systematic treatment of the philosophical foundations of the world of information and of an information society.

Computational and information-theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. In consequence, a new and vitally important field has emerged, the philosophy of information (PI). This essay is the first attempt to analyse the nature of PI systematically. PI is defined as the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. I argue that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society.

The information age is upon us and the main paradox is that there is no satisfactory and commonly accepted answer to the crucial question what information is. This results in a quantity of contradictions, misconceptions, and paradoxes related to the world of information. We consider the existing situation in information studies, which is very paradoxical and inconsistent, in the first part of this paper. To remedy the situation, a new approach in information theory, which is called the general theory of information, is developed. The main achievement of the general theory of information is explication of a relevant and adequate definition of information. This theory is built as a system of two classes of principles and their consequences. The first class consists of the ontological principles, which are revealing general properties and regularities of information and its functioning. These principles are explicated in the second part of the paper.
