— The Government services can be provided with the help of internet and the related projects have been developed in India and many other countries. This is what we call e-Governance today. The main focus of this paper is on Citizen Charter; therefore, we also limit the scope of e-Governance up to this only. Cloud computing offers an easy means of achieving the application model of e-Governance with multi-tenancy.
The focus of this paper is to develop an architecture using cloud for the Citizen Charter application i.e. implementation level detail for the Citizen charter application through Cloud described in our previous paper [1]. Cloud computing offers an easy means of achieving the application model of e-Governance with multi-tenancy. We can use Internet as a type of communication medium and provide a better citizen charter, which can be used by every citizen in spite of his or her diversity & location.

Most of the companies including government organizations are running their applications in the cloud due to the rapid advancement in ICT. In recent years cloud computing is one of the most significantly achieved development in the IT industry which gives a platform to use the application in the form of services which is more scalable, reliable, high performance and relatively low cost as compared to other distributed computing infrastructure. E-Governance is one of the applications of ITC to enable and exchange the information between the G2G, G2C, G2B, G2E modality of society. So it can be seen simply as moving citizen services online, but in its broadest sense it refers to the technology-enabled transformation of government. It reduce costs, whilst promoting economic development, increasing transparency in government, improving service delivery and public administration, and facilitating the advancement of an information society. So for e-gov cloud implementation, resources for egovernance modality can be mapped to the services and deployment models. Though the e-Gov cloud deployment is a greatest challenge of ICT, but the main challenge is the security and protection to both government and the citizens. The main objective of this paper is to provide a clear idea about the e-Gov using cloud computing models and outlines the problems and requirements for understanding the e-Gov paradigm in India.

In the current digital world, the Internet is changing our lives in terms of the way we work, learn, and interact. Cloud Computing has a platform for sharing resources that include infrastructures, software, applications; the cloud is the best way to integrate all departments using e-Governance and business. Many Governments facing critical challenges to maintain pending, unattended documents, reported to the authority, document proof of the statement, law, and order unable to solve over the year. Cloud-based e-governance plays a vital role in solve these issues helping to e-governance services. Citizens easily access government services and provide transparent activities with the help of cloud e-governance applications. This paper discusses cloud computing and cloud-based e-governance in India and to adopt cloud computing in e-Governance applications, challenges and also extended to the usage of cloud-based e-governance.

Cloud computing is the future of next generation of computing. It is a new and emerging concept in the field of computing. There are many concepts involve in cloud computing but the major are Software, Hardware and Network. The collective , shared and integrated nature of all these entities is known as the Cloud. The subject of cloud computing is currently in the very early stages of development and there is a lot of scope to do research in this area. In this paper , we analyze cloud computing and examines its application in the context of e-Governance. As existing e-Governance projects in India are facing many challenges, from development to implementation. We propose the use of cloud computing in e-Governance model ,as a new and ideal solution to face these challenges in future .
The success of the forthcoming endeavors of human civilization depends on the proper utilization of the resources which are becoming scarce day by day. It is observed that while some places have plenty of resources, other places suffer from the lack of it. This discrimination can be wiped out by a proper management and strategy adopted by the Governments of different countries in the form of a properly implemented and managed e-Governance. The existing e-Governance framework can not address all categories of users. In this paper, we propose a new effective framework of e-Governance based on cloud computing concept, which would be intelligent as well as accessible by all.

This model combines SaaS, PaaS, IaaS and SWAN (State wide area network) architecture. This model also gives the detailed level architecture of SaaS, PaaS, IaaS and SWAN individually.
E- Governance offers a large opportunity for serving the citizens in better way. ICT promises lots of advantage in governance process but at the same time requires efforts for changing process, building infrastructures, capacity enhancement etc. The increasing generalization of technology access by citizen and organizations brings expectations and demands on government. At the same time, governments are also proactive in this domain and are planning new ways of interacting, improving services, optimizing processes and revitalizing democracy by spending amount on IT. In this paper, we analyze cloud computing and examines its application in the context of e-government. Existing e-government practices face many challenges, from development to implementation. We propose cloud computing as an ideal solution to these challenges. Cloud computing is the future generation of computing. It entrusts services with a user’s data, software and computation over a network. It is a very new concept in the field of computing software, hardware and network. Cloud computing relies on sharing of resources to achieve coherence and economies of scale similar to a utility (like the electricity grid) over a network (typically the Internet).The worldwide revolution in internet is changing our lives in terms of the way we work, learn and interact. These changes naturally should reflect the way government functions in terms of the organization of the government, its relationship with its citizens, institutions and business and cooperation with other governments.

E-Governance is a way to achieve good governance through ICT in order to have better citizen participation. This could also ensure improved services, optimized Government process and an ideal democratic environment for government operations. The cloud computing is a vibrant application development which provide solution for all E-Governance infrastructure development at lower cost and less time requirements. In this paper, the significance of cloud computing in present scenario has been described. An E-Governance model framework which utilizes the potential of cloud computing is presented. The various aspects and infrastructure requirements for typical Governance cloud has been discussed in this paper. A detail investigation about merits and demerits of the proposed solution has been done on the basis of SWOT analysis and concluding remark has been presented at the end of this paper.
