Multi-Level Governance enables the EU to define goals and achieve them. This paper sets out to address the usefulness of Multi-Level Governance (MLG) in enabling the EU to define goals and achieve them. It begins by firstly defining the concept of MLG and describing features of the concept through the use of the available literature on the subject matter. It reviews the historical development of MLG over time and attempts to justify its growing influence within political science culminating in normative legislative recognition as a policy instrument in 2013. Secondly, it discusses the process of Europeanisation as it pertains to the everyday workings of member states of the EU, various institutions within the EU, and subnational actors and institutions of member states. Subnational actors may be created, influenced or altered by the process of Europeanisation (Tommel, 2016). This paper reviews how MLG has been utilised by the relevant EU actors and institutions to achieve their goals by assessing MLG through the sphere of EU Cohesion and Environmental Policy. Said to be born out of Cohesion Policy (Tommel, 2016) This paper also discusses some criticisms of MLG as it relates to it effectiveness of defining policy outcomes and achieving those outcomes. This paper draws of various political scientific perspectives to gauge the effectiveness of MLG in helping the EU achieve its aims. The outcomes of MLG in practice in some EU states will also form part of the analysis of MLG at the subnational level to assess whether MLG is a useful tool for the EU and its associative stakeholders in achieving policy aims. In summary, this paper is divided into three parts; analysis of the concept of MLG, the process of MLG and Europeanisation as it relates to achieving policy outcomes, potential drawbacks to MLG in achieving said outcomes and a theoretical perspective on the normative evolution of MLG. The concept of multi-level governance (MLG) and its empirical implications to subnational mobilisation in the EU arena is a key subject of this article. The primary focus here is on the subnational level of analysis and its integration in and interaction with the EU multi-level polity. The obvious reason for writing this article is that the extent to which the interplay between supranational institutions and SNAs has affected intergovernmental relations and caused subnational mobilisation across the EU arena is an empirical matter. Empirically, the creation of MLG in member (and applicant) states and its impact over subnational mobilisation have been exclusively discussed within the context of EU regional policy and related financial incentives. In this respect, this article seeks to explain how the Europeanization of regional policy relates to theoretical concerns with multi-level governance and to find out the extent to which the process of Europeanization contributes to the creation of multi-level modality in member, and particularly, applicant states.

This article takes initial steps in evaluating contending models of EU governance. We argue that the sovereignty of individual states is diluted in the European arena by collective decision-making and by supranational institutions. In addition, European states are losing their grip on the mediation of domestic interest representation in international relations. We make this argument along two tracks. First, we analyse the conditions under which central state executives may lose their grip on power. Next, we divide up the policy process into stages and specify which institutional rules may induce various actors to deepen EU policy-making.

This article analyses 65 years of European governance as a process that has evolved from a simple model, based on hierarchical means of political steering, to a complex system of governance, using both hierarchical and non-hierarchical governance modes and combining them in innovative ways. The central thesis is that European governance constitutes a system of governance of governance, aimed at shaping and directing the governance of the member states. The article elaborates a conceptual framework by drawing on Kooiman's concept of three orders of governance.
