Higher Education Systems and Institutions in Cambodia experienced significant changes from limited access to mass education post-1997 privatization, leading to a dramatic increase in the number of higher education institutions (HEIs) and student enrollment. However, concerns arise regarding the quality and relevance of education to labor market needs, with most students gravitating towards business-related courses, while the fields of STEM and liberal arts remain underrepresented. Despite an increase in female enrollment, graduates face challenges in competency and underemployment, prompting the need for a reform that aligns educational outcomes with economic demands and diversifies into technical and vocational education.

The study analyzes the growth of higher education in Cambodia by considering indicators like number of institutions, number of enrolment, number of teachers and expenditure on education. Further, it examines the factors determining the growth of higher education (enrolment) in the country. The results of the study show phenomenal growth of higher education in the country over the period of study. The opening of new universities, institutes and branches of institutes in the country was due to the increasing demand for higher education by a growing knowledge-seekers, the commitment of the government to provide greater access to higher education and incoming of private players into the education sector. It is also revealed from the study that number of students passed out from high schools and per capita GDP at current prices had significant positive impact on the enrolment of students at higher education level in the country. Thus, the findings have implications for education service providers, planners, policy makers, non-government organizations, donors and other stakeholders in ensuring provision of educational facilities to meet the growing demand for higher education in Cambodia.

In the past few years, Cambodia has seen an explosion in the growth of Higher Education that has been, to a large extent, absorbed by the dramatic rise in the number of private Universities. There are now some 106 campuses across the country. In the academic year, 2007-8, there were 110,090 bachelor degree students enrolled, among which 46,395 were in public Universities and 63,695 in private ones, according to Ministry of Education figures. There were also 15,802 Associate Degree students and 11,209 post –graduate students (over twice the number of the previous year).The vast majority of students - even in state universities - pay fees of about $400 a year. More than half of the 5,184 postgraduate students in Cambodian Higher Education Institutions 2006-2007 took an MBA or a related financial management course.
