The main objective of this article is to determine the factors contribute to the construction and destruction of regional economic development. Various theories were formulated for the conclusion of this article. Among the theory reviewed was Schumpeterian model (1950) of social inequalities, Borts and Stein (1964) theory of employment change, human capital and social capital theory. A comprehensive conceptual framework of Regional Economic Development was proposed by determining the factors contribute to regional economic development performance. In attaining regional development, the leadership of the state is proposed to inculcate the islamic values in administrating and making decision for the development of the region.

Disparities across regions and provinces are on the agenda of both developed and developing countries. Differences in terms of development and income between regions are becoming more important policy challenge particularly in developing countries. As a developing country, interregional disparities are seen intensively at east-west direction in Turkey. In recent years with the process of harmonization with the European Union policies, interregional disparities problem and regional development policy issues came to the fore in Turkey. In this paper, Diyarbakır-Şanlıurfa region, located in Southeast Anatolia, the largest region with respect to population identified as regional growth poles by Ministry of Development, is discussed in the framework of regional economic development and competitiveness. Diyarbakır-Şanlıurfa Region is the seventh largest region in Turkey according to population, but socioeconomic development rank of the region is 23 between 26 NUTS 2 regions in Turkey. According to economic base model, local economy shapes regions' size and welfare level. "Information about an area's future population is incomplete without a parallel understanding of the local economy that largely shapes its future." (Klosterman, 1990) As method of the study; in order to determine the basic and leading sectors of regional economy, location quotient technique will be used. Then shift-share analysis will be used to determine competitive areas/sectors of the region and to see economic projection of region. Finally findings and results of the two analyses will be compared and regional economic policy will be developed in the light of the findings. The findings showed that the region has a rapidly growing economy depend on "agriculture", "construction", "mining", "transportation and storage" and "human health" sectors and also for manufacturing industry "food products", "textiles", "non-metallic products"

Changing processes in today's society have led to a new dynamic of adaptation to present conditions of the specific elements of social, economic and civic. Starting from the premise that social and economic development at the regional level is more efficient and realistic than the national average, since the creation of the European Community worries arose and also the regional development policies to combat them. The objective of the paper is to analyze the regional policies, programmes related to this matter, financial instruments and the results of them in the European Union economies.
This paper proposes that a virtuous circle for the sustainable development of a city or region is achieved through a process whereby proactive and strong leadership and effective institutions enhance the capacity and capability of a place to better use its resource endowments and gain an improved market fit in becoming competitive and being entrepreneurial. It is proposed that the performance of a city or region at a point in time and the path of its economic development over time may be represented by its position in a Regional Competitiveness Performance Cube. The paper proposes a new model framework whereby a city or region's economic development and performance is an outcome dependent on how its resource endowments and market fit as quasi-independent variables are mediated by the interaction between leadership, institutions, and entrepreneurship as intervening variables. The experiences of a number of case study cities from a variety of settings in the US, Europe, Asia and Australia are explored within that framework.

The paper analyzes the different approaches of authors to the theme of regional development, specifically in the economic core regions. It defines the basic terminology concepts as region and regional development, shows the factors influencing the regional development and its effects and summarizes existing research on the regional development with a focus on knowledge-based society. The authors discuss the importance of various institutions and impact of the institutional density on the regional development in the context of knowledge transfer.

The article analyzes the dynamics of socio-economic development in the regions in recent years, and the factors that have changed the quantitative and qualitative changes in them. Indicators of the impact of the new economic and social facilities on the living standards of different economic regions and Baku city were also given, including the Theil index and Gini coefficient for economic regions. The article uses systematic analysis, scientific logical summarization, economic classification and other research methods. At the end of the analysis, the relevant findings were substantiated.

In countries such as Iran which cover a large geographical area, the issue of inequality and regional differences provide a substantial challenge in the effort to achieve balanced development. In this study, data were collected using documentary and survey methods as well as Delphi techniques, and analysis was carried out by combining qualitative and quantitative models. In the second step of the Delphi technique, a study of the impact of the factors on each other, and on Management of regional development in Iran, was made using the cross-impact method. In the final step, the effective factors contributing to Management of regional development in Iran were studied using analytical techniques and MicMac software. After analyzing the impact rate of the effective factors on regional imbalances, the key factors were identified and, finally, solutions to reduce the regional imbalances in Iran were proposed.

