Achieving local development can only be by building a positive relationship between rulers and the ruled by expanding the scope of societal participation in the governance process and giving civil society institutions and the private sector a greater role in the development process, by adopting effective and sound mechanisms and the existence of tools of control and accountability and the dissemination of a culture of good governance In local bodies, this leads to the activation of local groups in order to embody participatory democracy by expanding the options available to all citizens in order to achieve development.

أهداف البحث:استهدف البحث الحالی تقدیم تصور مقترح لتحقیق مجانیة ریاض الأطفال فی مصر من خلال إیجاد بعض مصادر التمویل البدیلة وبعض الآلیات لتحقیق هذا الهدف. منهج البحث:استخدمت الباحثة المنهج الوصفی وذلک لملاءمته لموضوع البحث. أدوات البحث: اعتمدت الباحثة فی هذا البحث على الأدوات التالیة:- 1-المقابلات المقننة مع بعض مدیرات وموجهات ریاض الأطفال بمحافظة سوهاج. 2- استطلاع رأی موجهات ریاض الأطفال حول مصادر التمویل البدیلة وبعض الآلیات لتحقیق مجانیة ریاض الأطفال فی مصر. عینة البحث:وتکونت عینة البحث من (64) موجهة ریاض أطفال بمحافظة سوهاج وهم یمثلون المجتمع الأصلی کله حیث بلغ عدد موجهات ریاض الأطفال بالمحافظة (64) موجهة. نتائج البحث: توصلت الدراسة إلى مجموعة من النتائج وذلک فی ضوء الدراسة المیدانیة التی قامت بها الباحثة ومنها: -یتطلب تحقیق مجانیة ریاض الأطفال فی مصر إیجاد مصادر تمویل بدیلة وآلیات محددة تتمثل فی مشارکة مؤسسات المجتمع المدنی فی تمویل ریاض الأطفال باعتبار أن التعلیم لیس مسئولیة الدولة وحدها وإنما مسئولیة المجتمع بأکمله. وفی ضوء نتائج الدراسة قدمت الباحثة تصور مقترح لتحقیق مجانیة ...

This article tends to identify the most important economic variables of local savings by analyzing the development of a group of these variables that affect the effect of domestic savings according to economic theory in general, and the impact on the domestic savings in the Algerian economy in particular from 1985 to 2015. The former is based on financial depth, interest rates, income, inflation, public budget balance and oil prices. The study shows that local savings in Algeria are significantly affected by the fluctuationsof oil prices which are vulnerable to other variables themselves.

With the Egyptian ministry of Interior tightening the security procedures of the police buildings and exaggerating the design of these buildings physical security elements, the main features of cities and the urban nature of them were distorted; in addition the Ministry of Interior incurred heavy costs for insurance. Because the general impression is the low level of police buildings physical security, the familiar view of the mental image is typical and repetitive; this research came to analyze the physical security elements of those buildings in an attempt to change the philosophy of physical insurance for police buildings in Egypt. The research followed the comparative analytical approach in analyzing the physical security elements of local and international police buildings in accordance with the different variables surrounding each building, to identiy the various alternatives of the physical security elements and to prove that the physical security of police buildings in Egypt is not optimal and that they are just rigid templates apply standard criteria.
