Health development is basically build quality of human life with the aim of increasing awareness, willingness and ability of healthy life for everyone to realize the degree of public health as high. Problems related to health are the problems faced every day by the people, and a serious concern for the government. Therefore, the index measuring people's health is one of the efforts to determine the health status and health problems in an area. This study aims to describe how the index of health development in Serang District in 2016. The study was a descriptive quantitative research. The results showed that the index of development of Health in Serang District is at 0.7709 with a good category. Of some indicators found that the indicators that need attention are the indicators related to access to water, access to sanitation, diseases caused by poor conditions of hygiene and healthy behavior such as diarrhea and hypertension. Konsep kota sehat merupakan pendekatan untuk menciptakan lingkungan perkotaan yang aman, nyaman, dan sehat bagi warganya. Indikator kota sehat mencakup aspek pokok, umum, dan khusus yang meliputi berbagai sektor kehidupan masyarakat. Kota Semarang berhasil mewujudkan konsep kota sehat dan memperoleh penghargaan "Padapa" dari Kementerian Kesehatan RI. Keberhasilan ini dicapai melalui berbagai program yang meningkatkan derajat kesehatan masyarakat, seperti penurunan angka kematian bayi dan ibu, peningkatan Perilaku Hidup Bersih dan Sehat (PHBS), serta perbaikan fasilitas kesehatan dan sanitasi. Implementasi kebijakan kota sehat di Semarang melibatkan peran aktif pemerintah, masyarakat, dan pemangku kepentingan lainnya. Meskipun menghadapi tantangan seperti keterbatasan sumber daya dan partisipasi masyarakat yang belum optimal, Kota Semarang berhasil mengatasi hambatan tersebut dan menjadi contoh keberhasilan implementasi konsep kota sehat di Indonesia.