Entrepreneurship has potentially short, medium, and long-term consequences for regions, including the creation of employment and wealth. Efficient firms grow and survive while inefficient firms decline and fall. Regions have gained a position at the forefront of the economic development policy agenda. However, the regional approach to economic strategy remains contested. The ability of regions to gain from the positive effects of entrepreneurship will depend on their institutional arrangements, the social payoff structure, and their ability to turn knowledge into regional growth through the creation and dissemination of knowledge. Through in-depth observation, examining policies, and content analysis of relevant documents, this chapter through case study of Pune Auto Component Small- and Medium-sized Enterprises (SMEs) from India attempts to explore and understand the extent economic development occurs when regional approach is adopted.
Providing the equally distribution of the economical welfare between society parts, cities and regions is showing up in todays societies by force of social state understaning. Providing the equilibrium mentioned is possible by the coordinately and compatible relationship between national, regional and local development programmes. This policy is, at the same time, among the important elements of economical and social rapport and communal stability. In Turkey where serious development problems and instabilities have been experienced either on national or local scale, there have been some policies, projectsand studies for the resolution of these problems continuing for many years. Turkey who lives the European Union candidateship process recently, exploiting the EU experience on development policies. National and regional development plans prepared by State Planning Organization, EU supported regional development grant programmes and etc. have made some predictions and presented some practice strategies. In this study, the relationship between national and regional development will be examined. For this purpose, first the terms; development, national development, local development, regional development and rural development are tried to be defined to create a conceptual framework and then the improvement process for these terms briefly reviewed. After this conceptional introduction, the development policies that have been implemented in Turkey are tried to be classified according to their historical processes and implementation areas. Finally, a brief evaluation about the success of these development policies and practices has been done. Since the emergence of planning thought 90 years ago, planning and development in Iran has always been a subject of active debate. Despite this long history, the centralized planning system has never been able to promote development that is consistent with the advantages and disadvantages of the regions, hence the evident imbalance in regional development of the country. This article aims to investigate the obstacles to regional development in Iran before and after the 1979 revolution, using a descriptive-analytic methodology. The results show that the main obstacle in regional development in the country lies in its centralized management and planning system, having led to serious barriers such as a sectoral approach in regional planning and management system, lack of a legal status for regional development, dependence on oil revenues, and lack of data and information resources.

This annotated bibliography gives an overview of the theoretical literature on regional economic growth and examines its conceptual foundations, major competing paradigms, and recent developments. The overview concludes with a discussion of the policy implications suggested by this body of theory. Throughout the review, three themes are emphasized: (1) the theoretical predictions regarding the convergence or divergence of per capita incomes across regions over time, (2) the assumptions regarding the importance of internal and external scale economies to regional economic growth, and (3) the role of space in shaping regional labor market outcomes.
The quality of life is affected by many factors, which can be combined according to the similar attributes into some dimensions. A major impact on quality of life has a feeling of security. The quality of life is directly related to the development of regions that can be examined through subjective and objective indicators as well as the security situation. The paper is going to deal with selected socioeconomic indicators of regional development that directly affect the safety of citizens, and therefore their quality of life. There will be evaluated primary socioeconomic indicators of regional development such as regional gross domestic product, the level of economic activity, the rate of regional employment and unemployment, the average regional wages. Trough comparison of the above indicators can be seen if the qualities of life in Slovak regions have been positive and what is the position of regions in terms of development.

Purpose: This research paper is focusing on the role of leadership and strategic approach for the best institutional model toward balanced regional economic development (RED) in developing countries. The research paper examines the cohesion among leadership models and decision making structures toward strategic model for regional economic development in Kosovo. Final purpose is setting up the suitable decision making structure across all regions in the country that through proactive and authentic leadership, as well effective institutional structures creates capacity in each region for better utilization of the resources. Design/Methodology/Approach: The paper methodology used a mixed-methodological approach including both qualitative and quantitative data collection and appraisal, which included desk review covering existing literature at national and international level, semistructured interviews with key stakeholders, relevant reports and other related documents. Findings: The research paper has finded that there are significant relationships among leadership role, organizational structures and regional development. Acording to the paper a suitable leadership model followed by responsible institutional framework and decision making structures is usualy the most important factor influencing growth at the regions. Actually in Kosovo regions and municipalities lack the capacities to create an effective environment for private sector development and job creation for all communities. The paper analysis shows that both-leaderhsip and decision making structure amplifies the institutional structure and institutional resources' effect on the better performance of regions. Practical Implications: The practical implications deriving from this research concludes that future approach to RED should be based on balanced distribution of responsibilities between different governmental levels with clear vision and leadership, as well as with much more advanced institutional structures and detailed work design. This means that creative leadership will ensure not only better performance in economical development aspects but meanwhile will adjust better to external changes and work more efficiently. Originality/Value: The research paper shows its originality in a specific case study and the value of this is finalized with the regional economic development model that will serve as one stop shop at different regions supporting the economic and overall development.

Development is a multi-dimensional process which has evolved over time with conceptual challenges and has undergone different dimensions to complete the word. One of its important dimensions is paying attention to social justice within the framework of regional equilibrium. The present article tries to investigate this important dimension for the tenth government in Iran. With the aim of analyzing regional equilibrium process and providing priorities for the development of the provinces can play an effective role in national policies to promote regional equality and decentralization. This paper aims to analysis of the economy of the Antalya region, cooperation with the different institutions and the business environment, to elaborate map of the cluster, pointing the main business subjects and their links with suppliers, clients, nongovernmental organizations, educational institutions and other companies from different spheres. The cluster map is centered on the four pillars of tourism: accommodation, restaurant and food service, transportation, and attractions. We argue that such understandings are principally informed by configurations of tourism industry cluster that have already formed in a region. We develop theoretical propositions linking characteristics of regional industry cluster configurations, in particular cluster dominance and cluster interrelatedness, to the strength and focus of regional identity and, as a result, to the types and amounts of resources that will develop within and flow into and out of regions.
