In keeping with the vision of its parent institute, and also in line with its mission, the library at the Indian Institute of Management, Lucknow (IIML) has been conducting innovative continuing professional development programs for professionals engaged in the library and information sector, for the last over ten years now. More than thirty such programs, on areas like: (i) Quality Management, (ii) Marketing, (iii) Information Technology Applications, (iv) Human Relations, and (v) Communication, in the context of library and information systems and services, benefiting over six hundred top and senior level professionals, have already been conducted. Feedback from the participants has continually been revealing that the programs were very well received, and at times had even surpassed the expectations. As a result, significant positive developments have also been noticed to have taken place in many of the participants' library and information systems in so far as their Systems (SIS), Indian Association of Teachers in Library and Information Science (IATLIS), Uttar Pradesh Library Association (UPLA). • Library schools and training centres-all LIS Schools, National Institute of Science Communication and Information Resources (NISCAIR)-erstwhile Indian National Scientific and Documentation Centre (INSDOC)-, Documentation Research and Training Centre (DRTC). • UGC-academic staff colleges of different universities, INFLIBNET. • Consultants-retired people of the profession.

Public library is the nerve of the education and culture and the National Library is in core center in the system and it has resulted ongoing changes in a society’s economy, education, policy, tradition and religion.In the public library system, National Library is the apex library and extensive use of Information Communication Technology (ICT) in its housekeeping operations and activities has tremendously impacted the type of services delivered by public libraries in the society. In present study the ICT based library services provided in a public library has been discussed with special reference to the National Library of India. The paper also explores the possibility of introducing other modern ICT based user services where the National Library can initiate those facilities to its users. The main objective of this study is to examine the services provided by National Library of India to its esteemed users.

There is a strategic shift in addressing the question of why to include citizens in an increasingly information driven society towards how to make the inclusion in more relevant way. The abundance of new information and communication technologies (ICT) has transformed the global economy. From education and social inclusion to careers and politics, societies are increasingly networked; participation in an information - driven society necessitates access to technology and the motivation to use it. However, there are increasing concerns that differences in technology access and use have an impact on social inclusion, educational outcomes, and learning. Boosting digital participation, or e- inclusion, has become the aim of policy decisions, but how best to accomplish this goal remains uncertain. E - Inclusion has been conceptualized in many different ways. In the 1990s, the concept of a “digital divide” emerged, focusing on whether or not people had access to computers and the Internet. Looking at this global demand the democratic nation of India started showing its concerns for encouraging social inclusion in digital education and digital world. The recent political economy of Digital India Campaign is hence an extension of the dream of shifting the traditional classroom environment learning to digital learning. But in a nation like India this has to do with many socio, cultural and economic handicaps. It is quite evident that the major issues of digital divide and exclusion i.e. access to Computer knowledge and Internet infrastructure still shows a significant gap in technology uses between regions in India. Therefore, in this paper it is aimed to discuss about the issues of social inclusion in e – learning in India and the responses of Indian state in an analytical framework. The paper will adopt a historical analytical method to analyze the data collected from secondary sources like book, article, e-resources and government reports.

The emergence of digital technology and computer networking have provided means whereby information can be stored, retrieved, disseminated, and duplicated in a very fast manner. Digital libraries have made considerable advances, both in technology and its applications. The digital library initiatives at international level are many, but in developing counties like India they are still in a nascent stage. But with the initiative like Million Book Project, initiated by Carnegie Mellon University, the culture of digital library has also made a beginning in India.

Wide geographic region and large diverse population of India is the main barrier to spreading education to the masses. Today now in the 'Digital India Era' digital libraries become a boon for the education system. The government uses technology in many of its activities, and providing high-quality education is among them. A one-stop source for all information needs is the National Digital Library of India (NDLI), it gives access to wide range of information by sources, file types, subjects, and educational levels to anyone and anywhere 24*7. The present paper aims to analyze the current status of NDLI. The information gathered for the latest work from the NDLI's official website and then further evaluated to meet the project goal.
The emergence of Internet has added a new dimension to information technology which gave birth to the new concepts of Digital Libraries (DLs), Knowledge Management (KM), and archiving of indigenous culture and heritage materials. The Digital Libraries have emerged as a crucial component of global information infrastructure, adopting the latest Information and Communication Technology (ICT) to promote an organisational structure that encourages communication and resource sharing between the academician and scholars across the nations. In India, a number of digital library initiatives and digitization programmes have been initiated across the country. Most of the digital library initiatives are government funded. The Ministry of Communications and Information technology has also established the Digital Library of India. This paper discusses various problems, challenges and issues involved in design and development of digital libraries in India.

Nalanda Library and Taxsila were epitome of our rich Library legacy. Connemara Public Library of Madras and Khuda Baksh Oriental public library (Patna) and Sarasvati Mahal Library, of Tanjavur is the front runner of mile stone in the history of public Library. With Passes of public library acts and formation of different library associations in India could not up to the marks in the development of public libraries of India. With the development of ICTglobalized world and liberalization, the transfer of technologies helps academic libraries to keep pace with time have made Some remarkable progress in the field of Library recent automation, digital library and institutional repositories .How ever during last few years Govt. of India also supported Library activities through different programmers and policy matter .Some recent initiative by Govt. of India in 2013-2014 and early 2015 also noteworthy of discussion.
Library associations have had a presence in India since early nineties currently experiencing a remarkable increase in numbers and facing significant challenges as they move into digital future. An attempt has been made to comprehend the status of library associations in India through SWOT analysis and in this way this paper intends to identify the strengths & potential weaknesses and draw attention on the immediate need of restructuring and merging these associations for new working model should function in close partnership with other groups; could be stronger financially and have more clout in pursuing and meeting the objectives and goals of its members. Author has tried to explore the extent to which library associations seek to protect and advance the interests of members and responding to the ongoing changes and preparing them for the future. At the conclusion recommendations are made for carefully planned public relations programs by leveraging convergence Technologies could guarantee long-term success of library associations.

One of the fundamental ways of improving the quality of higher education is to facilitate and support the processes of creating, accessing, and using information/knowledge. The world of scholarship has changed dramatically in the last decade. Information and Communication Technologies (ICTs) are the catalysts of this change. The ICTs have given us the power to manage information more effectively and also the means to dissolve barriers and offer equity of access to knowledge and information.
