The tourism industry needs synergies cooperation between Provincial and Regional Governments. Lampung Province, Indonesia today is focusing on the marine tourism industry as one of the welfare solutions for increasing coastal community economic growth in Pesawaran and Tanggamus. The long-term goal of the marine tourism industry policy in both Regency is community governance based on local wisdom. Wakatobi Regency has a huge capacity in natural resources with it's beautiful and pristine coastal ecosystems that host 25 coral reefs species in diverse forms. The regency is considered as the world’s best biosphere and frequently visited by local and international tourists for diving/snorkeling. This research was focused to analyze strategy of local government in the development of tourism in Marina Beach, Bantaeng regency, South Sulawesi province, and the supporting and inhibiting factors as well as efforts to overcome them. Design used in this research is descriptive qualitative through SWOT analysis concept from Rangkuti, with calculation by Litmus test from Bryson to find the most strategic applicable issue. As for the affecting factors in strategy, there are supporting and inhibiting factors, while inhibiting factors can be overcome by efforts based on mapping of internal (strengths and weaknesses) and external factors (opportunities and threats). And therefore, 16 applicable strategies have been formulated, consisting of SO strategies: advancing promotion by employing technology of both electronic media such as website and printed media such as tabloid, brochure and magazine; making regulations on Preservation of Tourism Regions and giving strict sanction to any violation; W-O strategies: reevaluating tourism development programs by providing better supporting facilities and infrastructures; employing technology optimally in the development of tourism object since initial to final phase; S-T strategies: encouraging conducive atmosphere among communities for better security and order to provide secureness for both local and foreign tourists; W-T strategies: preserving unity and integrity to reduce individuality in community and to prevent acculturation and negative influence of foreign culture; placing staff according to their skill, especially the one with competence in the field of tourism.

Tourism is important because it can revive economically a community around tourist attractions. North Sumatra Province, which includes Medan, shows great potential for the development of marine tourism. However, it is not run optimally. Moreover, poor quality infrastructure and human resources are also a threat to marine tourism in Indonesia. This study’s methodology involved a qualitative method and used focus group discussions (FGDs) to obtain data from 25 informant travel agent in North Sumatra Province. This study’s results found that marketing strategies need consistent support from government and travel agents. The rapid development of communication and information technology has become one of the most important elements in the development of marketing strategies.

This research is motivated by the problems that arise from the implementation of the strategy of tourism development and a creative economy in Pisang Island of Pesisir Barat District, Lampung Province. The purpose of this research is to analyze the synergy between various parties in the development of marine tourism in Pisang Island. The research uses descriptive and qualitative approaches. The data collection techniques in use include interviews, documentation, and observation. Data analysis is carried out through data reduction, data display, and conclusion. The results showed that the strategy of marine tourism development in Pisang Island was not well implemented as a result of the lack of co-operation between government, society, and investors. The aim of this study is to formulate a model for developing marine tourism by empowering the potentials of the Mandeh tourism area community. This is because the community involvement in tourism development is still low and still at the level of independent participation. With a community-based approach the community's sense of belonging is expected. This study uses a qualitative descriptive approach to get detail picture of the experiences of individuals in the development of community-based marine tourism. The determination of informants was obtained by purposive sampling techniques, such as the government and tourism stakeholders, tourists and the coastal communities of the Mandeh tourism area. In order to obtain valid data basedon reality, data triangulation is used, while data analysis techniques used is interactive analysis. The results of this study indicate that the Mandeh region has potential resources that can be developed by empowering the community as implementing actors. The recommended alternative model for developing marine tourism uses the empowerment of community approach and emphasizes full involvement of the community in the process of developing marine tourism, such as diving, swimming, crossing the islands using speedboad transport services, and inviting tourists to see coral reef in the sea.

Talaud Islands regency has high potential in marine tourism. But, this potential is yet to be optimized for socioeconomic development of Talaud Islands regency. The purpose of research was to develop the strategies of marine tourism development in Talaud Islands Regency. This research used observation, discussion with key stakeholders, and reference study to collect the data. This research used SWOT analysis, and QSPM to develop the strategies of marine tourism. The recommendation of marine tourism development strategy in Talaud Islands Regency are (1) people development, (2) improvement of infrastructure, (3) increase tourism investors, (4) control of environmental impacts, (5) development of marine tourism destinations, (6) tourism promotion, (7) earthquake and tsunami disaster mitigation, (8) development of culinary tourism and (9) development of local souvenirs.
