Many countries face increasing fiscal problems financing pensions in the face of population aging. There is controversy about the underlying economic theory, about the extent of the problem, and about the best mix of policies to protect old-age security. This paper establishes the areas of debate; gives thumbnail descriptions of pension arrangements in different countries; discusses the main analytical and empirical issues relevant to thinking about pension design; and assesses a range of policy directions. The main conclusions are that what matters most is effective government and economic growth; that the debate between pay-as-you-go and funding is secondary; that good pension schemes can take many forms; and that there is a problem in financing pensions, but not a crisis.

Over the past several years the study of the economics of pensions and retirement income has grown in importance, particularly outside the disciplines of insurance economics, law, and mathematics. The interest is increasing mainly because of the discussion about the "population bomb," which is now for most of the industrialized countries a "reversed one," an "implosion!" As international attention on retirement financing increases, it is appropriate that Clark, Munnell, and Orszag have edited this Handbook. The Handbook is divided into five major parts, with each part being organized around a series of sections and themes. All in all, it consists of 42 chapters with an impressive list of contributors. Besides the Introduction, a first part (entitled "Retirement in Context") and a final part (entitled "Looking Ahead"), the book is divided into sections in a manner consistent with the well-known three pillars (or layers) of the pension literature: Public Retirement, Employer-Sponsored Retirement, and Individual and Household Retirement Plans.

Unlike those of most other European countries, the United Kingdom's pension system is not well described by an analysis of the social security element. For thirty years or more, around half the workforce has been covered by occupational pensions. Something like half the income of pensioners comes from non-social security sources, and this proportion is growing.

Pension systems are one of the fundamental pillars of the welfare state. The ageing of the population caused by longer life expectancy and low birth rates has led to a crisis in the public pension system in developed countries. Changes for the system’s sustainability are necessary, and the scientific literature on the subject is abundant, especially in recent years. This article aims to carry out a bibliometric analysis of the research carried out to date, highlighting, in turn, future lines of research. The study was carried out on a total of 1287 articles published from 1936 to 2021 and found in the Scopus database. The SciMAT, VOSviewer, and Datawrapper tools were used to analyse the most important articles, authors, countries, and institutions by volume of production and citations, as well as the relationships between them. The UK is one of the few countries in Europe that is not facing a serious pensions crisis. The reasons for this are straightforward: state pensions are among the lowest in Europe, the UK has a long-standing funded private pension sector, its population is ageing less rapidly than elsewhere in Europe and its governments have, since the beginning of the 1980s, taken measures to prevent a pension crisis developing. This article reviews the policies that have been implemented over the last two decades. It describes and analyses the defects in the Thatcher-Major governments' reforms that brought us to the current system, examines and assesses the reforms of the Blair government, and then identifies the problems that remain unresolved and how they might be addressed. Concludes with an examination of the implications of these reforms for the future of occupational pension schemes.
