This article comprises Functional Finance, which established the economic and social infrastructures (or the foundations of the social state) of the European countries. Opposing to the traditional fiscal policies, this model as formulated by Richard Musgrave, promotes governmental intervention to market economy, based on the principles of modern public finance. According to this model priority should be given to efficiency in resource allocation, fairness in income distribution and stabilization goal of the public economy. Unless, these priorities are given in sequence of this main goals; macroeconomic problems such as unemployment, instable prices, unsustainable growth rate and imbalance in international balances couldn't be solved. For this reason, we have analyezed the cases in which government is supposed to intervene with the economy in fullfiling the first goal of efficiency in resource allocation. These are the monopoly, natural monopoly or decreasing cost and marginal cost is zero conditions which call for governmental intervention. Article also includes some empricial studies related to the efficiency in public services with special reference to railroad transportation, that I have conducted in Swiss in 1980s.

The first aim of this study is to calculate the fiscal space in Turkey under the current economic conditions. The second aim is to evaluate whether this fiscal space is sufficient for fiscal policy response if Turkish economy faces a negative shock. In this framework, concepts such as debt limit, fiscal space, fiscal stimulus debt limit, and real fiscal space are defined. Furthermore, such measures are calculated for alternative scenarios.

Bölüm başkanlığı, enstitü müdür yardımcılığı gibi idari görevlerde bulunan Naci Tolga Saruç halen İstanbul Üniversitesi Kalite Koordinatörlüğü görevine devam etmektedir. Şu sıralar akademik olarak davranışsal maliye ve eğitimde kalite konularına ilgi duymaktadır. Evli ve bir çocuk babasıdır.
Antalya ÖZET: Farmakoekonomi oldukça yeni ve önemli bir bilimdir. Farmakoekonomi ilaç tedavisinin maliyet ve yararları üzerinde odaklanmakta farmakoekonomik değerlendirmelerde kaynak oluşturulması ve kullanım için temel oluşturmaktadır. Batılı ülkelerde farmakoekonominin üniversitelerde değişik programlarda yer almasına karşın ülkemizde bu konuda çok az veri mevcuttur. Farmakoekonomi eğitimi amacıyla global bir gereksinim mevcuttur. Anahtar sözcükler: Farmakoekonomi, sağlık ekonomisi, sonuç araştırmaları, maliyetetkinlik SUMMARY: Pharmacoeconomics is a very new and important science. Pharmacoeconomics focuses on the costs and benefits of drug therapy and pharmacoeconomic evaluations provide a basis for resource allocation and utilization. Although pharmacoeconomics takes place in different programs in universities in Western countries, there is little data on the subject in our country.
