Accessibility and usability are well established concepts for user interfaces and websites. Usability is precisely defined, but there are different approaches to accessibility. In addition, different possible relationships could exist between problems encountered by disabled and nondisabled users, yet little empirical data have been gathered on this question. Guidelines for accessibility and usability of websites provide ratings of the importance of problems for users, yet little empirical data have been gathered to validate these ratings. A study investigated the accessibility of two websites with 6 disabled (blind) and 6 non-disabled (sighted) people. Problems encountered by the two groups comprised two intersecting sets, with approximately 15% overlap. For one of the two websites, blind people rated problems significantly more severely than sighted people. There was high agreement between participants as to the severity of problems, and agreement between participants and researchers. However, there was no significant agreement between either participants or researchers and the importance/priority ratings provided by accessibility and usability guidelines.
This paper reports a preliminary study evaluating accessibility and usability of a Brazilian government website-the national digital catalogue of assistive technology (CNPTA). Although since 2004 e-government information should be broadly accessible, several studies indicate that web accessibility has not been accomplished in many government websites. This study is part of a research project that analyses whether this negative outcome replicates on government websites intended for people with disabilities. The website was assessed by automated testing and the results were compared to the outcomes from user testing. The paper discusses the findings compared with past studies and not only proposes specific aspects to enhance the website, but also it outlines several points to be considered in the next steps of the research project, as well as in other research that considers web accessibility and usability for blind people.

A combined objective-oriented and subjective-oriented method for evaluating accessibility and usability of web pages for students with disability was tested. The objective-oriented approach is devoted to verifying the conformity of interfaces to standard rules stated by national and international organizations responsible for web technology standardization, such as W3C. Conversely, the subjective-oriented approach allows assessing how the final users interact with the artificial system, accessing levels of user satisfaction based on personal factors and environmental barriers. Five kinds of measurements were applied as objectiveoriented and subjective-oriented tests. Objective-oriented evaluations were performed on the Help Desk web page for students with disability, included in the website of a large Italian state university. Subjective-oriented tests were administered to 19 students labeled as disabled on the basis of their own declaration at the University enrolment: 13 students were tested by means of the SUMI test and six students by means of the 'Cooperative evaluation'. Objective-oriented and subjective-oriented methods highlighted different and sometimes conflicting results. Both methods have pointed out much more consistency regarding levels of accessibility than of usability. Since usability is largely affected by individual differences in user's own (dis)abilities, subjective-oriented measures underscored the fact that blind students encountered much more web surfing difficulties.

Accessibility is essential for every system or product in order to guarantee equal opportunity for access and use to all, including the differently-abled. Thus it is crucial to remove any technological barriers for special needs users, who explore the Internet by assistive technologies. However, ensuring efficient and satisfactory (in other words, usable) interaction with user interfaces (UIs) of products or services must occur in the design phase, in order to produce UIs that are universally simple to understand, rapid and easy to use. Applying accessibility and usability criteria from the very beginning of the design phase is much less costly than introducing it later, so specific guidelines should be followed from the earliest stages of the design process. In the long run, creating accessible and usable Web UIs will improve overall efficiency and effectiveness of interaction for any individual and organization. developers can only implement good design by becoming aware of all the obstacles encountered by users aided by assistive technologies. Our motivation for this research is the belief that blind users cannot participate effectively in routine Web-based activities due to the lack of Web accessibility and usability for non-visual interaction. We take a cognitive, user-centered, task-oriented approach to develop an understanding of accessibility and usability problems that blind users face in Web interactions. This understanding is critically needed to determine accessibility and usability requirements for non-visual Web interaction.

A novel subjective evaluation model for accessibility is developed utilising a questionnaire survey approach, with reference to the characteristics of disabled groups and the features of university websites. Measuring accessibility, including through usability evaluations, is an important equity step in assessing and improving the effectiveness and usefulness of online learning and general materials for students with disabilities. The popular uptake of blended and online learning warrants an evaluation of the accessibility of web-based university websites for equity in access to quality learning experiences and outcomes. The model conforms to user-centred design theory and is designed on the basis of usability and accessibility statements derived from contemporary accessibility questionnaires and standards. The model is applied to evaluate Australian university web-based systems. The initial data show that 55% of students with sensory disabilities believe the accessibility of their current website content negatively affects their study, and 70% believe the web pages are not well structured for navigation by learners with sensory disabilities.

Functionally illiterate users, that means those lacking reading, writing, calculation and science skills, are potential Internet users, so technological solutions must ensure that content is intelligible to them. The interface design guided by accessibility norms and may improve accessibility, but considering accessibility evaluations is an essential part of this process. Evaluation can be automatic, performed by specialists or performed with the participation of users. Some barriers are only detected with user tests. Usually, usability tests are adapted and performed with the purpose of evaluating accessibility, but most of works in this area dealt with persons with visual impairment. This paper aimed to research the behavior of functionally illiterate users, identifying important characteristics that the evaluators and specialists should consider in the performance of an evaluation of accessibility with this audience. As a result was generated a list of important characteristics that contribute to the adaptation of usability evaluation methods with functionally illiterate users. Besides that, it was elaborated a list of best strategies that the specialists and researchers should consider in accessibility evaluation with the audience under examination.
