The issue of missile defence has been present in American policy for over 70 years and is constantly subject to research and the search for new technologies. Nowadays, the proliferation of nuclear weapons and ballistic missiles, as well as the growing threat from the so-called “rogue states” have caused the inevitable development of the missile defence strategy. On the basis of historical programmes and the results of contemporary research, the concept of a Ballistic Missile Defence System was created. The system is based on the principles of indivisibility of the security of the Alliance and NATO solidarity, fair sharing of risk and burdens as well as taking on reasonable challenges. One of the components of the system is the European Phase Adaptive Approach, which was designed to protect American allies and resources in the European region from the growing rocket threat. This paper analyses the genesis of ballistic missile defence and what its development tendencies are. The article contains a presentation of the essence of the US Ballistic Missile Defence System, as well as its history and suspended programmes. The concept of multilayered defence has been outlined, as have the technical details of the system’s components and its location and operational status.
This proposal has the objective of evaluate the possible security framework and the actual one in the context of missile defense deployment at Poland and Czech Republic as a proposition made by United States of America and to analyze Russian reaction. The conversations about the missile shield started by American government at Bush´s era, but became a secondary subject in the following period as soon as Russian government threated to answer in a hostile way. However, in 2012 the project of deploying a missile shield against possible ballistic attacks rebirth at USA and NATO discourse, in a clear defiant attitude towards Russia, despite the fact that in the earlier discussions Russian government showed its discontentment. The aim of this research is to identify the new element of this new-old tendency of (in) security in the East, and to understand why USA and Russia, that seemed to have found a connection after the 09/11 attacks got into a new spiral of deterrence.

The order of this article is as follows. Firstly, we will address the issue of the ballistic missiles because their properties obviously reflect on the missile defence – thus we will define and describe the threat. Secondly, we will discuss the missile defence as such – specifically pointing out at its inherent limitations. And finally, we will shortly present the missile defence arsenals of the world with particular reference to the United States.

This note discusses developments in missile defense technology and the prognosis for robust protection based on them. The competition between the offense and defense is unlikely to be settled by a stroke, and would not remain settled if it was, but current technologies and systems could significantly reduce the utility and attractiveness of missiles to rogues and would-be proliferators. The current program would serve as a first step in a continuing spiral of conflict between offenses and defenses. The appropriate goal is to put missile defenses so far ahead of offenses that they would dissuade others from engaging in missile competitions altogether, which is not beyond the capability of near term missile defenses that use all available layers and concepts.
