A fim de criar o conhecimento científico necessário para o Brasil entender e lidar com as causas e consequências das mudanças climáticas, o governo federal criou, em 2007, a Rede Brasileira de Pesquisa em Mudanças Climáticas Globais (Rede CLIMA). A Rede CLIMA precisa discutir questões, fazer perguntas, desenvolver metodologias e produtos tecnológicos, encontrar respostas e sugerir soluções que sejam relevantes para a sociedade. Em sua primeira fase, a Rede concentrou-se em fornecer infraestrutura e consolidar suas sub-redes. Houve também vários avanços científicos, alguns dos quais são apresentados em seções focadas em modelagem climática, agricultura, energia e água, desenvolvimento e mobilidade humana, biodiversidade e serviços dos ecossistemas, e saúde humana. This book gives continuity to the commitment of the Institute of Applied Economic Research (Ipea) in developing studies and research in the area of climate change, which already rests on a long tradition of reflecting on topics such as: costs and benefits of mitigation and adaptation actions, environmental planning in urban and social environments, international politics, development of instruments for technological advancement and regulation of market instruments, as well as in contributing to the Brazilian delegation on the Climate Convention negotiations. This book is a joint effort of the Department of Sectorial Policies and Studies in Innovation, Regulation and Infrastructure (Diset) and the Department of Regional, Urban and Environmental Policies and Studies (Dirur). We would also like to thank very much GIZ (Gesellschaft für internationale Zusammenarbeit) that provided financial resources that enabled the revision of this edition in English. 2. Beyond UNFCCC the Convention to Combat Desertification and the Convention on Biological Diversity were adopted. 3. Vulnerability resulting from very low income levels and/or the magnitude and reach of climate change impacts. There is also an alliance, The Alliance of Small Island States (Aosis), recognized by the convention. 4. Almost all developed countries listed in Annex I of the convention also appear in Annex B of the KP and are thus denominated "Annex I countries". 5. The US did not ratify the Protocol years later. 6. Carbon markets for Annex I countries and the clean development mechanism (CDM) for transactions with countries outside Annex I with the supplementary objective of promoting sustainable development. This dossier aims at presenting progresses in knowledge production on the identification of impacts and vulnerability assessment as essential steps for planning and implementing adaptation to climate change in Brazil. In this regard, it contains articles organized with elements from studies on Impacts, Vulnerability and Adaptation (IVA), which have been commissioned in the scope of the project that guided the preparation for the Fourth National Communication of Brazil (4NC) to the United Nations Framework Convention on Climate Change (UNFCCC). The 4NC is a government document, coordinated by the Ministry of Science, Technology and Innovations (MCTI in the Portuguese acronym), and is supported by the United Nations Development Program (UNDP), funded by a donation from the Global Environment Facility (GEF), and in partnership with the Brazilian Network on Global Climate Change Research (Rede CLIMA)1.

This study is inspired in the Stern Report (UK), which conducted a comprehensive economic analysis of the climate change issue at global level. Conceived by research institutions working in this field, the principles which guided the study are scientific method, freedom of thought and the search for consensus through dialogue among all its authors, reviewers and members of the Advisory Council. Because this is a pioneer study, its results should be considered as preliminary approaches to a complex topic and inputs to the debate.
