The Centre for Governance Studies at BRAC University seeks to foster a new generation of researchers, public administrators and citizens with critical and analytical perspectives on governance.
The paper seeks to find out the major problems and prospects of public administration in Bangladesh and pathway to Sustainable Development. The Public Administration in Bangladesh still faced by corruption, violence, absence of rule of law, outdated laws, non transparency, lack of professionalism, abuse of human rights, non accountability, and serious politicization of all government institutions even the judicial system. The study is descriptive in nature which is based on extensive literature review and secondary sources. It is observed that we need a group of educated expert administrator and strong political leadership with commitment to fight against corruption, non accountability, non transparency and inefficiency. The implementation of rule of law with strong moral ground is necessary for ensuring good governance and sustainable development. The findings of the study will help administrator, public, student, researcher, political leaders and policy makers for designing future sustainable development policy and program.

It is a self-evident fact that the more developed the public administration of a country, the more developed the country is. Nonetheless, the main aim of public administration is to serve the communities to advance the common good and effect positive change towards development. Considering this aim in mind Bangladesh public administration has been working since its independence. Bangladesh public administration which has got a legacy from British India, since independence within last 50 years, had to pass many upheavals. In achieving the main goal of public administration, Bangladesh has got several administrative reforms and innovations. The result of which is not that much satisfactory. There are many achievements, as well as failures. Many challenges are still there that have been creating obstacles to the achievements of the goals of Bangladesh public administration. The main aim of this study is to critically analyze the achievements and challenges of Bangladesh public administration within the last fifty years, since independence. More specifically, the objectives of this study are: a) To know analytically the evolution of Bangladesh public administration; b) To understand logically the constitutional basis, as well as, formation and organizational structure of Bangladesh public administration; and c) To critically review the reform initiatives and innovations taken in Bangladesh Public Administration. Moreover, this study also tries to uncover the challenges of Bangladesh public administration in order to suggest some ways towards a more accountable, transparent and pro-people public administration in Bangladesh. Theoretically, research methodology is a way of explaining how a researcher intends to carry out a research. It is a logical approach, and systematic plan to the research to ensure reliable and valid results that address the aim and objectives of the study. More specifically, it encompasses what type of data are going to be collected, as well as, how are they being collected and analyzed. In short we can say, research methodology is the specific procedures or techniques used to identify, select, process, and analyze information about a particular topic 1 .

New Public Management (NPM) is a management philosophy used by the government since 1980s to modernize the public sectors. Many developed and developing nations are now experimenting about the applicability of NPM in their context. In Bangladesh, NPM reform ideas have also been recommended by international donor agencies as well as numerous reform committees but yet the country has hardly made any progress in establishing effective public management. This paper attempts to identify some administrative reforms in Bangladesh that have the spirit of NPM as well some peculiarities that threaten successful implementation of NPM in Bangladesh. It is argued that state incapacity, bureaucratic failure and donor-driven reform policies are responsible for the failure of implementation of NPM in Bangladesh. Therefore, to establish efficient public management or to follow NPM model, Bangladesh need to have solid institutional frameworks, sound rule of law, proper control structures, appropriate checks and balances, effective civil service system, appropriate accountability and transparency; and for these political leaders, bureaucrats and donor-agencies have to work in line.
New Public Management (NPM) system has been the dominant paradigm in public administration theory and practice since the last 30 years determining its affinity with markets and private sector management. Like USA, UK, Korea etc. Bangladesh also adopted vivid reform discourses to transform the paradigm of public administration from Weber's traditional bureaucratic system to the New Public Management (NPM) system. Reform efforts at different times towards underpinning the public sector on the principles of downsizing and entrepreneurship, decentralization, performance management, planning and control cycle could seldom bring successes. Due to many reasons, the NPM system was not introduced in all phases of civil administration except the initiative of privatization of some state-owned enterprises; and thereafter, adopting the policy of public-private partnership. This paper focuses on the failures, and explicit and implicit barriers to the introduction of the NPM system in Bangladesh that was aimed at revitalizing the traditional public administration system. The writer extracted relevant literature and bibliographic databases following exclusion criteria of systematic review method and independently reviewed them to rearticulate the failures behind the paradigm shift in Bangladesh.

