A webinar presentation on Co-creating Smart Cities in India.
As on today more people are living in urban areas than in rural areas as per World Urbanization Prospects -2014 report of United Nations [1]. By 2050 India, together with china, will be home for 30% of global urban population. Hence making an Indian smart city is the need of the hour. A successful Indian Smart city will make its position among the few nations on globe, the way Nuclear & Space missions demonstrated India’s Technological & Engineering Innovation prowess. Smart city making needs a vision which can integrate the globally best technology while retaining local pride & divinity. A Co-engineering philosophy with multi-disciplinary engineering skills is proposed which effectively ensures flow of water, electricity, information, and people in harmony. Technological architecture of Internet of things & Technologies for a smart city needs right choice of sensors, information protocol, and analytics platform and a Mobility interface for best user experience. Smart city has to accommodate the complex network of power, road, rail, water, and data; hence it must be designed with globally best safety & security standards.
Smart cities optimize the use of technology in the design and operation of infrastructure and buildings in a way which meets the current and future needs of their citizens. To be truly ‘smart’ they also require consideration of governance and growth, urban development and infrastructure, the environment and natural resources, society and community. Physical digital integration of infrastructure will be of utmost importance for the success and survival of the next generation of cities. The trend of migration of people from rural to urban areas is putting a thrust on the cities throughout the globe. As India's population continues to grow, it is predicted that about 25-30 people will migrate every minute to major cities from rural areas in search of better livelihood and better life style. It is estimated that by the year 2050, the number of people living in Indian cities will touch 843 million. To accommodate this massive urbanization, our country needs to find smarter solutions to manage complexities, reduce expenses, increase efficiency and improve the quality of life. Therefore, the city components viz. engineering (buildings, road network, energy, water and waste management and ICT), administration (governance, education and transportation), health (healthcare facilities and environment) and citizens needs to be smart for developing smart cities. A smart city is one that has digital technology embedded across all its components to enhance performance, to reduce costs and optimize the resources. The concept of a smart city has no end point, but rather a process, or series of steps, by which cities become more livable and resilient and, hence, able to respond quicker to new challenges. In this paper, efforts have been made to elaborate drawbacks of the components of existing cities along with finding smarter solutions to achieve the target of future smart cities in India.

India is the 10th, largest economy in the world, even though standing 2nd position in the global population. And 70% of GDP is coming from urban areas, while we are just investing 1.70 for urban development. For the best economic growth, India still needs to be focused much more on the consistently growing sectors like, Infrastructure, Industries, Hospital Services, Tourisms, IT, Foreign Direct Investments, Research & Development under PPP model, foreign collaborated Higher Education Systems, Service Industries, e-Governance in a more better way. So it is the need of an hour that India needs to concentrate in constitution of 100 Smart Cities in fourth coming years under the visionary of Prime Minister Shri. Narendra Modi to upsurge more Gross Domestic Products (GDP). This research article is focusing on the essence of Smart Cities and conceptual views about Smart Cities by different practitioners. More over this paper is also discussing about "Smart Cities -Six Dimensions" in details for understanding this new urban paradigm shift phenomenon. Besides these, this research manuscript also talks about the Smart Cities enablers comprising of Internet of Things technologies and testimonies of different world Smart Cities applications. The best part of this article is depicting of prerequisite considerations "How to set up 100 New Smart Cities in India" with some models and examples.
It is vital to examine few face changing trends in the context of emerging new technologies across the globe. Smart Cities is a concept, which promotes the integration of information and communication technologies in cities to improve economic growth, quality of life, governance, mobility and sustainability. Though, there is no universally accepted definition of a smart city, it gives different perceptions to different people. The concept varies from city to city and country to country depending on the level of development, willingness to change and reform, resources and aspirations of the city residents. In a country like India it is bit critical to turn the cities as fully technolized and fully equipped with smart trends, why because we have roots of rural traditions and culture. Still it's not that difficult to mould them as smart towards 360 degree development. Given its current policy importance, this article examines how the smart cities agenda has emerged, what it as encompassed and its potential for transformative urban development. This also describes the focus on the vision and concept of how the smart city element has shifted overtime and had been evoked in different ways to serve different purposes. The success of the Smart City Mission is largely dependent upon the finance generation at the State-level as well as private investments. Taking a step forward, this paper also examines the need and emergence and framework of cities to become smart.

The concept of smart cities is growing across various countries of the world as the population continues to grow. As a developing country, India has also taken up the initiative to develop and promote the smart city culture in the country. The smart city mission developed by the government was the first step towards this initiative. The mission promised to create and develop smart cities in the country that would make stand among the countries that are a part of this program. This research tracks the smart city mission that was launched by the Indian government along with the plans and policies put forth by the authorities. The issues that hinder the growth of the mission have been discussed. The various gaps that existed and slowed down the growth of this mission have also been identified.

The smart cities mission of the Government of India has opened up new pathways for urban redevelopment and transformation. But given the limited resources available with a developing country, a more pragmatic approach would be to first learn from the best international experiences and approaches and then implement those in Indian context. With this view, the chapter examines some of the best practices related with different aspects of a smart city and suggests their relevancy for the development of smart cities in India. The study found that by focusing on the five core areas (i.e., urban mobility and public transport, safety and security of citizens, health and education, water management, and robust IT connectivity and social networking) the concerned authorities in India can successfully achieve their goal of urban redevelopment and transformation with scarce resources. Limitations and scope for future research are discussed in the end.

India is on the path of developing its smart cities at a faster pace in near future. But what constitutes a smart city and what is purpose of this focus remains to be explored. Through in depth literature review and grounded approach this paper, appraises the genesis of smart city to develop a better understanding of urban problems. It explores how smart cities intend to relate the infrastructure, operational functioning, planning through management, control and optimization to ensure equity, fairness for realizing better quality of city life. The paper also attempts to review how informed participation creates shared knowledge for democratic governance. Anticipated paradigm shifts that will occur in this area of research and the expected impacts in developing and planning smart cities in general and in particular the steps being taken in India in development of smart cities is delved into.
