Kyrgyzstan is a small and poor country that gained independence in 1991 with the breakup of the Soviet Union. It was long led by Askar Akayev-who many observers warned was becoming increasingly autocratic-but the country was still considered "the most open, progressive and cooperative in Central Asia," according to the U.S. Agency for International Development. The United States has been interested in helping Kyrgyzstan to enhance its sovereignty and territorial integrity, increase democratic participation and civil society, bolster economic reform and development, strengthen human rights, prevent weapons proliferation, and more effectively combat transnational terrorism and trafficking in persons and narcotics. The significance of Kyrgyzstan to the United States increased after the September 11, 2001, terrorist attacks on the United States. The Kyrgyz government permitted the United States to establish a military base that transships personnel, equipment, and supplies to support coalition operations in Afghanistan. Many people both inside and outside Kyrgyzstan were hopeful that the national legislative election on February 27, 2005 would strengthen political pluralism, easing the way for a peaceful handover of executive power in late 2005 when President Akayev was expected to step down. The legislative race proved highly contentious, however, and necessitated a second round of voting on March 13. The Organization Cumulative U.S. budgeted assistance to Kyrgyzstan for FY1992-FY2004 was $749.0 million (FREEDOM Support Act and other agency funds). Kyrgyzstan ranks third in such aid per capita among the Eurasian states, indicative of U.S. government and Congressional support in the early 1990s for its apparent progress in making reforms and more recently for anti-terrorism and border protection. Of this cumulative aid, 14.6% supported democratization programs, including legal and judicial training, legal support for NGOs, advice on party and electoral legislation, CRS-10 28 For Eurasia, democratization programs accounted for 10.5% of all cumulative aid, indicating that slightly more attention was placed on such programs in Kyrgyzstan.

Kyrgyzstan is a small and poor country in Central Asia that gained independence in 1991 with the breakup of the Soviet Union (see Figure A-1). It has developed a notable but fragile civil society. Progress in democratization has been set back by problematic elections (one of which helped precipitate a coup in 2005 that brought Kurmanbek Bakiyev to power), contention over constitutions, and corruption. The April 2010 coup appears to have been triggered by popular discontent over rising utility prices and government repression. After two days of popular unrest in the capital of Bishkek and other cities, opposition politicians ousted the Bakiyev administration on April 8 and declared an interim government pending a new presidential election in six months. Roza Otunbayeva, a former foreign minister and ambassador to the United States, was declared the acting prime minister. A referendum on a new constitution establishing a parliamentary form of government is scheduled to be held on June 27, 2010, to be followed by parliamentary elections on October 10, 2010, and a presidential election in December 2011. On the night of June 10-11, 2010, ethnic-based violence escalated in the city of Osh in southern Kyrgyzstan, and over the next few days intensified and spread to other localities. The violence may have resulted in up to a thousand or more deaths and injuries and up to 100,000 or more displaced persons, most of them ethnic Uzbeks who have fled to neighboring Uzbekistan. The United States has been interested in helping Kyrgyzstan to enhance its sovereignty and territorial integrity, increase democratic participation and civil society, bolster economic reform and development, strengthen human rights, prevent weapons proliferation, and more effectively combat transnational terrorism and trafficking in persons and narcotics. The significance of Kyrgyzstan to the United States increased after the September 11, 2001, terrorist attacks on the United States. The Kyrgyz government permitted the United States to establish a military base at the Manas international airport outside Bishkek that transships personnel, equipment, and supplies to support U.S. and NATO operations in Afghanistan. The former Bakiyev government had renegotiated a lease on the airbase in June 2009 (it was renamed the Manas Transit Center), in recognition that ongoing instability in Afghanistan jeopardized regional security. Otunbayeva has declared that the interim government will uphold Kyrgyzstan's existing foreign policy, including the presence of the transit center, although some changes to the lease may be sought in the future. She also has launched an investigation of corrupt dealings by the previous government on fuel contracts and other services for the transit center. Cumulative U.S. budgeted assistance to Kyrgyzstan for FY1992-FY2008 was $953.5 million (FREEDOM Support Act and agency funds). Kyrgyzstan ranks third in such aid per capita among the Soviet successor states, indicative of U.S. government and congressional support in the early 1990s for its apparent progress in making reforms and more recently to support anti-terrorism, border protection, and operations in Afghanistan. As Congress and the Administration consider how to assist democratic and economic transformation in Kyrgyzstan, several possible programs have been suggested, including those to buttress civil rights, bolster political institutions and the rule of law, and encourage private sector economic growth. The United States has been interested in helping Kyrgyzstan to enhance its sovereignty and territorial integrity, bolster economic reform and development, strengthen human rights, prevent weapons proliferation, and more effectively combat transnational terrorism and trafficking in persons and narcotics. Special attention long has been placed on bolstering civil society and democratization in what has appeared to be the most receptive-but still challenging-political and social environment in Central Asia. The significance of Kyrgyzstan to the United States increased after the September 11, 2001, terrorist attacks on the United States. Kyrgyzstan offered to host U.S. forces at an airbase at the Manas international airport outside of the capital, Bishkek, and it opened in December 2001. The U.S. military repaired and later upgraded the air field for aerial refueling, airlift and airdrop, medical evacuation, and support for U.S. and coalition personnel and cargo transiting in and out of Afghanistan. The Kyrgyz government threatened to close down the airbase in early 2009, but renewed the lease on the airbase (renamed the Manas Transit Center) in June 2009 after the United States agreed to higher lease and other payments. President Almazbek Atambayev and the legislature have stated that the basing agreement will not be renewed when it expires in 2014. As of 2013, the Manas Transit Center reports that it hosts about 1,500 U.S. troops and U.S. contractors and a fleet of KC-135 refueling tankers and C-17 transport aircraft. Besides hosting the Manas Transit Center, Kyrgyzstan also participates as part of the Northern Distribution Network for the transit of military supplies to and from Afghanistan. Cumulative U.S. budgeted assistance to Kyrgyzstan for FY1992-FY2010 was $1.22 billion (all agencies and programs). American Foreign Policy Interests, 2007
This article is based on more than 20 interviews with Kyrgyz who spoke about the protracted crisis that has enveloped their country. In relating their observations of what is right and wrong with their country, the respondents presented a telling portrait of the most democratic state in Central Asia, including its relations with the other countries in the region and with the United States, Russia, and China, as well as the problems it faces such as drug smuggling, corruption, and the distribution of water. Moreover, this article describes the reform movement in all of its political manifestations. I made a trip to Bishkek, Kyrgyzstan, February 19-26, 2007, on behalf of the National Committee on American Foreign Policy. This visit was designed to assess the political situation in Kyrgyzstan. This trip followed meetings with Ambassador Zamira Sydykova at the Kyrgyzstan Embassy in Washington, D.C., who helped in setting up some of the 20 meetings that were held in Bishkek. Foreign Minister Kodyrbek Sarybaev, in turn, issued an invitation to the National Committee to visit Bishkek.
