In the space of just a year, five new university presses were launched in the UK. Although very different in size and stages of development, all but one were launched first and foremost as open access presses, based in or supported by their university's library. Why should there have been such a significant flurry of activity in such a short space of time, and what can the stated objectives and activities of these presses tell us about the current UK scholarly publishing environment? To answer some of those questions , this article looks back to the original mission of the founding university presses, examines the policy and funding environments in which the new presses are operating, looks at overseas developments in recent years for comparison, and concludes with a review of the challenges these young presses face as well as the benefits all university presses, but particularly open access ones, can confer to their institutions.

This article explores academic publishing in a national(ist) context, reflecting on the Scottish Journal of Performance as a response to and possible generator of Scottish national identity. I briefly discuss its foundation (in the run-up to the Independence Referendum) and then explore concepts of nationality as a performative practice, where ‘discourse produces the effects that it names’.

Ukraine has adopted a distinctive approach to open access, in which the full text of all journals published in the country is added to a national repository. We analyze this initiative and its underlying legal mandate, placing them in cultural and historical context and comparing them with existing models of open access.L’Ukraine a adopté une approche distincte au libre-accès : les articles de tous les journaux du pays sont intégralement versés dans un dépôt national. A comparison of analyses of the Scottish publishing industry carried out in 1992, 2002 and 2007 underscores the fragility of the sector within a small country within the English-language community. A number of indices reveal either stability or stagnation and the picture emerges of the remarkable tenacity of publishing in Scotland. Although there is already a significant and vital element of state support for publishing in Scotland, further intervention will be necessary to ensure fulfilment of its potential.

The predominance of English in scholarly publications, recently defined as linguistic imperialism, is no longer considered a threat for multilingual scholars, but a shared linguistic code essential in creating and communicating knowledge. A more significant threat for Russian scholars is the Russian tradition of scholarly writing, which originates from the Soviet period and affects the quality of their national and international publications, especially in humanities and social sciences. The solution is seen in developing writing for academic and research publication purposes in both English and Russian within the umbrella framework of academic literacy. The pioneering role in overcoming the resistance of the deeply rooted tradition and promoting academic writing as a discipline, Russian university writing centers, recently united into the National Consortium, play the central role. Explicit bilingual programmes are especially effective in countries with low level of English, and can be applied to various cultural contexts. They can be further developed into trilingual programmes in post-Soviet states, who experience similar difficulties and for whom Russian remains the lingua franca of academic communication.
