The article aims at exploring the methodological framework of participatory approach and its significance to urban design. It starts with a brief overview of traditional design methods and its limitations in designing for a large number of unknown users, as well as implications of participation in general and a recognized need for change of the approach and its democratization. This particular need has originated from the risk assessment of the traditional methodology and the unrealistic expectations of taking into account a limitless number of urban environment variables imposed on architectural designers. The article then shifts its focus to methods that involve many stakeholders in a complex endeavor of designing urban spaces. In cases of applying participatory methods in the research phase and design of public spaces, it is possible to actively engage representatives of various interest groups and lower the risk of making decisions leading to underused spaces.

Urban Design and Planning worldwide have long been criticized for their lack of meaningful public consultation and participation in the process of shaping our built environment. Currently, the existing practices of consultation and participation are within the confines of council meetings, complex form filling and survey reports that often carry little weight towards the decisions made by the planning authorities; the latter are increasingly seeking for ways to encourage meaningful public participation in urban development decisions. This paper presents a systematic literature review on sustainable urban governance vis-a-vis participatory planning, in an effort to consolidate, evaluate and critique the various approaches on involving the public in decision-making process in relation to urban form in general and public space in particular. The literature/case studies presented are referenced across a scale of degrees of participation, referring to a range of influence that participants have in the decision-making. In its two extremes it can be viewed as no participation, where designers make assumptions of users’ needs and requirements, and full participation, based on user-defined criteria of quality. The evaluation of many participatory research practices is somewhere in between the two extremes, focusing more on design with the users. However, the given theoretical process, might provide an insufficient degree of realism that designers need to cope with, due to time and budget constraints. If it is to remain grounded to the practice of design, literature should be able to cope with barriers, and seek understanding beyond its conceptual approaches.
PARTICIPATORY PROCESSES IN URBAN PLANNING
The book PARTICIPATORY PROCESSES IN URBAN PLANNING draws on our experience within the project V4Participation-Fostering education on participatory processes in urban and regional planning, conducted in 2018 and 2019 and co-funded by the Visegrad Fund. After getting a positive feedback from the members of the project consortium consisted of seven institutions from four countries (Serbia, Hungary, Czechia and Poland) we have decided to extend the Call for papers to a wider community of academics, practitioners and activists from the fields of urban planning and design, architecture, landscape architecture, architectural conservation, sociology, arts and management. To our satisfaction we have received a great response and are proud to present a book with 21 papers from 35 contributors. The book covers different themes connected to the participatory processes with the overall goal to provide a wide perspective on how to reach better decisions in urban planning that are supported by the public. The topics include rationale; methods, tools, techniques and technologies for designing the process and for adaptation of designers' solutions to the needs and preferences of communities; national perspectives and issues; documented case studies and education on participatory processes. Reflecting our belief that the change of approach to urban planning is necessary, this book is intended to open the debate and raise awareness of the importance of citizen involvement in this process among students, professionals, people in community organizations, state and local agencies and decision makers. We would like to thank all the contributors and members of the project consortium who have shared their actual experience and who support the way of looking at urban planning as a people-oriented discipline. We thank them for their insights and their influence. We want to thank the Visegrad Fund and the Faculty of Technical Sciences for supporting our work and bringing the book to publication. Thanks are also due to Rastko Nožinić, Ranka Medenica, Ivana Maraš and Dejana Nedučin for their enthusiasm and help in making this book possible.

Participatory design is the involvement of people in the creation and management of their built and natural environments. Its strengths are that it cuts across traditional professional boundaries and cultures. The activity of participatory design is based on the principle that the built and natural environments work better if citizens are active and involved in its creation and management instead of being treated as passive consumers. The main purposes of participation are to involve citizens in planning and design decision-making processes and, as a result increase their trust and confidence in organizations, making it more likely that they will work within established systems when seeking solutions to problems; to provide citizens with a voice in planning, design and decision-making in order to improve plans, decisions, service delivery, and overall quality of the environment; and to promote a sense of community by bringing people together who share common goals. This research aims to analyze different processes of citizen participation in the development of housing. The study discusses and compares diverse methodologies of participation in the search for customizing the domestic spaces and evaluates which of these methods could be more effective promoting authentic participation in the process of design and construction of housing. Nowadays, besides creating shelters for protection, there is also need to design spaces, which could respond in a better way to the different manners of life. Therefore, it is important to study the process of designing such spaces. There are several ways to share the inhabited space, not every residence is occupied by the traditional family. Sometimes every person in the house has different schedules and in other situations, there are many simultaneous activities that can be carried out in the same room or various ways to use the space. The standard dwelling cannot respond to these differences. The participation of the users is common on the creation of individual dwellings, however for collective housing, there is a demand for organized and immediate methods in which the users can explain their needs and the architects can create a variety of options according to those.

The participation of associated and non-associated citizens to the formulation, implementation, and/or assessment of public policies aims to contribute to the quality of democratic governance against the decrease of citizenry trust toward elected representatives and provide more effective responses to wider community.
