University of Tennessee Chancellor's Professor Carol Tenopir, Professor Suzie Allard, and Adjunct Professor David Nicholas are leading a team of international researchers on a the project, "Beyond Downloads," funded by a grant from Elsevier. The project will look at how and why scholarly electronic articles are downloaded, saved, and shared by researchers. Sharing in today's digital environment may include links posted on social media, like Twitter, and in blogs or via e-mail. Having a realistic estimate of this secondary use will help provide a more accurate picture of the total use of scholarly articles.

In 2015 libraries from five Cuban universities supported by an international project sponsored by the Flemish Interuniversity Council (VLIR), started the development of digital libraries using Dspace to manage all the scientific and academic outputs stored in their collections with the aim to socialize, preserve and increase the visibility of the scientific and academic production at national and international level. This paper presents the main features of the first Cuban Digital Library Network, the characteristics of each repository and other platforms, their interoperability and the development of a national harvester system to allow the information’s search and retrieval through a single interface. The number of scientific journals and thereby the number of published articles grew with an enormous rate in the last century (e.g. Price 1986; Henderson 2002). In the second half of the 20 th century the system seemed to abut against its boundaries, because in relation to research budgets, library budgets did not grow fast enough to cover all the scientific output produced. Price increases well above the inflation rate set by commercial publishers that bundle disproportionately high market power-especially for journals in the Science-Technical-Medicine-Sector in the last thirty years-intensified the situation even further. This situation is known as the serial crisis. New Information and Communication Technology (ICT) driven publication models are established and seem to be a promising way out of the crisis because they reduce distribution costs significantly. Especially the open access (OA) movement that advocates free electronic access to scientific output is subject to a fierce public debate. In this paper we will detail problems associated with OA and suggest a Peer-to-Peer (P2P) system that supports electronic scholarly communication as a tool to address the economic problems mentioned above.

Information technologies have found their application in virtually every branch of health care. In recent years they have demonstrated their potential in the development of online library, where scientists and researchers can share their latest findings. Academia.edu, ResearchGate, Mendeley, Kudos, with the support of platform GoogleScholar, have indeed increased the visibility of scientific work of one author, and enable a much greater availability of the scientific work to the broader audience. Online libraries have allowed free access to the scientific content to the countries that could not follow the economic costs of getting access to certain scientific bases. Especially great benefit occurred in countries in transition and developing countries. Online libraries have great potential in terms of expanding knowledge, but they also present a major problem for many publishers, because their rights can be violated, which are signed by the author when publishing the paper. In the future it will lead to a major conflict of the author, the editorial board and online database, about the right to scientific content This question certainly represents one of the most pressing issues of publishing, whose future in printed form is already in the past, and the future of the online editions will be a problem of large-scale.

This paper will trace the evolution of scholarly communication from the 1 2'h centure up to electronic journals, e-prints, e-scripts, electronic theses and dissertations and other digital collections of grey literature that emerge, with different degrees of acceptance in several disciplines, in the context of the new publtshing models of the present day. The "open access or archiving/depositing " of electronic copies of scientific and scholarly research papers. theses and dissertations and other academic materials into networked servers, aims to ensure the widest possible dissemination of their contents by making them freely available on the public Internet, facilitating full use by readers without financial, legal or technical barriers, other then those related with gaining access to the Internet itself The free and unrestricted online availability of this literature gives readers an opportunity to find and make use of relevant literature for the advancement of science and technology. From the point of view of authors, open archiving brings increased visibility and widens the readership and impact of their research work. For researchers in poorly resourced organizations and/or countries, access to this open archive material has great potential value, as it facilitates the retrieval of research results through the Internet. At the same time, it also allows scientists in these organizations/countries to participate in the development of the global knowledge base. The paper will outline the strategic factors that impact on -the acceptance of these scholarly materials, available through "open access or archiving/depositing ". Several international initiatives aiming at the creation of a global network of cross-searchable research materials are underway. Some of the more relevant ones will be reviewed. The impact that the availability of these novel scholarly materials is having, on changing roles and responsibilities of information managers, will also be highlighted.
