The paper examines the evolution of South-South Cooperation (SSC) in the context of Chinese economic engagement in Latin America. It highlights the historical backdrop of SSC since the end of the Cold War, discussing key initiatives such as the Buenos Aires Plan of Action and the Economic Cooperation among Developing Countries (ECDC). The paper emphasizes the importance of technological collaboration and moral power in fostering partnerships among developing nations. It also considers ongoing projects that align with the 2030 Agenda and the Paris Agreement, calling for greater collective efforts to address global challenges.
This course focuses on the nature and roles of International Organizations; Intergovernmental Organizations, Non-Governmental Organizations, Multinational corporations as well as Hybrid Organizations on the international scene characterized by uncertainty. It will provide students with an understanding to the evolution of the international system, its changing nature and the major actors. Cooperation and development amongst states and non-state actors has become one of the largest and most visible policy fields, and is increasing in importance day-after-day. Therefore the topics understudy will include focal areas such as; international organizations and global governance, the evolution of the international system, the growth of states and non-state actors in the international environment, the United Nations Organizations and Regional Organizations with focus on AU.
The International Cooperation Development is an instrument used by the major powers in the sphere of international relations. As such, it has served mostly the interests of donors than the improvement in living conditions of the target population, with regard to human rights. However, the international cooperation must be guided towards the satisfaction of basic human needs, according to its original sense in the Charter of the United Nations. The International Cooperation links directly with the social justice by seeking to promote the socio-economic progress of the population and the improvement of the living conditions of all citizens on the Planet, rebalancing in this way, the North-South relations. It must be considered a Guarantee (in a sense not technical-legal) for the realization of economic, social, and cultural rights and a principle of international law that must guide the action of the States in favour of the full satisfaction of basic human needs on every place on Earth.
The UN is the most influential organization of the modern era and plays an active role in the development of economic relations between various actors in the world. The UN system of organs for economic cooperation includes the Economic and Social Council (ECOSOC), the United Nations Conference on Trade and Development (UNCTAD), the United Nations Industrial Development Organization (UNIDO), and the World Trade Organization (WTO). The article emphasizes the importance of economic cooperation within the UN framework in achieving global development goals and promoting inclusive and sustainable economic growth.

Six years after its launch, offi cials can no longer claim that the India–Brazil–South Africa (IBSA) Forum is still in its infancy. It is time to evaluate results and missed opportunities to provide a balanced assessment. In the wake of an international fi nancial crisis and a changing global architecture, its original raison d’être — multilateral system reforms, stronger coalitions of the South and development co-operation — is more pertinent than ever. Critics question its achievements and the merits of a coalition of emerging powers that excludes notables like China. The new coalition agreement presents some striking reforms in the field of international cooperation. One ambition is to establish clearer links between policy addressing sustainability, poverty reduction and security. The creation of the new post of Minister for International Trade and Development Cooperation underlines that there is indeed a relationship between international trade and poverty. However, the ambitious programme is accompanied by a 25% reduction in the development cooperation budget. It seems that the government hopes to do much more with much less funding. Dynamics of IBSA Development Cooperation, 2019
Considering that IBSA has lost part of its dynamism after 2011 – what culminated in the absence of a summit in 2013 -, this paper presents a historic-sociological look constructed in a very panoramic way, highlighting some of the main moments of South-South articulation and thinking in the respective foreign policies of India, Brazil and South Africa since the 1950s and how they culminated in the creation of this very innovative diplomatic tool in the 2000s. Looking to IBSA historically also helps it to (re)signify the objective of our study at the present time, as we are always narrating from the present and, in that regard, the reader might notice that even though many contextual changes took place, both nationally in IBSA countries and internationally since 2003, the core elements that inspired the creation of the Forum are still there. Thus, arguing that IBSA keeps being relevant and is a potential international normative and developmental power, the paper also highlights and debates the main elements of IBSA’s agenda (regarding it as political coalition, inter-ministerial cooperation and South-South cooperation for development tool), pointing out some elements that could help to understand its lost of dynamism in the most recent years. It also lists some lessons learned and some elements that could be taken into consideration to take IBSA forward.
