Urban and suburban transport within Functional Urban Areas (FUAs) is now considered an integrated system. In these regions, many residents commute from the suburbs to the city daily for work, education, and social purposes. Transport planning must consider these dynamics to ensure consistent and convenient connections between the city and its suburbs. This article stresses the need for a standardized tool to collect data on transport management models in FUAs across 38 OECD-affiliated countries. The proposed tool, a survey questionnaire, aims to gather information on how transport management models are organized and operate in these regions. The article discusses research conducted in the Olsztyn FUA, revealing significant variations in transport management methods among municipalities. The questionnaire is categorized into four themes: public transport, transport infrastructure, FUA transport strategy and innovation, and risks and monitoring, offering a comprehensive view of the transport management model. The study also highlights varying development priorities among FUA municipalities; some focus on public transport, while others invest in road infrastructure. The process of identifying urban areas in OECD countries uses population density to identify urban cores, and travel-to-work flows to identify the hinterlands as the “worker catchment area” of the urban labour market, outside the densely inhabited core. The assumptions and goals of sustainable urban mob ility are defined in global and national documents, for example, the United Nations 2030 Agenda and in the Transport Policy of the State of Poland for 2006–2025. Achieving these goals is a long process. Tools and actions have been identified that play a fundamental role in achieving sustainable mobility, and various methods of measuring the effectiveness of these activities have been presented and compared. In this study, we detected which means of transportation is beneficial from a travel time perspective in specific districts of Warsaw, Poland. To achieve this goal, we proposed a framework to perform a spatial analysis to describe the as-is situation in the city (the state that the situation is in at the present time). The framework contains the following elements: attractiveness analysis, travel time and speed analysis, and potential accessibility analysis. The relationship between the averaged nominal travel speed and the number of residents was also investigated. In central and eastern European countries that joined the European Union (EU) in 2004 and 2007, there are strong connections between transport development and sustainable regional development. New trends searching for urban transport management in the context of the regional development of Stara Zagora municipality, 2024
The paper proposes a methodology for the analysis and evaluation of the traffic scheme of Bulgarian cities. The authors combine spatial, network, and socioeconomic analyses of cities with transport operators' financial-economic evaluation, sociological studies of transport habits, and the possibilities of new information technologies for transport modeling (such as geographic information systems). The model proposes several approaches to optimize the municipality's transport scheme. It results from a new need to improve urban traffic, the quality of transport services, and the integration of urban transport into the regional economy of Stara Zagora municipality. It presents a description, analysis, and outline of the opportunities for developing urban transport connectivity and mobility in Stara Zagora municipality. The research results show a deficit of transport connectivity between the different parts of the city, reflecting on the regional economy's development and the efficiency of the environment and the population.
The main aim of the article is to clarify the characteristics of the method that determines the functional links and gravity towards cities on the basis of public transport connections. The paper delivers a detailed description of the method and provides examples of its application in empirical research conducted by the authors in the years 2010-2014.

Commuting plays a significant role in forming metropolitan areas. It is one of the basic criteria for delineation of functional areas, including metropolitan regions. The objectives of this study included determining the Warsaw labour market and examining the influence of some spatial patterns on the intensity of commuting to Warsaw in the investigated communes. The research was conducted in a form of questionnaire interviews in 800 households from 30 communes of the Warsaw suburban zone, involving 2 215 adult participants. The availability of transport services is one of the basic conditions for meeting the living needs and socio-economic activity of the population. The lack of access to such services is called a communication exclusion. Analyzes indicate that in Poland, both the number and the length of bus lines, mainly regional bus lines, are systematically decreasing. There is also little interest of local government units in building a common public transport offer. At the same time, the automotive index is rising. The aim of this study is to spatially examine a contemporary role of a passenger train service versus a bus service in commuting from the suburbs of ten Polish metropolitan areas. The authors have sought to verify where these two public transport services operate complementarily – in multimodal chains, and where each mode works separately. Specific socio-economic conditions, that had shaped the urban structures of Central and Eastern European countries including Poland, were affecting the contemporary role of public transport and commuting patterns which are different from those observed in Western Europe. The scope of research into the demand for urban transport includes a survey of mobility behaviour. Its value is that it refers to both, the effective and the potential demand. This is why mobility behaviour is surveyed in public transport vehicles, at stops and stations, in selected sites in the city (during a comprehensive traffic study) and at the respondent's home. Following the mobility behaviour survey, it is possible to define the modal split, the urban mobility of inhabitants and the destinations of their journeys, as well as the reasons why they choose public transport or the car for urban trips. The article presents the results of mobility behaviour surveys concerning the effective demand in some of Polish towns and cities between 2000 and 2008, and mobility behaviour surveys of the inhabitants of Warsaw and Gdynia, covering also the possible demand.

