Indian higher education system is very complex with very less amount of autonomy. The institutional autonomy basically means giving Institution a large degree of freedom to steer itself to achieve its goals and objectives. The autonomy is expected to provide a better framework through a decentralized management culture. Creating successful universities needs a supportive governance structure in which they have autonomy to achieve objectives, whether research or teaching, with appropriate level of accountability. This paper discusses about the meaning of institutional autonomy, its different types, relation between autonomy and quality, key issues of autonomy, meaning of autonomy and current level of autonomy in Indian Universities.

Autonomy is the backbone of higher education in India. It encourages the colleges to innovate practices and achievement of excellence. Institutional autonomy denotes the power and capabilities of educational institutes to set their policies for teaching and learning, research, admission procedure, fee structure, evaluation procedure, and implementation. The college should practice autonomy at the grassroots level to address the need of the hour. An attempt has been made to analyze the history of college autonomy from ancient India totodays'UGC'srevised guidelines. Major recommendations of committees and commissions, their objectives, their implementation, drawbacks, and reasons have been discussed.

The need for autonomy in higher education arises on the grounds of academic expansion, excellence and innovation. The whole field of higher education in India is plagued by multiplicity of controls and interventions exercised by the government with the result that there is quantitative expansion without excellence and innovation. There are more than six authorities or bodies exercising controls on management education which has to play a crucial role in the growth and development of the country. The Draft New Education Policy of 2016 admits the need for autonomy in higher education. But it fails to identify suitable mechanisms for guaranteeing autonomy that is needed for transforming India by maintaining excellence in higher education. It is heartening to know that the Union Budget for 2017-18 recognizes the phenomenal significance of autonomy in the institutions imparting higher education. It goes without saying that the States should complement the efforts of the Central Government for what is absolutely needed for ensuring both excellence and innovation in higher education in the times to come.

Autonomy in higher education is a functional status given to colleges by University Grants Commission (UGC) for giving greater flexibility towards academic development with regards to improvement of academic standards and excellence. Institutional autonomy not only provide ample opportunity for colleges to take up innovations to bring quality and relevance in higher education but also brings statutory changes to the institutions as a whole. Attempted has been made in this study to discuss the concept of Autonomy, the notions of Institutional Autonomy in Higher Education and the Recommendation India"s National Education Policy-2020 on Institutional Autonomy. Major challenges regarding the implementation National Education Policy-2020 on Institutional Autonomy have been discussed.

In order to reform and modernize the system of higher education, an important step is to assess the constituent parts of the institutional autonomy of higher education institutions (HEI), which allows, on the basis of a combination of the level of autonomy of higher education systems of countries and their universities, and indicators of the quality of scientific and educational activities of the HEI, to ensure a unified approach to information and analytical assessment of university autonomy in general. The study encompasses the concept of university autonomy in the context of higher education reforms of Pakistan in 2002. It uses case study research methodology and explores two core dimensions of university autonomy namely administrative autonomy and financial autonomy. The study aims to describe the nature and extent of administrative and financial autonomy at University of Education, Lahore. The data collected is of qualitative in nature and is collected mainly through observations, in-depth semi-structured interviews and analyses of the available documents. The research employs amalgamation of judgment and snowball sampling techniques. The respondents included members of administrative staff and the senior faculty of the university. This study focuses on the impact of governance and more specifically on autonomy as a major dimension and mechanism in the context of higher education and its role in improving of the performance of education. Thus, the aim of our research is to address the close relationship between academic autonomy and the performance of public higher education institutions by taking the case of the University of Sfax as an example. The quantitative study of the different members of the Scientific Council of each institution shows that the governance of higher education, a key dimension of the health of the system, has a strong impact on the performance of higher education systems.
