Government of India is emphasizing on E-Governance because it has the potential to benefit Indian citizens exponentially and maximize the return on the Indian government’s investment in it. However there is contradiction in India that the India is recognized as a global leader in the delivery of Information Technology services, but at the same time it suffers from very minimal internal use of Information Technology development in the India compare to developed countries. The use of Information Technology tends to lead in the private sector, by corporates, by private entrepreneurs, and Non-Governmental Organisations (NGOs). Whereas it can have greater impact in Government and Public sector, where it is weakest.

E-governance in India has been a focus area recently. Some of the success stories have also been publicized. While the implementations are praiseworthy, they are effort-centered rather than being result-centric. Objective of this paper is to provide a strategic framework for the implementation of e-governance projects in Indian context, to achieve a result-centric implementation. An extensive literature survey is presented on the various aspects encountered in arriving at the strategic framework. This literature survey discusses about the need for transformation to e-governance from traditional governance. In addition, it discusses about the existing approaches, methodologies, technologies, factors and strategic frameworks. Further, literature on e-governance implementation in India is presented. Further to this, this paper analyses some of the successful Indian e-government projects and lists their strengths and weaknesses. This analysis leads to a conclusion on various factors contributing to success of e-governance and the strategic framework. This paper specifically addresses those e-government initiatives that have a direct impact on the citizens and in which the citizens derive benefit through direct transactions with the governmental services.
The traditional approaches dominated in the 20th century failed to respond to the changing environment in rendering the services to the public. E Government bought the revolution in India where government of India has taken steps to deliver the services to the citizens through the means of Information communications and technology (ICT). E government is the transformation of public sector internal and external relationship through internet enabled operations. The contribution and the role of Information communications and technology is very high. The Government of India is transcending from traditional modus operandi of governance towards technological involvement in the process of governance. Currently, the Government of India is in the transition phase and seamlessly unleashing the power of ICT in governance. The government is spending an enormous amount of finances in deployment of e-governance, but, are these efforts are going in the appropriate direction and leads towards intended results? What do the people percept from the concept of egovernance? What is the global perspective about perception of e-governance? What are the major challenges confronting the deployment of e-governance? In this attempt the authors have made an attempt to riposte aforesaid issues. Moreover, the authors have also suggested some plausible suggestions which may help in successful and sustainable deployment of e-governance in India.
In the age of information and communication technology E-Governance and development are seen as synonyms. The advent of information and communication technology as a highly leveraged enabling tool for transforming governance and improving the quality of services provided by the government to its citizens has now been universally recognized. This has resulted in a redefinition of the fundamental concept of governance and also recognizing its potential to change both institution and delivery mechanism of services for betterment of people. E-Governance is considered as high priority agenda in India, as it is considered to be the only means of taking IT to the " Common Public ". Development in E-Governance provides opportunities to harness the power of information and communication technology to make the business governance inexpensive, qualitatively responsive and truly encompassing. India with its e-literate sources is fast emerging as a major initiator in e-governance adoption. This is despite the challenges arising out of conditions related to awareness, literacy, basic infrastructure, bandwidth, issues and multilingual and cultural issues. Added to this is the issue of enabling members of the public service make the transition from the traditional approaches to a new and evolving environment that is defined by ICT development. To keep pace with the surrounding development, governments will need mechanisms to respond to these changes. The present study is descriptive in nature and primarily based on secondary sources of data. This paper attempted to study the major challenges, advantages, and disadvantages of e-Governance in India and given suitable suggestions to triumph the success of e-Governance in India. At eventually, we can say that despite disadvantages in the execution of e-governance in India that the Union government political will and vision for digitally connected India may soon come true.

INFORMATION TECHNOLOGY has brought revolutionary changes in every walk of life. It has accelerated the pace of globalization. Use of Internet and computers for different purposes is increasing rapidly. Internet has facilitated an efficient, speedy and transparent process for disseminating information to the public and other agencies working in different fields. The governments formulate the policies and implement them through their administrative machinery. In this process, there has to be downward, up-ward, horizontal, vertical communication between different departments of the government and the citizens. The electronic Medias of communication and computers have eased the process of administration. So, E-Governance has become a big buzzword today in government circles.