The paper presents some aspects of operation of municipal transport system in the city of Lublin (Poland). Organization of Lublin Municipal Transport Company was described, its efficiency and perspectives of development. Particular attention was paid to the rules of adjustment to the EU requirements, and to the influence of demographic and social factors. Infrastructure of public transport in Lublin was analyzed (busses, trolley‐busses, bus stations, fixed objects and bus stops), as well as configuration of bus and trolley‐bus lines. Some specific proposals were also put forward regarding development solutions: development plan of trolley‐bus traction, plan of inter‐connection bus station, development plan of bus traction, introduction of advanced IT solutions into the public transport management and natural gas (CNG) fuelling of the city busses. The organization and management of public transportation is one of the most important responsibilities of local authorities. In view of the dynamically changing conditions of modern cities' transportation policies, actions in this area pose a challenge, involving the standardization of transportation and its adjustment to the transportation needs and expectations of residents not only of individual cities, but of entire metropolitan areas. One of the ways to tailor transportation to the needs of residents is to continuously coordinate on the basis of diagnosis and analysis of residents' demands. Public transportation passenger councils provide a forum for exchanging views on this issue. In Poland, only the authorities of Warsaw have thus far decided to establish such a body.

The aim of the work is to conduct a multidimensional modelling of transport behaviour of residents of cities in Poland. The research was carried out on the basis of the pilot sample survey results conducted by Polish Central Statistical Office in 2014-2015. In the work a correspondence analysis was used to study the transport behaviour of urban residents. In the study the relationship between the frequency of journeys within the city and factors describing them were investigated. The research analysed primarily the interdependence between the intensity of travels made by residents within the city and factors describing these travels, such as structure of travel, destination, time interval of journeys or methods of travel. On this basis, a profound analysis of the transport behaviour of urban residents was carried out. The study results presented in this work can be a useful tool for local authorities in order to forecast the travel behaviour of urban residents.

The issue of public transport accessibility of localities and regions is one of the key research themes of transport geography. The EU defines public transport as one of the services of "general economic interest", which means that its organization should be based on the principles of solidarity and equal access for all citizens of the state and its regions. The study of transport accessibility of 13 district centres in the peripheral and economically underdeveloped Prešov administrative region (Slovakia) from the municipalities of their immediate hinterlands expressed by the number of direct bus and train connections is aimed at identifying the spatial differentiation of individual intraregional accessibilities. The realization of the research pursues the objective,to point out by the comparison of the theoretical and real values of direct transport connections, to the possible existence of discrepancies in the public transport services of individual municipalities in relation to their higher hierarchical district's centre.

