This research examines information technology governance with a new lens, by assessing the enacted power of key organizational players and its impact on the choice of information technology governance mode. Demographic characteristics are posited to moderate the effects of power on governance mode. IT governance arrangements refers to the patterns of authority for key IT activities in business firms, including IT infrastructure, IT use, and project management. During the last 20 years, three primary modes of IT governance have become prevalent: centralized, decentralized, and the federal mode. These modes vary in the extent to which corporate IS, divisional IS, and line management are vested with authority for the key IT activities. While a significant volume of research has examined the influence of contingency factors on the choice of a specific mode of IT governance, most of this research has examined the singular effects of the contingency factors. Whereas previous studies have been primarily focused on the structural features of Information Technology governance, this paper describes an exploratory study of IT governance processes. Rooted in competing theories of organizational decision-making, and based on a case study investigation of large complex organizations, this paper examines the design and effectiveness of IT governance processes from both rational and social perspectives. The results indicate that, regardless of the level of environmental dynamism and turbulence, effective IT governance processes are characterized by both methodological comprehensiveness and social interventions, involving strategic integration of business and IT decisions, and building collaborative relationships and shared understanding among key stakeholders. The implications of these results for research and practice are outlined.
IT governance aims to align business and information technology strategies. Organizations adopt IT governance to ensure efficiency, decreased costs and increased control of IT infrastructures. Some believe that IT governance will improve organizational accountability, thereby resulting in return on investments. IT governance frameworks, such as COBIT and ITIL, are internationally accepted and promote these benefits. Even though literature promotes IT governance, practitioners' perspectives of IT governance might not always agree. In a recent survey, 76% of CEOs and CIOs were aware of the benefits offered by IT governance frameworks, yet only 42% of them had any intention of implementing such a framework. This paper provides a limited indication of the perspectives organizations have on IT governance in comparison with theoretical perspectives offered by the literature.

IT governance is viewed as a managerial innovation, which responds to the needs of strong leadership, strategic direction, and control from the highest level within an organization. In today's business world, most organizations depend on information technology (IT) for their day-to-day activities and attainment towards their future business strategies. However, despite improved project management, according to KPMG the track record of IT initiatives in many organizations is not strong, and many fail-particularly when measured against the outcomes they were intended to produce. Recent studies have found "an IT attention deficit" at board level, despite calls for directors to consider a wide range of IT matters including governance. This chapter examines practices and frameworks for effective IT governance in industry and business settings. Utilizing a multi-method research approach comprised of survey and interview techniques, 20 board directors' and senior mangers' perceptions of IT governance and management were sought and analyzed. The findings show there is a need and opportunity for improvement in IT governance and that in most organizations, Australian Standard AS8015-2005-provides a sound foundation for such improvement.
Strategies for Information Technology Governance
In many organisations, Information Technology (IT) has become crucial in the support, the sustainability and the growth of the business. This pervasive use of technology has created a critical dependency on IT that calls for a specific focus on IT Governance. IT Governance consists of the leadership and organisational structures and processes that ensure that the organisation’s IT sustains and extends the organisation’s strategy and objectives. This introductory chapter records and interprets some important existing theories, models and practises in the IT Governance domain and aims to contribute to the understanding of IT Governance and its structures, processes and relational mechanisms.

This chapter introduces current and prior IT governance literature across ive key focus areas being strategic alignment of business and IT systems, delivery of value from IT systems, risk management of IT systems, management of IT resources and measurement of the performance of IT systems. The chapter focuses on synthesising the current literature on ITG to achieve three primary objectives. First, the review presents a detailed overview of research across the key focus areas of ITG. Second, the synthesis of the literature identiies important gaps in ITG research. Third, the review aims to guide future thinking and research on ITG in each of the focus areas. This chapter will provide a comprehensive understanding of the current state of IT governance literature.

Information technology (IT) is increasingly important to organizations and has become essential to the development of sustainable business growth. It is therefore necessary to adopt IT governance (ITG) mechanisms to ensure better solutions, sustainable growth, and better decision-making. As employee behavior is a competitive differential, this work focuses on the behavioral expression of ITG. It aims at analyzing ITG institutionalization's effect on the main dimensions of Organizational Citizenship Behavior (OCB) in Portugal. OCB describes individuals' voluntary commitment to an organization, including attitudes outside of their contractual functions. A descriptive-confirmative ex post facto research was conducted through survey research to 112 employees of IT-related departments and divisions from companies of all sizes in Portugal.
