The use of the Information and Communication Technology (ICT) in the governments has shown that it can become a strategic implementation to improve the public management efficiency, transparency and citizenship participation. In this sense, the Organization of American States (OAS) has developed an Electronic Government program for municipal governments in Latin America called "Municipios Eficientes y Transparentes". In Panama were selected 28 municipalities for it implementation. As a first step, was necessary to develop ICT government implementation diagnosis, which has found shortcomings related with ICT use and appropriations. This article presents such ICT diagnosis.

In this paper, we present the project denominated Efficient and Transparent Municipalities -MuNet, developed by the Organization of American States -OAS, with the sponsorship of the Canadian for International Development Agency -CIDA. The aim of this project was to help Latin-American municipalities to use ICT tools to improve efficiency and transparency in its activities. The project was developed between 2005 and 2006 in 22 municipalities distributed in 11 countries, with the support of 5 experts of 5 different nationalities. The first phase followed a diagnostic of the general situation of the municipality, including technological aspects, and also transparency perceptions. Then a proposal of strategy to apply electronic government was developed with the collaboration of a Consultancy Team and the Task Force defined by the Major in each municipality. Furthermore, all the participants in the project received a virtual course about fundamentals in electronic government strategies. With the document approved by the society and the political ambit the Consultancy Team accompanied the Task Force in the implementation process, using in some cases the technological support of the project, specifically with software applications to develop the WEB page of the municipality -MuniPortal -, another software -MuniCompra -to improve the buying process and a last one to support the creation of a one stop window for the municipality services -MuniServi -. Additionally, this paper also presents evidence of the implementation process and the general data about the diagnostics developed.
The Information Technologies (IT) Have empowered and optimized human activities in various disciplines, including the local public administration, and this has resulted in process transparency, optimization of resources, collaboration in decision making, projections, optimization, among other advantages. However, it is necessary to have a technological infrastructure that guarantees the incorporation and permanence of these technologies in the long term, and more important, to have a specialized organizational structure that oversees planning, developing, implementing, projecting and collaborating in the evaluation Constantly of the processes, as well as of the technologies, that have an innovative impact in the operative and administrative processes of the municipal administration. However, in the municipal public administrations, these advantages have not been integrated, much less think about their permanence, for this, this article suggests a specialized organizational structure that can guarantee the use of IT in the long term. This proposal is supported by inductive and deductive methodologies, field research that was carried out in a sample of Mexican municipalities and their current organizational structures that are responsible for managing and operating IT.

This paper gives a brief show of how the ICT’s can be a useful tool to improve the citizens’ participation in the local government. We present, in a short introduction, the development of democracy and its models together with an analysis of the importance of technology in the democratic processes. Finally, we present some of the projects that are related to the use of new technologies in order to help more citizens to get involved in some governmental actions. Those projects we will present are in development inside our research group Geomática Gestión y Optimización de Sistemas, in the Universidad Industrial de Santander, Bucaramanga, Colombia.

Like most companies since late 20 th , the government institutions have made use of information technology (IT) as a support to their core business processes. Many have embarked on programs to provide value to the citizens through the use of IT, allowing bringing services that these institutions provide. In this context, that one of the main tools for achieving the digital approach to the city: electronic government (egovernment). E-government can be understood as the digital interaction between the government and its various branches, central and local governments, and citizens. By implementing e-government, Central Government redefines how can interact with the community, closer to citizens and providing services that give them value through the extensive use of IT. According Peruvian regulation, since 2011 all government institutions must have a e-government plan aligned to interests of its stakeholders: mainly citizens, private organizations and other government agencies. A case of successful implementation of e-government plan in a Peruvian Ministry, which includes both definition and establishment, is presented in this paper.

Investments in Information Systems (IS) have been significantly increasing and hence the relevance of the studies on the IS success is persistent. Delone and Mclean (2003) developed an IS successful model which is a benchmark for researches in the area, however, in the perspective of the public sector, studies are still rare. In this research it was sought to propose an exploratory model of successful IS in public administration, from the identification of each construct items of the Delone and McLean (2003) original model, through multiple case studies in three Municipalities and a Town Hall of the Southern Cone of Rondônia state, in Brazil. Based on the empirical research, it was found that the IS success factors in municipal public administration are close to those factors indicated in the reviewed literature, however, showing some particularities of the public sector. —The Communication and Information Technologies, they have potentiated and optimized human activities about from industrial, educational, social, governmental sectors among others. In this last one, the government called e-government has been forced to make changes to its regulatory framework, as well as the modernization of technology infrastructure to support the incorporation of ICT. However, it is important that strategies and mechanisms are configured for local governments. So, it should identify a set of indicators on local governments to determine the decrease of process and through they, identify and increase efforts to ensure its successful implementation. Due to the above, are suggested a series of indicators based for the UN suggested.

Taking as a starting point the recent approval of 138 co-financing proposals put forward by numerous Italian public bodies within the context of a national e-government plan, the article poses the question of whether these types of initiatives are really likely to unleash mechanisms capable of improving organisational performance. The evaluation criteria adopted in the course of the selection process are analysed on the basis of a model elaborated by Soh and Markus (1995). The aims are: to carry out a general assessment of the role attributed to information and communication technology (ICT) in the modernization of the public sector and to draw some conclusions from this progress towards the realization of e-government.

Given the current trend for digitalisation, Information and Communication Technologies (ICTs) have been playing a central role in institutional performance and development. This centrality impacts local e-government plans and strategies, with consequences for service delivery and interaction and engagement with citizens. This work provides a characterisation of the ICT resources in Portuguese municipalities and allows to understand the internal conditions under which municipalities strive to follow the digital government trend, focusing specifically on the internal organisation and procedures and the profile of human resources performing ICT-related tasks. Globally, data show how important the ICT function is for the Portuguese municipalities and reveals the aspects for which greater attention should be devoted. The need for training programs, team building, and resources' renewal is amongst the most prominent, on par with the importance of publicising and promoting the adoption of existing recommendations, instruments, tools, and services for a better knowledge, awareness and meaningful adoption and application.
Dominican Republic Public Sector have been involved since 2004 in the implementation of a knowledge and information society with emphasis in e-Government. The country needed a tool to measure the advancement in said implementation. This paper describes the tool designed to systematically measure the efforts that have been and are being taken by Dominican Republic’s public institutions in order to deploy ICT and implement e-Government citizen services. The solution was proposed with the prediction or thesis that the implementation of this type of index accompanied by a "ranking" list of the institutions involved, result not only in the plain measurement of use of ICT’s but also in the achievement of the additional objectives of promotion and development of ICT in the public sector as well as prioritization and competition among institutions as a direct or indirect consequence of the implementation of such tool.

The focus of this scientific study is on the implementation of the utilization of information and communication technology system in good governance. The fulfillment of good public services and accountability of government performance to public through the utilization of information and communication technology system as a formula in materializing a good governance is an actual issue in today industrial revolution. The objective to be achieved in this scientific study is to observe the usefulness of information and communication technology system in supporting good governance management, enabling the services to the public to be facilitated and the accountability of government performance to the public can be productively given. This study used a qualitative empirical research method considering that what was studied and analyzed was the concept of government policy innovation as a manifestation of the government as a state administrator. In the end, this scientific study can reveal the use of information and communication technology systems in supporting good governance.
