As a candidate at joining the European Union, our country needed to adopt and implement the regional development policies. For that, it was necessary to create appropriate institutions and devices at the central and regional level. Consequently, a legal background was given to these institutions, through a legislation adapted to the European standards, according to the National Program of adopting the community standards. In a relatively short time Romania has made important steps in the direction of establishing decentralized regional policies. On July 15 1998 the Law no.151/1998, concerning the regional development in Romania, was passed. Constitutional Law Society

The strengthening of the national research system after the promulgation of Law Number 11 of 2019 concerning the National System of Science and Technology (UU Sisnas Science and Technology) requires that the research and innovation system be strengthened in the regions. Legal instruments in the form of regional regulations have an urgency to ensure the sustainability of the research and innovation ecosystem and are also strengthened in the regions. Therefore, the content of regional regulations on research needs to be well formulated so that the content material is not only a copy of the National Science and Technology Law but can adapt to regional conditions, needs, and ongoing conditions.

Six and a half years have passed since that document was adopted which is a quite long period for the development of a statehood which is 22-year-old now. The article discusses the issues regarding the necessity of development of a new strategy and those spheres which require special attention.

The Web Book of Regional Science is offered as a service to the regional research community in an effort to make a wide range of reference and instructional materials freely available online. Roughly three dozen books and monographs have been published as Web Books of Regional Science. These texts covering diverse subjects such as regional networks, land use, migration, and regional specialization, include descriptions of many of the basic concepts, analytical tools, and policy issues important to regional science.