Good governance is an ideal concept which is very much important for achieving socioeconomic development of a country. Effective public service delivery is an important instrument for boasting up the good governance. Unfortunately, the public sector in Bangladesh does not often function according to citizen's expectations. Citizens are very much dissatisfied with the public service delivery system. World Bank, International Monetary Fund (IMF) and donor nations are urging Bangladesh to ensure public services to citizen. Surprisingly, except only a few initiatives such as, introducing charter of duties, enactment of Right to Information Act 2009, the matter of improving public service delivery remained untouched in the field administration of Bangladesh. Therefore, it becomes eminent and most essential to ensure timely and corruption free public service delivery for citizens. Through this research a Strategic and Tactical Systems Level Framework and Model of Effective Public Service Delivery has been developed with the comparison of applying benchmark framework to Bangladesh experience as in the case of Deputy Commissioner Office. Research evidences provided in literature review, international experiences and case study analysis have been used as the basis for developing the benchmark framework. The model can be effective in ensuring public service delivery and updating the status of customer satisfaction which will ultimately reflect the good governance policy to be implemented, maintained and sustained.
The aim of this paper is to evaluate the status and impact of reforms in governance which has been taken by various governments in Bangladesh since its independence. In doing so, the paper highlights on two reform packages New Public Management (NPM) of OECD member countries and Good Governance (GG) of donor agencies and its impact on Bangladeshi governance. Bangladesh was a colony of British and Pakistan over two centuries. As a result, at the initial stage of independence; the inherited administrative structure failed to manage the postcolonial economy and expectation of citizens of independent Bangladesh, which hinders to implement most of the reform efforts. Civil-military elitism dominated the bureaucracy that caused the lessening of accountability of the administration; as a result, corruption, inefficiency and ineffectiveness of administration appear to exemplify Bangladeshi governance. The learning lessons for public administration is lack of appropriate political leadership, unrealistic and ambitious reform initiatives, incapacity of government, chaotic political culture, absence of permanent reform institution, and lack of strong political will are responsible for futile to implement any reform initiative. Apart from these, some important elements of New Public Management (NPM) and Good Governance (GG) has been bespoke by recent past governments in governance process through policy initiatives to make the administration more accountable and citizen centric which is a very good sign of good governance in Bangladesh. Therefore, the impact of reform strategies of western world (NPM) and donor agencies (GG) influenced the third world countries like Bangladesh which ultimately transforming the literature of Public Administration to Public Management.
The last three decades have seen an unprecedented growth in the implementation of New Public Management in developed countries. A good amount of research in this field of Public Administration along with the political will to implement the same have led to successful management of the public resources and deliverance of the same to the welfare of public of the developed country, have started the impetus for developing countries to follow the same path. The international donor agencies have also performed a definite role in pressurizing the developing countries to follow the paths of NPM to carry out development. The main focus was to carry out a total reformation of public institutions and organizations along the same lines in which private sectors have modernized and managed themselves in order to carry out the functions of the government to better the overall performance of governance. However, the implementation of the new reforms has not been met with much success in these developing countries and researchers and public administrators have been much sceptical about the capability of these reforms. This paper gives a basic understanding of what is New Public Management or NPM and how they have been implemented so far in the context of developing countries. After this the paper has looked into the case of Bangladesh and its history of Public Administration and how after the implementation of the NPM model the landscape has changed.
It covers the legal basis of bangladesh civil srvice recruitment policies and tries to find out anomalies in this arena. it also provides some recommendations for the betterment of recruitment process.