There is time when government department might have come across shortage of resources in one department and excess of resources in the other. This could be due to non availability of the proper data and facilities to access the data. Though the government departments are computerised and networked more for the purpose of Internet usage and mail transfer. Still the information is not properly utilized because the information is stored in different formats, in different platforms. In this paper the focus is made on the use of Information and Communication Technologies (ICT) with the help of which the government department can not only maximize access to information but can also get rid of massive paper work often associated with various government agencies.
The e-Governance (digital government or online government) refers to government’s use of information technology to exchange information and services with citizens, businesses, and other arms of government. E-Governance may be applied by the legislature, judiciary, or administration, in order to improve internal functioning of the system. E-Governance is a process of reform in the way Governments work, share information, engage citizens and deliver services to external and internal clients for the benefit of both government and the clients that they serve. India has evolved over a period of time and various state governments and ministries of central government are at different stages of implementation. What began as computerization of government department subsequently led to streamlining of processes through computer networking. Of late the Government Process Re-engineering and Change Management have acquired Citizen Centricity and Service orientation. The previous e-Governance initiatives played a very important role in shaping the e-Governance strategy of India. The government of India has come up with National e-Governance Plan (NeGP) taking a holistic view of e-Governance initiative across the country integrating them into a collective vision and shared goal. The ultimate objective is to bring public services closer to citizens. The present paper is a review paper that critically evaluates the e-governance initiatives take by Indian government and attempts to find out the difficulties and how to overcome them. With the advancement of Information and communication technology resulted to a shift from traditional government system to a citizen-centric governance system. This advancement in Information and Communication Technology sector also brings the concept of e-governance into the limelight. Each and every country faces a different set of factors that can help or hamper its overall growth towards e-government development. In the late 1990s, ICT (Information and Communication Technology) has been introduced as an instrument to governance, a leap forward leading to egovernance. India has kept up with ICT developments worldwide, but, compared to other nations in a similar economic, position, and the overall ICT infrastructure is poor. In this backdrop, the present study tries to assess the status of e-governance development of Indian economy based on certain indicators. Governments all over the world have been using ICTs such as internet, websites, computers and mobile phones to provide various government services in an efficient, equitable and transparent manner with less corruption. The purpose of this paper is to examine the challenges encountered in e-government as well as the potential opportunities available in the context of Indian society. The study reveal India is still lagging behind in utilizing information and communication technologies for delivering government services online.
E-Governance means providing government services online with use of latest information technology i.e. Online working of a government, providing government services online to its citizens at their door step is known as E-Governance. We can also say that it means online availability of government services. The technology as well as methodology used in E-Governance project provides a clear roadmap for efficient delivery of services at the citizen door step. In today's time the development of any country/society highly depends on the efficient use of E-Governance. Stage of development of any country can be measured by the implementation of E-Governance in that country. Today's Indian government has also full faith in E-Governance. Due to widespread demand ofE-governance from citizens/society and exponentially increasing size of available data, new technologies like Open source solutions and cloud computing need to be incorporated. In this paper, the latest trends of technology that the Indian government has adopted have been discussed. While working on this project we have found that E-Governance has made the working of Indian government much more efficient and much more transparent to citizens. We have also presented an exhaustive list of E-Governance projects which is currently being implemented in India. Governance can be termed as a system where in services to citizens are provided by the administration through a controlling mechanism with four phases, namely - information, interaction, transaction and transformation. Public administration, governed by bureaucratic structures built on rationale principles, that dominated the twentieth century, has failed to respond to the changing requirements of the present times. This paper being critical review and viewpoint is an effort to study whether E-governance can make a significant contribution to the achievement of successful and sustainable deployment of Good Governance in India. This paper attempts to define the meaning of e-governance in national and international perspective. Furthermore it tries to demystify about major challenges in implementation of e-governance in India. It also suggests some inferences to triumph the success of e-governance especially in context of India. It starts with a definition of e-governance, and then presents a general e-governance model and several case studies (initiatives) and examples. The study focuses on extensive study of secondary data collected from government websites, various national and international journals and articles, publications, conference papers, government reports, newspapers, magazines which focused on various aspects of governance. E-governance has been recognized as a vital force for transformational improvement in quality, efficiency and effectiveness of governance. Indian government is making many efforts to provide services to its citizens through e-Governance. Use of ICT in governance (egovernance) fosters all elements of Good Governance. It can be concluded that e-governance is the key to the ― Good Governance‖ for the developing countries like India to minimize corruption, provides efficient and effective or quality services to their citizens. E-governance increase democratic participation, accountability, transparency, and the quality and speed of services. However environment needs to be developed for the effective implementation of e-government in India. The present study provides a starting-point for further research in this field for development techniques for e-governance, resolutions of the barriers for smooth implementations of e-governance.
