Corruption is not only related to the damage and destruction of the standard of political life but also involves the damage and destruction of the standard of economic, social, cultural life and so on. What makes an act, practice, or condition of damage and destruction called corruption? It may sound simple, but this question is central considering that only certain types of destructive acts or practices are understood as corruption, whereas other types of destructive actions or practices are not interpreted as corruption. There are many ways to understand the problem. Some strategies that might be useful include understanding it from the matter of establishing a law on corruption which is obligatory to determine the object of its application with the precision of a legal formulation. That is a necessity as well as a weakness in the definition of corruption in the environment of implementing public policy and also understanding it in relation to humans, especially corrupt humans (homo corruptus).However, for the purpose of a serious study of corruption, this law is unable to answer this question: what makes the act/practice of bribery, gratuity, embezzlement, and forgery called corruption and unacceptable? Of course, this question can easily be answered by relying on the sovereign authority of the Indonesian state system (sovereignty): the sovereign authority of the Indonesian state has determined all of this as corruption. But that way of answering is a way of answering by avoiding the main issue, namely why all this is called corruption and is unacceptable. Corruption occurs because humans based on certain motives commit corruption. Without people with logic and corrupt behaviour, it is impossible for corruption to continue to develop and survive, and is now increasingly rampant in Indonesia. Thus, for the author, the most important point in realizing an anti-corruption strategy is to pay attention to the human aspect that commits corruption (homo corruptus) and then penetrates into broader and more complex legal instruments.