Public Administration is the action part of the government that is responsible for policy formulation and implementation. In Bangladesh, public administrators play a crucial role in delivering public services to local government agencies. Currently, Local Government Institutions in Bangladesh have separate systems for rural and urban areas which are guided by its own operational framework. Various issues are currently being discussed extensively in local government bodies throughout the country. Some of those are electoral violence, ineffectiveness representation and participation of women, absence of real autonomy, controversial election, lack of financial resources, corruption etc. The main objective of this study is to identify and analyze present or emerging challenges in Bangladeshi local government bodies. For this purpose, this paper discusses the various contemporary issues which arises in the local government bodies in Bangladesh.
This paper explores the interplay between politics and administrative reform in Bangladesh by drawing some perspectives from other developing countries. It covers the period both before and after democratization of the country, hinging around the events of 1991, and thus provides the opportunity for comparisons. It has sought to draw out the relative importance of political will (including the intentions and authority) of governments, and to critically assess their capacity, the degree of co-operation they gained from civil service actors, and to assess the relevance and appropriateness of international donor interventions.
Decentralization is a global theme. During last three decades scholars have advocated its inclusion in the reform agenda of countries after countries. The approach to decentralization has not been uniform in all countries. Variations have resulted due to Political pressures and changing economic circumstances. All these turn have considerably influenced the nature of public administration in the countries concerned. Strong arguments have been put forward to initiate a process of rethought in terms role and objectives of public administration to effectively meet some critical challenges. These are: managerial, quality, democratic, professionalism and responsibility. All the challenges are indicative of an uncertain time in the context of a borderless world and shrinking resources and increasing demand or effective service. In this context decentralization has come to occupy a preeminent position in many countries. In this assignment I discussed about theoretical concepts and approaches of decentralization and analyze the degree of practicing decentralization in Bangladesh to reorganize government offices and autonomous bodies focusing specifically on two forms of decentralization, i.e., de-concentration and delegation. In the process rationale and forms of decentralization are discussed. In the conclusion measures have been recommended to improve the quality of administrative decentralization in Bangladesh.

Present paper discusses major debates over standing of sovereignty and public administration of Bangladesh contributed by some scholars. The three phenomenon state, sovereignty and public administration are directly and indirectly related each other. Existing literatures show that state couldn't practice its absolute power due to external influences and politicization of bureaucracy. Their relationship is very close and significant. Sovereignty and Public administration are affected by various external and internal matters such as distinction of sovereignty, global interference, and fragile mechanisms of accountability and immeasurably politicization of bureaucracy. The study found devastates money and workforce, dysfunction of bureaucracy, immeasurably politicization of bureaucracy and fragile mechanism of accountability etc. This paper found a clear idea about nature of state, status of sovereignty and public administration by using content analysis. It is true that patriotic political leader and strengthen of national economy could bring real feelings of being independence. This study has used content analysis method.

Public management in developing countries like Bangladesh is characterized by long bureaucracy, unnecessary procedures, and they are not customer (citizen) friendly. Many a times, there is good intention from politically elected officials and career public managers. But they are not aware of the basic rules of the game and modern management practices. Most of the public sector management reform studies are done or coordinated by national or international bureaucrats. There are few comprehensive and integrated studies, particularly from business management perspective, particularly in developing countries like Bangladesh. A study is needed which will try to argue that awareness of the simple management principles can improve the performance and quality in public administration/management immediately, just with strategic support from top (policy and regulatory reforms), and basic management training (business management principles). The research approach and methodology will be broadly qualitative and will involve in depth observation and case study. The outcome of the study is not expected to be a prescription for any single ministry; rather it will provide examples led framework that can be applied to any government run initiatives to improve day to day management. This paper tries to propose a research approach for a study that will develop a practical road map for solving everyday citizen experience problems right away.

The paper attempts to analyze the consequences of political pressure placed on the Public Service Commission (PSC) of Bangladesh. Through extensive literature review and empirical research, the authors conclude that the independence, efficiency and effectiveness of the PSC largely depend on the politics–administration relationship. Furthermore, this relationship is affected by regime types and it regulates the optimum functioning or malfunctioning of the institution.
