Menimbang : a. bahwa penyuluh pertanian merupakan suatu proses pembelajaran bagi pelaku utama agar mau dan mampu menolong dan mengorganisasikan dirinya dalam mengakses informasi pasar, teknologi, permodalan dan sunberdaya lainnya; b. bahwa sehubungan dengan hal tersebut di atas dan untuk menindaklanjuti amanat Pasal 19 ayat (4) Undang-Undang Nomor 16 Tahun 2006 tentang Sistem Penyuluhan Pertanian, Perikanan dan Kehutanan, dipandang perlu menetapkan Pedoman Pembinaan Kelembagaan Petani;