A properly functioning public transport is one of the most important components of urban mobility for the population. Due to spatial inhomogeneity and overall socio-economic differences within a city, there are often considerable disproportions in the quality of transport services within its districts. Also, the city of Krakow is no exception in this case. For a comparison of public transport accessibility in 18 Krakow districts, 7 major quantitative and 5 minor indicators were created. These indicators include the most important characteristics of transport services such as accessibility, frequency, connectivity of connections, and ratios of tram public transport subsystem. Main debates concerning urban mobility in Romania are dominated by the necessity to define, adopt and implement sustainable urban mobility plans (SUMP). SUMPs are strategic instruments to move forward from the traditional way of managing spatial accessibility and transport issues (which is especially true for post-socialist cities) to a more integrated, participative and innovative approach. Although some investments in urban transportation have been made in Romania during the EU's previous financial period (2007-2013), most urban areas still face numerous challenges in leaving behind the old paradigm. Our paper brings into discussion the current state in adopting SUMPs for major Romanian cities. In addition, the paper discusses the public transportation and spatial accessibility issues for the particular case of Suceava City with the aim of highlighting some of the challenges SUMPs have to find a solution. These challenges are numerous and very diverse and, as a consequence, we opted for discussing only some of the aspects which one may consider as representative for most of the Romanian cities. The methodology deployment involved, in a first phase, the creation of a database concerning the economic actors in the field of public transportation and the services they offer, and, in a second phase, the use of GIS instruments in order to create a road transport infrastructure spatial database and to analyse the quality of infrastructure and the spatial accessibility it generates. The results highlight some of the administrative challenges to be faced and some issues related to transport infrastructure quality and to periurban spatial accessibility.

The current socioeconomic conditions of some developed and developing countries are not favorable for the development of the public mass transport services. Most of the residents of large and medium-sized cities, but also smaller towns, use their own passenger car on mandatory trips. This phenomenon perfectly reflects the constantly growing of motorization index in such countries. The consequence of this is, of course, the decreasing number of passengers carried by means of public mass transport, in particular operating outside of large urbanized areas. This causes and unfortunately will cause not only further problems of automotive congestion on the transport networks of urban areas, reduction of the road safety level, but also adverse environmental effects in the form of pollution. The authors of the article analyzed the results of transport surveys, which were carried out in recent years among the public transport passengers. The surveys concerned the assessments and postulates and expectations of passengers. The research was carried out in one of the typical in terms of socioeconomic conditions of Polish voivodships (a country dynamically developing in the passenger transport sector, in terms of both mobility, as well as the quantitative and qualitative status of transport means and transport infrastructure). The voivodship subjected to such analysis was the Kuyavian-Pomeranian Voivodship, located in the central part of Poland. The respondents were asked to speak on topics related to, among others, transport infrastructure, means of transport, access to services of public transport systems, comfort and safety of traveling. The analysis also included assessments and postulates related to tariff systems, travel information systems, and transport integration systems-functioning in the voivodship. The results of the research were analyzed by the rail passenger transport and bus passenger transport as part of the voivodship public transport system. In the majority of cases, passengers' assessments were not satisfactory. The most frequently issued evaluations fluctuated only around the average (on a scale from 1 to 10). The authors have thoroughly analyzed the results of the transport survey, confronting the results obtained and trying to find out their causes depending on the characteristics of the area under analysis.

In today's urban mobility scene, the increasing number of private cars trying to travel through the city centers is one of the most onerous problems facing urban transport. Knowing about the impact that different transport demand management models can have on the efficiency of the urban transport system may be of key importance for developing solutions in this area. This knowledge is the main goal of the considerations undertaken. The observations presented in this article took place during the formation of a Sustainable Urban Mobility Plan (SUMP) for the Bielsko-Biała agglomeration. The author of the article is a member of the working group that prepared the SUMP project for the city. The study examined the effectiveness of mobility planning activities. The scope of these activities included collecting the data necessary to create a mobility plan, analyzing this data, building scenarios in the area of transport demand management, and designing the assessment of the adopted solutions. The article shows the procedure for creating a model of a SUMP for urban areas, which may be a prerequisite for municipal governments for effective applications for funding projects related to transport. The most important part of the analysis is the evaluation using integration indicators of selected key elements of the urban transport system of the Bielsko-Biała agglomeration in the area of transfer accessibility. Such research allows us to answer the question of whether the locations of new railway stops proposed under the agglomeration SUMP contribute to increasing the integration of the urban transport system. The current research implements one of the dimensions of mobility management projects. Related goals are, among other things, to achieve more effective integration of the urban transport system. The analyses were carried out by measuring selected properties of the transport network and a survey questionnaire.
