The view of Vietnam on the APEC Education Strategy.
The Asia-Pacific Economic Cooperation (APEC) forum is at a critical juncture caused by Washington’s withdrawal from the Trans-Pacific Partnership and Beijing’s support for the Regional Comprehensive Economic Partnership. As the APEC Chair in 2017, Vietnam is urging members to focus on “Creating New Dynamism, Fostering a Shared Future,” renewing APEC’s agenda, and reaffirming objectives central to its development.

This paper provides an overview of the complex relations among history, education, political economy, and social change in Vietnam. Vietnam has a long history of education and a literate culture. The evolution of Vietnamese culture and society is characterized by both persistence and change. Social and political persistence and change have been profoundly affected by education in Vietnam. In this paper major external influences on Vietnamese education and social change are considered, including Chinese Confucian influences, French colonial influences, Soviet and US influences during the Cold War, and more contemporary international global influences as Vietnam has become part of the global economy and international regimes. The importance influence of the policy of "doi moi" (economic renovation) introduced in 1986 is seen as resulting in a major transformation in Vietnam. The paper concludes with a discussion of Vietnam's future and its goals of developing a modern economy through a priority on the development of human capital through a distinctive Vietnamese educational system, drawing eclectically and creatively on diverse external influences.
The process of international integration in education is creating new realities in education with the emergence of education market on the one hand and the building of common education spaces/areas on the other hand. This necessitates the corresponding evolution of legal documents in education with some trends such as adaptation of new public management, development of regulatory frameworks in cross-border education, institutionalization towards common education spaces/areas, democratization of education, and educational measurement. It is shown in this paper that with the emergence of new educational realities in Vietnam, the educational legal system is moving seemingly along the same trends, however in a patchy and misaligned way, in favor of market mechanisms. The innovation process of Vietnam education governance is still in a vicious circle due to the scarcity of resources and weaknesses of the research staff. Therefore it is recommended to enhance cooperation and collaboration in view of shaping a common space of educational research in the region, capable of finding reliable and appropriate solutions for common issues of education governance which countries in the region are facing.

This paper traces the evolution of the teaching of international relations (IR) in Vietnam, from the establishment of the first Institute of International Relations in 1959 to the proliferation of departments of IR or international studies from the 1990s. It notes the limitations facing teachers of IR and efforts to develop and standardize the curriculum in recent years. It also examines the way national history is portrayed in the teaching of Vietnam's foreign policy and regional relations in Southeast Asia, with increasing attention paid to the Association of Southeast Asian Nations from the 1990s.
Over the last two decades Vietnam has experienced profound changes in all manner of its social institutions. This volume of essays examines developments in the sphere of education. Broadly understood, education refers to social activities that impart knowledge, skills, or morality. Education can thus take place in innumerable guises and settings. The essays in this volume are focused on Vietnam's education system, understood as the entire set of processes and institutions that govern formal schooling, training, and research activities in Vietnam, and their social and educational outcomes.
